MINUTES OF 165TH MEETING THE MUNICIPAL CORPORATION CHANDIGARH HELD ON 29.03.2011 AT 11.00 A.M. IN THE ASSEMBLY HALL OF THE MUNICIPAL CORPORATION, CHANDIGARH.

As soon as the National Anthem finished, the members of opposition parties i.e.

BJP, SAD & BSP entered the House wearing black gowns with paper posters on their chest and back demanding resignation of Sh. Pawan Kumar Bansal & Sh. Pardeep Chhabra. At this, Sh.

D.S.Babla, Sh. Manjit Singh strongly objected and said that such protest is not allowed in the

House and asked them to go out of the Assembly Hall. They pulled & tore paper posters of some of the Councillors. The members of both groups started pushing each other and speaking loudly.

There was ruckus in the House for a long time.

On the directions of the Mayor, the marshals were called in the Assembly Hall.

The Mayor ordered the marshals to take Sh. Anil Dubey & Sh. Jagjit Singh Kang out of the

Assembly Hall. The marshals tried to take them out of the Assembly Hall, but failed as the members of opposition party resisted them strongly.

The Mayor said, “Sh. Dubey & Sh. Kang are suspended.” He directed them to go out of the House.

The members of both parties continued speaking loudly with each other and pushed each other and even the marshals were also manhandled.

The Mayor again announced the suspension of Sh. Dubey, Sh. Kang & Sh. Jagota.

On seeing manhandling with marshals, he said that FIR should be lodged. He again directed them to go out of the House, but nobody bothered. 4

Brig. K.S.Chandpuri (Retd.) requested the Mayor to punish all members indulged in the scuffle and all the members involved in the brawl should be sent out.

The members continued speaking loudly and pushing each other in the well.

The Mayor said, “Sh. Dubey & Sh. Kang & Sh. Jagota are suspended for 15 days.” He again directed the marshals to take them out.

The marshals tried to take them out of the House but Smt. Harjinder Kaur resisted strongly and pulled the marshals by holding their hands. There was scuffle between the

Councillors and Marshals for some time.

The Mayor said that FIR be lodged against Smt. Harjinder Kaur & Sh. Anil

Dubey for manhandling the marshals.

The House adjourned for tea at 11.30 a.m. and reassembled at 11.50 a.m.

Sh. M.P.S.Chawla said that it is duty of Mayor to control the House and set them right if they are doing wrong.

Sh. P.K. Mukherjee requested the Mayor to let the House run peacefully.

Whatever happened in the House is on record. Two hands are required for clapping.

The members of the opposition party entered the House from door of press gallery in spite of the fact that main gate was open. They started speaking loudly that door was not open. 5

The other members of ruling party as well as some nominated Councillors also started speaking loudly with each other and there was uproar in the House.

The Mayor declared all the members of opposition parties as suspended for

15 days.

The Mayor adjourned the House at 12.05 p.m. and reassembled at 12.35 p.m.

Confirmation of the Minutes of 164th meeting of the General House held on 01.01.2011 & 28.02.2011 at 11.00 a.m. in the Assembly Hall of the MC, Chandigarh.

With the permission of the Mayor, the Secretary placed the agenda item No.1 before the House for confirmation of the minutes of 164th meeting of the General House held on

28.02.2011 at 11.00 a.m..

The Mayor adjourned the meeting.
