Completing Required Fields for P/PM Certification

Background:

In a letter dated April 25, 2007, the White House OMB announced a new set of requirements for project management certification that applies to all civilian agencies. The Federal Acquisition Agency (FAI) was appointed as the oversight Agency. OMB’s Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) outlines the baseline competencies, training, and experience required for Program and Project Managers (P/PMs) in the Federal government.

NASA’s Academy of Program/Project and Engineering Leadership (APPEL) is establishing processes to document the certification status of each certified P/PM and to track participation of continuous learning activities necessary for recertification through the System for Administration, Training and Education Resources for NASA (SATERN). Certified NASA P/PMs will have a designation in their SATERN learning history which reflects their certification status including the date certified.

With the implementation using SATERN to track P/PM Certification continuous learning activities, guidance for SATERN Administrators is needed to outline the necessary fields for completion.

Issue: There is currently no specific guidance for SATERN Administrators advising them of the process for assigning P/PM Certification to learners in SATERN.

Recommendation: The Academy of Program/Project and Engineering Leadership (APPEL) recommends the addition of the following business rule regarding the recording of P/PM Certification in a learner’s Learning History:

Proposed Rule: The recording of the FEDERAL ACQUISITION CERTIFICATION FOR PROGRAM/PROJECT MANAGERS-SENIOR/EXPERT (FAC-P/PM-SR/EX)” Item in SATERN shall be done by the APPEL SATERN Administrator only.

Other SATERN Administrators should not utilize the “FEDERAL ACQUISITION CERTIFICATION FOR PROGRAM/PROJECT MANAGERS-SENIOR/EXPERT (FAC-P/PM-SR/EX)” Item located within the NASA domain.
