The California Public Utilities Commission (CPUC) will hold a Workshop to initiate consideration of the new resource optimization and integrated planning requirements established by Senate Bill (SB) 350 (De León, 2015).
SB 350 enacted Public Utilities Code section 454.51, which requires the CPUC to “identify a diverse and balanced portfolio of resources needed to ensure a reliable electricity supply that provides optimal integration of renewable energy in a cost-effective manner.” SB 350 also enacted Public Utilities Code section 454.52, which requires the CPUC to establish an integrated resource planning process for regulated load-serving entities that achieves the State’s greenhouse gas emission reduction target of 40 percent below 1990 levels by 2030 while continuing to deliver safe, reliable, least-cost service to customers. A quorum of Commissioners will be present, but no voting will occur.

Energy Division staff will facilitate a workshop to discuss parties’ comments submitted in response to Energy Division’s Staff Paper on Incorporating Land Use and Environmental Information into the RPS Calculator and Developing and Selecting RPS Calculator Portfolios, released as an attachment to the ruling filed on August 28, 2015 in the RPS proceeding (R.15-020-020).
This workshop will include presentations of staff proposals for interim approaches to 1) updating the land use data inputs; and 2) selecting portfolios for use in the long-term procurement plan (LTPP) proceeding and the California Independent System Operator’s Transmission Planning Process (TPP) in 2016.
