MINUTES of the Parish Council meeting held on MONDAY 20th January, 2014 at 6.30pm upstairs in the Council Chamber, Town Hall.

9066. MINUTES OF PARISH COUNCIL MEETING – Monday 25th November, 2013 accepted as a true record.

9067. CRIME AND DISORDER – Sgt. A. Downie talked about the increasing issue of Youth Anti-Social Behaviour, there is now a dedicated presence on a Friday and Saturday night of at least 2 PCSO’s. Switching the lights off the MUGA on Carr Lane has had a detrimental effect by forcing gangs out onto High Street and the rest of Warsop. He has asked MDC to have the lights on till 9pm, MDC have agreed to keep them on to 7.30/8.00pm but this is not late enough, Cllr. Shields said that he would see if he could get it increased. This will help the Police as they will be in the one area and not be bothering people out on the streets. He asked the PC if they would set the priorities for Warsop, all members agreed they should set just 1 priority to tackle Youth Anti-Social Behaviour. The next meeting for set the priorities will be 16th April and 6th August.

1 PUBLIC PARTICIPATION : 1. Tracy Brown talked about identifying an area for retail development, Cllr. Crawford said there is one, the Eastwood site, which was earmarked for Tesco but no information is forth-coming as to what is happing to the site. The word is that it has been sold to a developer but whether that is the whole of the original Tesco site or just part of it, no- one seems to know. Mark Wilkinson, Conservation Officer gave hand- outs to everyone which explained the criteria for changes to shop fronts in the Conservation area, he gave a detailed talk as to why we have to conserve the shops we have back to traditional if feasible. Cllr. Kerr commented that in his view it is better to have shops open for business rather than derelict because people cannot afford wooden windows and doors whilst UPVC is so much cheaper. Mark commented that there did used to be grants available to help achieve the traditional look but with cut-backs there is nothing. 2. Two members of the FOTC asked for the support of the PC, Cllr. Kerr told them that they have always had the support of the PC and they will fight to get the mill dam dredged and he confirmed that there is £60,000 in MDC’s budget to do this. Pam explained that this is just a start they will need an extra £40,000 to complete the project to return the Carrs to its former glory.

MATTERS ARISING OUT OF PUBLIC PARTICIPATION: As the Chairman allowed discussion with the Police, MDC and FOTC there were none.

9068. TOWN HALL: Internal Doors - The Clerk told members that the quote from Vaughandale Construction Ltd has been accepted by the Town Hall Management Committee and the work will commence soon. Staff - The Clerk informed the group that the living wage increased by 20p from 4th November, it was agreed to increase Christine’s wage to £7.65 per hour and backdate the payments. Tania also asked that the PC to look at the budget for next year to see if it would be possible to pay a receptionist 3 hours per day. Foodbank – A meeting was held with the Trustwell Trust to see if the Town Hall could be a satellite distribution centre for bagged up food and storage. Cllrs. M. Needham and J. Kerr offered to man the service on a Monday morning. Trustwell Trust will contact us again once their committee have discussed it.

9069. SHOP - There have been some planning issues which Cllr. Kerr has sorted out with the planning officers at MDC. The contract has been drawn up and Steve’s Solicitor has asked for a couple of alterations and he is dealing with Rob Illsley who is acting on our behalf.

9070. WARSOP AND DISTRICT NEWS – February edition front page featuring the panto and will include an article on the Neighbourhood Plan, advertising revenue is down again this month, therefore to keep costs down it will be 20 pages.

CARNIVAL – The committee are trying to get everything in place earlier this year, the first SAG meeting will be held next month, several acts, bands are booked and confirmed, they aim to have the programme out for May. Promoting and marketing will be on a wider scale to attract more people and the parade is going to be much bigger.

9072. PANTO – Another successful Christmas family show at Longden Terrace Club, the cast were brilliant and so funny.

9073. BIG WARSOP – Cllr. Kochanowski reported that nothing much has happened since the last meeting as the Trust is still waiting to exchange contracts on the Eastwood Building, the AGM will be held on 26th February, she added that more members are needed on the board of trustees.

9074. NEIGHBOURHOOD PLAN – Gary Kirk updated members on the progress, a meeting took place of the steering group on Thursday 16th January. Funding of £7,000 has been granted by Locality. A bid to Awards for All has been submitted for £10,000 other funding will be available through central government via MDC of £5,000. The Chairman signed the contract to go ahead with the plan after clarifying that there will be no cost to the PC other than the £3,000 paid for the work that has been done already.

9075. F&GP MEETING – Minutes of the meeting held on Monday 13th January were circulated to all members and the recommendations were ratified. a. Town Hall Staff – 20p Living rise – agreed. b. Budget 2014-15 – A meeting has been arranged for Thursday 6th February. c. Bank Accounts - We keep £20,000 reserve and the £18,000 capital from the sale of the shop in the Premier account, everything else goes into the current account. – Agreed.

9077. NOTTINGHAMSHIRE COUNTY COUNCIL – In the absence of Cllr. Allin there was no report. The Clerk pointed out that Wood Street from its junction with A60 Mansfield Road to its junction with York Terrace will be closed and 3 way temporary traffic lights will be in operation from 07.30 Sat 18th Jan to 23.59 Sun 9th Feb to allow installation of traffic signal ducting. Cllr. Crawford asked that a letter be sent objecting to the proposed bus service cuts.

9078. MANSFIELD DISTRICT COUNCIL:
