The meeting started at 11:00 am in the respective Video-Conference venues for Eurostat and Software AG Teams.

The most important issues raised from the meeting are the following:

 ESTAT commented about the approval of the previous meeting minutes.

 However, for the previous Monthly Progress Report, some remarks have been raised by ESTAT. They have being pointed out and discussed within the meeting and Software AG committed to correct them and send the report back ASAP,

 Software AG commented about the difficulties in identifying companies willing to participate in the test phase. So far, Raquel del Rio, person in charge by the INE side, has identified 4 or 5 enterprises. ESTAT added that it is the amount expected and close to the findings in other Jurisdictions. On the other hand, ESTAT applied for further information about the companies. Software AG has proposed to arrange a meeting previous to the test phase with the selected enterprises and, complementarily, to tailor and deliver a survey to collect information on detail about their technical and business requirements.

 ESTAT also suggested about removing the visit milestones from the project plans, which currently are reflected as Tasks. They can be mentioned in the Project Reports.

 Software AG has proposed, and ESTAT has agreed, on the proposal of a suggested site for the Statbel application for an XBRL handling tool. It should introduce a proposed workflow and page layout.

 Pertaining to the XBRL validator software, ESTAT suggested about the convenience of removing any license liaison for the developed software. Assuming that the validation tools available on market are currently under license and, that the Open Source initiative for the Fraunhofer Institute, called ABRA seems not providing validation capabilities yet, the issue remains open. On the other hand, the implementation of a validator parser is far beyond of the scope of the current contract. The agreed decision was to create a document including a detailed comparison of the state of the art on XBRL validation offer on market, which could be delivered to NSIs.

 Among the multiple issues raised along the project, which would deserve for further discussions, including in the discussions, the people in charge of the NSIs, remains open the overlapping of information between statistical frameworks. As supposed that one of the project objectives is minimizing the reporting burden, an interesting effort has been already carried out by most of regulators to group some statistical requirements in a single survey. From this point of view, it raise the question if, e.g. taxonomies for SBS on credit entities, insurance and pension funds fill a business necessity or do not match the current business arrangement on collector institutions and either, would require a process reengineering on NSIs, or just would not be used, i.e. would be a wasted work. This is an important issue that, despite does not prevent for development of the related SBS extensions, deserves a clarification and alignment with regulators’ work so they find the offer being made by ESTAT interest. This one and other issues will be prepared for discussion on the Task Force Meeting.

 Software AG has communicated the absence of the project of Mr. Pablo Navarro, whom has left the Company. ESTAT notifies that the important thing about the people on the project is their roles, rather than the specific names, so e.g. we must refer to the “Project Manager” and so on.

 On the other hand, considering the project extension from December to next 30 March, it has been agreed to schedule the tasks to be carried out at the beginning of December. This will allow having a greater awareness about the necessities, at the detail level, from Belgian, Dutch and Spanish NSIs which currently are certainly unknown for both, Software AG and ESTAT.

 Pertaining to the Interim Report presented as a response to the non-accepted first version, ESTAT states that such reports should have a more management guidelines nature, exposing the problems and solutions arisen, and linking, when appropriated to explanative documents within the project. It has been accepted despite it is a few out of the expected scope for this kind of Reports.

 Software AG has offered to send to ESTAT the draft of the presentations that will be exposed by the Software AG Team at the Task Force Meeting. They will be emailed to Mr. Sindoni on 22 September.

 The preferred date for the next Progress meeting has been selected for Monday 9 October. Despite in the meeting has agreed the 10 of October, a correction was made after.
