Title of action / campaign: Programme promoting non-motorized modes of transport (cycling and walking) in the municipality of Bera leading to a municipal agreement on sustainable mobility. Time of implementation: September 2009 – October 2010 Short description The municipality of Bera, interested in reducing motorized traffic, reached an agreement with CRAN for the development of a promotional programme whose final objective was to reach a municipal agreement or pact on the strategy and schedule to follow. In order to draw up a proposal for debating purposes within a participative process, a diagnosis was made based on interviews with stakeholders and an analysis of the area. A draft agreement was elaborated and meetings were held to discuss the ideas and proposals put forward. Once the agreement was at hand, the media were convened to cover the signing thereof and information and awareness-raising actions were carried out: a brochure and posters, a bicycle festival, including a lecture on cycling as a family activity (Bera is the main locality in the EuroVelo route), display of the exhibition “Pedaladas hacia la sostenibilidad” [“Cycling to sustainability”], staging of the play “Pies para qué os quiero” [“You’d better use your feet”], development of a guided tour and training on safety and pedestrian-friendly attitudes, and cycling-oriented leisure games. Lessons learned Lessons learned from this process might be: Implementation of programmes sometimes do not provide immediate results or benefits and their success must be evaluated time after finished When working with municipalities it is important to involve all political parties because changes on municipal government might happened and it is important to guaranty the continuation of the process. Methodology of evaluation: Evaluation of the overall programme and different activities has been done through the final survey done to partners and stake holders involved in Added Value applications. This survey has also evaluated the impact of actions in cycling development. Activities targeted to inhabitants has been evaluated also in this final evaluation survey as well as with participants through methodologies explained in detail in specific sections (mainly through satisfaction questionnaires, informal conversations during and after activities and direct observation) Quantitative data 15 stake holders representatives interviewed (municipality, e.g. political parties, citizens associations, secondary school - Number of participants direction, primary school direction, workers associations, - Degree of satisfaction with the municipal police) offer 9 participants at 3 participation meetings - Number of people that generally 15 participants at lecture about cycling in family realised the campaign 25 participants at bicycle fest including guided tour and - Percentage of participants stating recreational games in bicycle that activities/actions influence 80 participants at staging of the theatre play “You´d better their choice of transport use your feed” - Increased interest in sustainable 150 visitors to itinerant exhibition “Pedalling to transport modes in general sustainability” The evaluation of the programme made by partners have been positive Participants at mobility fest were satisfied with them and awarded about sustainable mobility
