1. CALL TO ORDER, ROLL CALL, WELCOME & PLEDGE OF ALLEGIANCE, OATH OF OFFICE TO NEWLY ELECTED OFFICIALS
Mayor Jackson called the meeting to order at 7:01 p.m. and welcomed everyone. The roll call noted the following: Present: Council Member Mead, Council Member Justice, Council Member Fox, Council Member Bloomer Absent:, Council member Trenery Council Member Mead led the Pledge of Allegiance.
CONSENT AGENDA
2. APPROVAL OF MINUTES DATED DECEMBER 10, 2015
Mayor Jackson explained the procedures to the new council.
3. BOARD OF EQUALIZATION REQUESTS

4. REAPPOINTMENT OF CITY RECORDER AND TREASURER
Jaime Anderson was reappointed as the City Recorder and Tami Bennett was reappointed as the City Treasurer.
5. REAPPOINTMENT OF FIRE CHIEF
Randy Nielson was reappointed as the Fire Chief for Ferron City and it was announced that he has been Ferron City’s fire chief for 21 years. He was first appointed February 14, 1995. Mayor Jackson and the City Council thanked him for his years of volunteer service.
Council Member Bloomer moved to approve the consent agenda. The motion was seconded by Council Member Fox. The motion carried with Council Member Fox, Bloomer, Justice and Mead voting aye in a roll call vote and Council member Trenery absent from the vote.
GENERAL BUSINESS / DISCUSSION ITEMS
6. ITEMS PULLED FROM THE CONSENT AGENDA

