A SEAT Base Operating Plan (SEAT-Plan-001) is required for any SEAT base categorized as a level II through IV. The plan must be available to all personnel at the base. The SEAT Manager will ensure the operating plan is updated during the time frame they are assigned to the base. Local Flying Conditions The area is characterized by frequent daily afternoon thunderstorms and lightning activity with predominant winds emanating from the south. Rotor wind currents are common, along with extreme updraft/down draft action during convective activity. Extremely high density altitudes are common during the summer. Pilots are cautioned not to fly beyond their own capabilities or those of the aircraft. All flight and air crews are further forewarned to be aware of and attentive to Special Use Airspace (SUA; i.e. Military Operations Areas), Restricted area (RA), and Military Training Routes (MTR) that occupy much of the airspace over the Southeast Oregon Area.

Appendix 3

Spills/Containment

Retardant

The LC-95A tank farm has a containment area and should have annual inspection prior to fire season. Periodic re-inspections should occur through the summer. In the event of a retardant spill or leak at the tank farm from a bad valve, blown hose, vandalism, or dumped load, the SEAT Base Manager should immediately notify the FBO, UAM, Hazmat coordinator and Safety Officer. Appropriate cleanup method may be identified at that time. Priority will be to contain and clean taxiway first.

There is a lined containment ditch with a sump fitting, see drawing next page.

Personnel will consult appropriate MSDS information for disposal, handling and first aid measures. An eyewash station is provided on site, showers are available at the Helibase facility.

Appendix 4

Organization/Responsibility/Training and Qualifications

A. Agency Responsibility

1. Burns Interagency Fire Zone is responsible for providing:

 SEAT Base with LC storage and batch mixing capabilities.  SEAT Base Manager.  Vehicle to move foam/retardant if SEAT operations go mobile.

B. Personnel

1. General Each individual working at the SEAT Base shall receive training in SEAT management specific for the position to which each is assigned. This is to ensure a safe, effective and consistent standard for all SEAT operations. (See ISOG ).

2. SEAT Base Personnel General: it is realistic to expect that at the SEAT Base, one individual may be assigned to more than one position in the base organization. It is the responsibility of the Unit Manager to ensure that all personnel are trained and qualified to fill positions to which they may be assigned. Base staffing may include any or all of the following positions:

 Supervisor (Primary SEAT Base Manager)  Trainee SEAT Manager  Truck Driver  Mix Master/Loader/Ramp

3. SEAT Manager Responsibility

a. It is the primary responsibility of the SEAT Manager to oversee a safe and efficient operation. Tools to accomplish this are provided through program risk assessments, risk management worksheets, contracts, guides, and policy.

b. The SEAT Manager is responsible for ensuring that all contractual requirements are met and for documenting any deficiencies.

c. The SEAT Manager should monitor the use of retardant on a daily basis. When re- supply is needed, See C. Operations V. Ordering Procedures.

d. The Seat Manager should be responsible for re-circulation of the retardant. Re- circulation of the LC tanks should occur every 3 days for 20 minutes in the agency tanks.

e. The Seat Manager is responsible for taking a sample upon the base opening. Samples should also be taken upon new LC delivery, and again at the time of the base closing. Testing for salt content (acceptable re-fractometer reading) should be done throughout season, all procedures are in reference to Lot Acceptance, Quality Assurance, and field Quality Control for fire retardant chemicals. e. When using agency equipment to load aircraft that does not have support personnel, the Seat Manager will be responsible for taking the refractometer reading.

f. Additional SEAT manager duties are defined in the ISOG chapter 2 E.

Base Personnel Qualifications: Personnel considered qualified in SEAT operations at the base must have had prior training in SEAT operations conducted by personnel holding current loading qualifications as outlined in the Interagency Airtanker Base Operation Guide. This training includes normal operations, communications and emergency procedures. Personnel considered qualified must have participated in a review of SEAT operations with the vendor and/or the SEAT Manager on the aircrafts initial arrival at the base. Base personnel must have practical experience loading under the supervision of a person qualified in SEAT loading operations at the base, the vendor or SEAT Manager. All classroom and on the job training will be documented for each employee in their personnel training files.

Required Personnel: For loading at BIFZ SEAT Base, there will be a Ramp Manager (oversees entire operation, usually SEAT Manager), a parking tender/loader (the parking tender directs the aircraft to the appropriate pit or parking area. If necessary the parking tender may then assume the role of loader until the aircraft is ready to taxi. A pump operator/mixmaster is necessary to monitor quality control and load level. One individual may perform multiple duties as qualified, however two people are required for the operation. Multiple aircraft arriving at the base may require additional personnel. Burns SEAT base will utilize positions of Aircraft Timekeeper (ATIM), Retardant Crewmember (RTCM/Loader), and Mixmaster (MXMS) during periods of elevated fire activity and Base use. It is the responsibility of the Base Manager to monitor workload and implement a safe and efficient staffing level.

All individuals involved with SEAT loading will remain in radio contact on VHF 123.975.

Loading: The Vendor is responsible for loading of the aircraft. The SEAT Manager is responsible for overseeing the loading operation, and recording the refract-o-meter reading for each individual load. Any SEAT aircraft that arrives at the base without support may be utilized; however the pilot is responsible for the loading and fueling of the aircraft. Visiting aircraft may be loaded by government personnel at a government facility, or by another vendor, only with PIC approval. Hot loading is allowed per ISOG chapter 8.

Fueling: The vendor is responsible for fueling aircraft, hot fueling is allowed per ISOG chapter 8 on a case by case basis if the aircraft is carded for such. Appendix 5

Ordering Procedures

Ordering Procedures Orders for general items (batteries, bottled water, etc..) will be put on general message form and faxed to dispatch. Please include incident numbers you have been working on so items get charged accordingly. Dispatch will order through BIFZ Cache. For water tenders, phone dispatch.

To order retardant phone dispatch and obtain a resource order. However to avoid confusion need to communicate which person is placing the call to ICL !

The UAO/Dispatch will facilitate the order through the Burns purchasing agent. The original receipt and load ticket is given to the SEAT Manger from the truck driver. The SEAT Manager will make a copy for the Base, and send the original with Resource order to the Burns purchasing agent. Appendix 6
