Mr. Frederick H. Frey is a Senior Planner with the Maryland Emergency Management Agency (MEMA). From 1988 until 1996, he worked at the Maryland Radiological Facility, calibrating, repairing, and distributing radiation detection instruments. This led to responsibilities in the Radiological Emergency Preparedness Program, where he currently still performs activities such as planning, training, and exercise development with industry, Federal agencies, contiguous States, and local jurisdictions.

Since 1996, Mr. Frey has served as a planner with MEMA, first in the Operations Division and then in a supervisory role as lead planner in the All Hazards Branch of the Planning Directorate. He has presented training classes covering radiological response, Emergency Operations Center (EOC) operations, and donations management. He has also presented Federal National Incident Management System compliance assessment tools to local jurisdictions.

In September 2003, Mr. Frey contributed to the United States European Command Joint Contact Team Program in Bosnia and Herzegovina with a presentation about the emergency operations plan. He has performed the full spectrum of operational functions during exercises and events in the State EOC, and his experience in the field includes activities in Disaster Recovery Centers and Disaster Field Offices during Hurricane Isabel.

Mr. Frey has served as Emergency Management Assistance Compact (EMAC) Designated Contact for MEMA since 2004. He is the lead State Representative to EMAC for Federal Emergency Management Agency Region III, and he has presented EMAC to national associations during their annual conferences.

Mr. Frey has an M.B.A. from the University of Baltimore, and a B.A. in mass communications from American University in Washington, DC. He was awarded the Maryland Military Department Notable Employee Award in 2003, and the Maryland Military Department Team Spirit Award in 1997, 1999, and 2000. He also received the National Emergency Management Association Certificate of Appreciation for support of EMAC (2007).

As program manager for the MEMA Emergency Management Mentorship Experience since 2009, Mr. Frey has introduced students to the activities in which the State emergency management agency engages. He has used direct participation and research assignments to focus their attention on important issues. He is interested to learn how a more meaningful program can be formalized and measured.