Desiree Leiva addressed the City Council to introduce herself and to let them know she was interested in the ordinance enforcer position for Ferron City.
8. DISCUSSION AND CONSIDERATION OF GARBAGE RATE AND TIPPAGE FEE
Mayor Jackson reported that the County has passed an ordinance to enforce a new garbage tippage fee. There is currently no charge for the roll off dumpsters located at the fairgrounds. The new fee is going to add $1.00 per garbage can for the new rate increase. The change will go into effect starting March first. Council Member Bloomer wanted to make sure they are not going to charging for the roll off dumpsters at the fairgrounds. It was discussed that the increase is only for the residential garbage cans and not for the roll off dumpsters. The City Council discussed if it was necessary to raise our fee for the residents, or if the $1.00 increase could be covered by the currant fee. Council Member Justice noted that the currant rate the city is charging should be significant to cover the increase at this time. Mayor Jackson agreed not to raise the fee right now, but will watch the budget and may have to review the rates in the future.
Council Member Justice moved to leave the garbage fee as it is for the present time and may review this item in the future. The motion was seconded by Council Member Bloomer. The motion carried with Council Member Fox, Bloomer, Justice and Mead voting aye in a roll call vote and Council Member Trenery absent from the vote.
9. DISCUSSION AND CONSIDERATION TO REDEFINE A RESIDENT FOR CEMETERY RATES
Mayor Jackson noted that the city has had residents that have lived in Ferron for a long time, then move away, but want to be buried here and they would have to pay as a non-resident. The ordinance states that if you are not a currant resident at the time of your death you have to pay the non-resident rate. Tami Bennett explained to the council that other cities say that if you have ever lived there they get the resident fee. It was also suggested to take out the fee table of the ordinance and just make it a policy.
Council Member Justice moved to amend the currant ordinance by removing item B fee schedule and define a resident as anyone who has ever lived in Ferron, Clawson or Molan. The motion was seconded by Council Member Mead. The motion carried with Council Member Fox, Bloomer, Justice and Mead voting aye in a roll call vote and Council Member Trenery absent from the vote.
10. DISCUSSION AND CONSIDERATION TO CHANGE RENTAL AGREEMENT FOR MAYORS PARK
Mayor Jackson noted that the city has been asked to change our policy at the Mayors Park to allow yard sales. Currently, the city only allows yard sales at the park if it’s a fund raiser for non-profit groups. Council Member Justice stated that she thinks yard sales should not be held at a park and take away from the park being public. The City Council agreed that the city would keep the currant policy in place.
11. ODDINANCE ENFORCER - KATHY JENKINS
Mayor Jackson explained that the Planning and zoning Commission is looking someone to be an ordinance enforcer for Ferron City. This person would need to know what the city ordinances are and have to bring it to the violator’s attention or report it to the city if the violations continue. Council Member Bloomer asked that this person go to the monthly meetings to report what violations they have seen and who the violators are. It was discussed what the liability would be for the city. This person would be more of a volunteer and would have to log when they were working and what they have done. Mayor Jackson wanted the two applicants to attend the Planning and Zoning meeting
Minutes of Ferron City Council Meeting 1-14-2016 2 scheduled for February 2, 2016, and to have this position post around town to see if the city gets any more interest in the position.
REPORTS
12. MAYOR AND COUNCIL REPORTS AND REVIEW OF NEW ASSIGNMENTS
Mayor Jackson read off the new council member assignments for the new council and asked if anyone has any questions or concerns. Mayor Jackson noted that they all have been assigned to Economic Development. He has added a stock show representative to the list of duties for Council Member Treney.
Mayor Jackson gave an update on the new water treatment plant and that they have came to an agreement with Tracy Behling. Castle Valley Special Service District agreed to refund Tracy $500.00 for a water hook up that he had paid for in exchange for an encroachment and an easement on his property for the geothermal pipe lines. The refund water hook up would be through the county so he would have to go to them for the refund anyway and to just make sure that the city didn’t charge him anything. Mayor Jackson reported the water usage report showed that the secondary water usage was down. Mayor Jackson noted that the city has to keep the golf course alive and watered during the dam project and that the city has too much money invested in it to just let it dry up and die. Mayor Jacksons noted that if we have water to water with we will water the golf course, cemetery and parks first. There might not be any water to keep it watered, but if there is water it will go there first.
Council Member Bloomer asked Sid Swasey if he found out what was causing the bad odor in the metal building at the fairgrounds. Sid said he has been working on it and it seems to be improving. Council Member Bloomer thinks there is a need to raise the drain boxes around the fairgrounds and wants to get with him in the spring to check them. It was discussed to ask John Healy if he got it mapped. Council Member Bloomer thinks one of the drains might have been buried by Nielson’s Construction and they might have to come back in to raise them up.
Council Member Justice asked if we have a list of the youth council members so she can get started on contacting them.
Council Member Mead had nothing to report.
Council Member Fox asked about the budget report. He had some question about what was in the Cemetery budget and it was explained to him.
13. MAINTENANCE AND GOLF COURSE REPORTS
Kris Abegglen reported on a few things he has been working on at the golf course. He stated that the greens should come back okay from the winter freeze. He has also started a fee study on surrounding golf courses to help see where our fees compare. He has been working on advertising and will be running a spring special until the end of April. Kris Abegglen reported that our fees are lower then any other golf course in the area so he doesn’t plan on lowering the fees but maybe raising them slowly over time. He is working on a list of improvements for next year and plans on giving it to the maintenance crew. He plans on using the grass from the #3 hole as sod in other areas of the course that need improvements. Every time they have a meeting they express concerns about how to keep play available during construction. Kris said the restaurant helped and did a good job with the events and tournaments. Been updating and getting ready for the spring. Ryan Winn has been doing maintenance on the golf carts and are trying to get more of them running and are talking about selling or parting out the old ones.
Sid Swasey has been clearing the snow from around town. He reported that the road salt is running low and he may need to order some more before we get another snow storm. He also reported that Rocky Mountain Power has finished installing the 11 new power boxes around town for our Christmas lights.

Council Member Fox moved to enter closed session to discuss the character, professional competence, or physical or mental health of an individual. Council Member Bloomer seconded the motion. The motion carried with Council Member Fox, Bloomer, Justice, and Mead voting aye in a roll call vote and Council Member Trenery absent from the vote.

Council Member Fox moved to reconvene the regular meeting at 8:30 p.m. Council Member Bloomer seconded the motion. The motion carried with Council Member Fox, Bloomer, Justice and Mead voting aye in a roll call vote and Council Member Trenery absent from the vote.
15. BUDGET REPORT
Mayor Jackson wanted to have the new council look over the area of the budget they are assigned to. It was discussed that we should have a budget meeting work session and have a public hearing to reopen the budget to move funds.
16. APPROVAL AND PAYMENT OF WARRANTS
Council Member Bloomer motioned to approve the payment of warrants. The motion was seconded by Council Member Justice. The motion carried with Council Member Fox, Bloomer, Justice, and Mead voting aye in a roll call vote and Council Member Trenery absent from the vote
