1. Welcome and Introductions
Andy Salmon welcomed everyone to the meeting and those present introduced themselves.
2. Notes of the last meeting and any actions
These were agreed as a correct record. It was noted that the link to the Lead Member report dated 28th February 2012 relating to the Car Parking Strategy and Action Plan on the Salford City Council website was an internal link. Please note the correct external link: http://services.salford.gov.uk/solar/accessall.asp
Neil Harvey’s concerns regarding Cleminson Street Car Park – this is in progress with Greater Manchester Police.
The City Mayor has accepted the invitation to attend the September meeting. Please forward any questions in advance to [email protected] by no later than Tuesday 4th September 2012.
The Cenotaph outside Fire Station Square – this has been added to the snagging list.
Magistrates’ Court – this is in the process of being sorted through and cleared, and suitable storage places being sought for what is being kept.
3. Salford City Council – New City Mayor and Cabinet (Mayoral Team)
Councillor Paul Dennett gave an update on the new Cabinet structure:

The Government is currently reviewing the Mayoral system. The Council has now been restructured into Clusters instead of Directorates. The City Mayor has ultimate responsibility. The Assistant Mayors in attendance today have a keen interest in Chapel Street. -2- Jon Monk asked where the Salford City Council’s Economic Development department now sit. Councillor Dennett confirmed that these functions now sit under the portfolio of the Chief Executive, under the management of Karen Hirst. Karen confirmed this and that the department is operating as usual.
4. GMP Update – crime facts and figures
Inspector David Henthorne gave an update on statistics from the four ward areas of Claremont, Weaste, Ordsall and Langworthy and circulated the crime figures relating to Trinity over the last three financial years. The last 12 months have attracted a lot of media attention. The trial for the murder of Anuj Bidve starts on Monday 25th June 2012 in Manchester, with a pre-trial hearing on 1st June 2012. Greater Manchester Police are trying to disrupt organised crime groups. Operation Gulf specifically targets illegal car parking which generates approximately £½million per annum. Police numbers have been increased in the area.
There is a change in legislation which means that wheel-clampers who charge a release fee must have a licence from the Security Industry Authority (SIA) to operate on private land.
5. Update on Chapel Street works and Shouting Fusilier War Memorial rededication
Jim Wensley reported that works to the Salford Cathedral wall should be completed by 22nd June 2012. Most of the snagging works are completed. Tony Ennis has worked with stakeholders to organise a ceremony for the rededication of the Shouting Fusilier War Memorial on 24th June at 3pm on Chapel Street. This is a Fusilier and community event involving the Fusilier Regiment Service, the two local schools and the local community. 98% of the works will be completed before the ceremony takes place. Jim confirmed that a major cleaning operation will be undertaken in the area which will conclude the Chapel Street works contract.
Tom Murphy thanked Jim Wensley for the way he has dealt with everything including the flooding outside Fire Station Square. He also raised another small snag which is the kerb outside the Peel Building which sticks out so buses have to move into the car lane and it becomes a bottleneck. Jim to look into this issue.
Neil Harvey asked about the maintenance arrangements following the huge investment in the Chapel Street works. Jim Wensley confirmed that there is a Service Level Agreement and maintenance agreement in place for the next ten years, which was one of the NWDA’s conditions of funding. There is an agreement for an enhanced service over and above the standard level. Tony Ennis is working closely with Environment to manage this. Councillor Dennett noted that during street sweeping, rubbish is being swept into the cycle lanes. Tony Ennis confirmed that this part of the SLA and there is a process in place if the standards are not correct. Tony invited attendees to contact him with any maintenance issues and he will engage with Environment. Jim Wensley suggested inviting Environmental Services to a future meeting.
Councillor Dennett noted that the Peel Park sign on Chapel Street is facing the wrong way and does not match the new signage. Jim Wensley to pick this up and invited attendees to contact the team with any feedback on local issues.
-3- 6. Update on the CPO inquiry/decision including an update on derelict buildings/regeneration
Phil Mayall repeated that the CPO was confirmed by the Secretary of State on 13th March 2012. The Inspector’s report has previously been circulated to the Forum. A legal challenge period has now been entered into. Phil Mayall reported that ECf are progressing the first development on Chapel Street, on Plot E3 between the Bell Tower and Islington Way. This development will include a local foodstore at ground floor level with apartments fronting Chapel Street and townhouses to the rear. ECf will be in a position to start discussing plans in more detail before the September meeting, and would like to give Forum attendees a ‘preview’ of the plans before the wider consultation events take place. An informal meeting to chat through the plans will be organised for the end of July/August 2012. Phil will firm up a date and an email will be sent to the Forum. It will take place at either the school/St. Philips Church or the Angel Centre.
