MINUTES OF A REGULAR MEETING OF THE BOARD OF COMMISSIONERS OF THE TOWNSHIP OF HADDON, IN THE COUNTY OF CAMDEN, NEW JERSEY, HELD SEPTEMBER 27, 2016 IN THE MUNICIPAL BUILDING AT 7:00 PM.

A regular meeting of the Board of Commissioners of the Township of Haddon was convened in the Municipal Building, 135 Haddon Avenue, Westmont, NJ on Tuesday, September 27, 2016 at 7:00 PM.

Mayor Teague requested all stand for the flag salute.

Mayor Teague announced that Chapter 231, Public Law 1975 requires adequate notice of this meeting be provided. This was done by placing Annual Notice in the Courier-Post and Retrospect Newspapers and by posting on two bulletin boards in the Municipal Building.

Eric Riso, Esq., Mark Cavallo, Jim Stevenson, Greg Fusco, P.E., Martin Blaskey, and Kate Burns were present.

PRESENTATION OF THE PROCLAMATION HONORING HADDON TOWNSHIP 12-YEAR-OLD ALL STAR DISTRICT CHAMPIONS

Mayor Teague welcomes the 2016 12-year-old All Star Champions, their parent and coaches. Mayor Teague congratulates them and asks Commissioner Foley to read the Proclamation:

Township of Haddon Proclamation

Honoring Haddon Township’s 12-Year-Old All Star District 13 Champions

Whereas, the Haddon Township Little League 12-year-old All Star team was crowned the 2016 District 13 champions; and

Whereas, this win marks the first championship ever for Haddon Township in over sixty years of organized Little League athletics; and

Whereas, the Board of Commissioners would like to recognize Michael Eife, Aiden De Cristofaro, Danny Kerr, Timothy Sheehan, Matt Potter, Reilly Dougherty, Michael Olsen, Stephen Allison, Dermot Sheehan, Shawn Weller, Nicholas Griese, Ethan Shaub and Ryan Feeley, all members of the Haddon Township 12-year-old All Star Baseball Team for their accomplishments; and

Whereas, the Board of Commissioners would like to acknowledge all the parents, coaches, sponsors and volunteers who supported this team throughout the season; and

Now, Therefore, Be It Resolved, that the Township of Haddon Board of Commissioners would like to formally recognize the Haddon Township 12-Year-Old All Stars as the 2016 District 13 Champions and commends its athletes and coaches on the first ever district title win in Haddon Township Little League history.

Commissioner Foley moved, seconded by Commissioner Dougherty that the Minutes of the Caucus Meeting held on September 20, 2016 be approved, with all members voting in the affirmative.

ORDINANCES:

The following ordinance was read by title:

#1362 – Amending, Revising and/or Supplementing Chapter 214, Entitled, “Taxi Cabs”

Commissioner Foley moved, seconded by Commissioner Dougherty that the public hearing on the Ordinance would be open at this time, with all members voting in the affirmative.

There being no discussion on the matter, Commissioner Foley moved, seconded by Commissioner Dougherty that the hearing be closed. Commissioner Foley moved, seconded by Commissioner Dougherty that the Ordinance be adopted and recorded in the Ordinance Book for the Commissioners to sign.

The following ordinance was read by title:

#1363 – Amending, Revising and/or Supplementing Chapter 79, Entitled, “Animals”

Commissioner Foley moved, seconded by Commissioner Dougherty that the aforementioned ordinance introduced at this time be approved on the first reading and remain on file with the Clerk for public inspection until the public hearing thereon and further consideration thereof which will be on October 25, 2016, in the Municipal Building. The Clerk was further directed to publish said ordinance together with the notice of such hearing in the manner required by law in the Retrospect Newspaper and also to post copies on the bulletin boards in the Municipal Building prior to the second reading and make copies available to the general public of the Township who shall request same.

#1364 – Amending the 2016 Salary Ordinance

Commissioner Foley moved, seconded by Commissioner Dougherty that the aforementioned ordinance introduced at this time be approved on the first reading and remain on file with the Clerk for public inspection until the public hearing thereon and further consideration thereof which will be on October 25, 2016, in the Municipal Building. RESOLUTIONS:

Commissioner Foley reports that he was contacted by the PBA to ask which supersedes which, the Collective Bargaining Agreement or the Personnel Policies and Procedures. Commissioner Foley responded that the Collective Bargain Agreement supersedes the Personnel Policies and Procedures. Office Casey, PBA 257 Delegate, asks why the Police Dept. is being held to another book when they already have Rules and Regulations, Police Dept. Policies and a Collective Bargaining Agreement. Mayor Teague points out that if the Collective Bargaining Agreement is silent on an issue, then they would have the Personnel Policies and Procedures as guidance.

Mayor Teague further reports that the Township is required to incorporate the handbook and it has to be handed out to all employees. The adoption of the handbook gives the Township a reduction in the insurance premium which is a savings to the tax payers of Haddon Township. Commissioner Foley reports that upon adoption of the Personnel Policy/Employee Handbook Resolution this becomes effective.

The following resolutions were approved by consent agenda, with a motion by Commissioner Foley, seconded by Commissioner Dougherty, with all members affirmatively concurring:

The following Bingo License Application was approved, with a motion by Commissioner Foley, seconded by Commissioner Dougherty, with all members voting in the affirmative:

The following items was approved with a motion by Commissioner Foley, seconded by Commissioner Dougherty, with all members voting in the affirmative:

 Issuance of a 30 Day Temporary Certificate of Occupancy to facilitate the sale for 210 Morgan Avenue contingent upon the property being vacant from time of sale to subsequent sale and final inspection by Township

There being no further business on the agenda, Commissioner Foley moved to open the meeting to the public, seconded by Commissioner Dougherty, with all members voting in the affirmative.

There being no comments, Commissioner Foley moved to close the meeting to the public, seconded by Commissioner Dougherty, with all members voting in the affirmative.

There being no further business to discuss, Commissioner Foley moved, seconded by Commissioner Dougherty that the meeting be adjourned at 7:23 PM, with all members voting in the affirmative.