Banners are being erected along Chapel Street on the new light columns, advertising the Chapel Street area as a destination and which can also be used for advertising local events. The website has now gone live. Phil confirmed that regular PR/Comms meetings take between ECf and the City Council to address these issues. Hessel de Boer noted that hoardings on Chapel Street are now looking tired. Phil responded that he is looking to replacing these.
Councillor Coen asked what frameworks are in place to support businesses in the area, enquiring if there was any ECf funding to support them in the first years. Phil explained ECf are a private sector developer who work closely with Salford City Council and with the Business Group (Jon Monk), and have invested significant sums in the area in the last six years. Karen Hirst added that there is a business team within Salford City Council who work closely with businesses in the area.
Hessel added that Plot E7 is an eyesore and needs attention. Phil confirmed that half of this site is in ECf ownership and the other half will be the first vesting order from the CPO. Phil added that approvals for the building’s demolition are being worked through, with a target set for September 2012. Phil reported that the ‘blue shed’ on Irwell Street is coming down and the NCP car park will extend into it. It is ready for development.
7. Irwell River Park update including Greengate
An event is taking place to mark the opening of the Anaconda walkway from 3-5pm on Friday 22nd June 2012.
Pat Arnold reported that children from The Friars primary school use the Meadows area much more now that it has been tidied up.
Water Taxi service – there is no money available to fund this yet. An announcement is expected within the next month relating to the bid for funding to the Local Sustainable Transport Fund. The Lowry Hotel are keen to see this service operational.
Jim Wensley confirmed that the Ordsall Chord project will introduce a new piece of rail infrastructure which will link separate railway lines to enable direct journeys between Manchester Victoria and Manchester Piccadilly. Copies of an update newsletter are being circulated by Network Rail. Please speak to Jim if you have any questions. By the Autumn we will know what Ordsall Chord looks like. A planning application will be submitted by Network Rail in 2014, with an ideal start on site late 2014 and operational by 2017. -4- Nik Puttnam provided an update on the Greengate project, which is reaching a critical stage with the opening of the public realm in August 2012. Nik provided some background to the project, and set out the overall vision for the area. Nik explained that the public realm scheme on the site of the former NCP car park opposite Manchester Cathedral is due to complete by the end of July 2012. Nik added that traffic re-routing had been carried out in the area, working with Manchester City Council and bus operators.
Hessel asked whether the Forum members can be invited to events within the area. Karen explained that efforts will be made to try and keep the Forum informed of any events that we are made aware of, but noted that sometimes these are not always formal events for the public and are often photo calls or soft-launches. Karen explained that Salford City Council does not always organise the events.
8. Salford City Council planning application procedures – Development Control
Tim Hartley explained the planning process/procedures and how residents and stakeholders can view and comment on applications. Tim noted that there will be more emphasis on pre-applications in the future. A weekly list is also sent out which lists all planning applications we have received that week. This goes to hundreds of individuals and organisations and is available on the website. Tim to check whether the Regeneration Forum can be added to the circulation list.
9. Planning applications – update and status
Tim reported that the Bumblebee site application had been to appeal and had been upheld, meaning that the application for the site was now approved. Hessel asked why he hadn’t been informed of the appeal when he had attended and spoke at the Planning Panel meeting where it was refused. Tim explained if a company/individual appeals, then it is taken over by the Planning Inspectorate, and that consultations only occur if you are immediately adjacent to the site.
Rachel Smith reported that consultation events on the future of Middlewood Locks had been taking place. Rachel reported that events held so far had been well attended.
10. Secret Garden
Charlotte Pritchard gave a presentation on the Secret Gardens festival, which was launched on 7th June 2012 at Islington Mill. Details of the events were circulated to the Forum on 30th May 2012. Kevin O’Neill noted that he had attended the launch event at Islington Mill and thought it a great success.
11. Key Events
Jon Monk mentioned the Community Enterprise in Broughton – a Big Lottery funded project. This includes community enterprise start-up and individual development sessions, seminars and drop-ins at Spark Studio, Broughton with 1-2-1 support, signposting to business advice, mentoring, free office space and support sessions tailored to individual and organisational needs. The project is open to business, community organisations and individuals in and around Broughton.

Mark Ashmore reported an event being held to celebrate Future Artists’ first year at the Black Lion. An invitation will be sent to the Regeneration Forum.
First Cinema and new media festival November 1st to 4th launch event Wednesday 12th September. Separate flier emailed by Mark Ashmore.
Karen Hirst noted the series of events happening at MediaCityUK as part of the Summer of Sport programme, and reported that MediaCityUK will be a live site during the 2012 London Olympic Games.
12. Issues for future agendas
University of Salford’s progress with plans for the campus including student accommodation; Questions for the City Mayor for 14th September 2012; Economic Development and Business Support; and MediaCityUK – Media Enterprise Centre - “The Landing” – update.
13. Next meeting: date and venue
The next meeting is to be held on Friday 14th September at 11.00 a.m. – venue now confirmed as St. Philip’s Church, Wilton Place, Salford.
