Page 1 of 7 GENERAL CONDITIONS FOR ELIGIBLE TENDERERS 1. Tenders from joint ventures are not acceptable. 2. Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka. 3. The bidder shall ensure credit of tender processing fee and EMD into the respective receiving bank accounts of e-procurement on or before the last date of bid submission. 4. The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-procurement portal due to internet connectivity issues and technical glitches. 5. EMD payments through e-payment mode shall be made as one single transaction and payments made in part are liable for rejection. 6. The bids containing conditions what so ever will be summarily rejected. 7. The tenders shall bear all costs associated with preparation and submission of his tender and the employees will in no case be responsible and liable for these costs. 8. Contractors should be registered with KPWD class-III registration.and also Contractor should be registered with KSPHCL which is valid for one year. For Sl No. 1. 9. Contractors should be registered with KPWD class-II registration.and also Contractor should be registered with KSPHCL which is valid for one year. For Sl. No. 2. 10.Royalty on construction materials and other taxes will be deducted as per prevailing Govt. orders. 11.As per Government order LD/300/LET/2006 Bangalore dated : 01.01.2007. Government letter No. PW/134/BMS/2007 dated: 27.7.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund. 12.All the formats prescribed in the bid document shall be filled by the tender in complete manner otherwise it will be rejected. 13.Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, KSPHC Ltd., Division, Mysore during office hours. On all working days it may be noted that if any of the dates mentioned above happened to be a general holiday, the next working day will hold good in lieu of the dates mentioned.
Page 2 of 7 14.Materials like steel, cement, etc., required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work. Further, for electrical work all men and materials shall be procured by the Contractor and necessary successful service connection shall be obtained at his cost. Only necessary formalities for official purpose will be done from the department. 15.To qualify for award of this contract, each tenderer should give all details and documents as per KW-1 16.Work should be carried out as per KW-1 STD attached with tender. 17.Be a minimum class III registered contractor of state PWDs / central/MES/ Govt. under takings. For Sl No. 1. 18.Be a minimum class II registered contractor of state PWDs / central/MES/ Govt. under takings. For Sl. No. 2. 19.Tender documents and before this submission of the tender, the tender inviting authority make any changes, modifications or amendments to the tendered documents and shall send intimation of such changes to all those who have purchased the original tender document. 20.KSPHC reserves the right to verify any information / document furnished, in respect of works carried out by the bidder should the circumstances so warrant in the overall interest of the Corporation. On verification of documents if it is found to be fake or false, such contractor’s EMD amount will be forfeited and he/she/ firm will be blacklisted from KSPHC registered contractors list and recommends the registering authority for removal of their name from registered contractor’s list. 21.KSPHC reserves the right to accept any or reject any or all bids without assigning any reason there of. 22.The documents furnished should be legible and clear in all respects. 23.No further correspondence will be entertained against the shortfall in the same. 24.Have their own e-mail ID and have in their company / firm computer personnel capable of uploading information about project progress through internet to the project website of the KSPHC, www.ksphc.org and a competent person to participate in the online tendering. 25.To qualify for award of this contract, each tenderer in his name should have in the last five years i.e., 2007-08, 2008-09, 2009-10, 2010-11, 2011-12 achieved in atleast two financial years an average annual financial turnover (in all classes of civil engineering construction works only) of Rs. 7.40 lakhs . (certificate issued by approved auditor should be uploaded).for Sl. No. 1
Page 3 of 7 26.To qualify for award of this contract, each tederer in his name should have in the last five years i.e., 2007-08, 2008-09, 2009-10, 2010-11, 2011-12 achieved in atleast two financial years an average annual financial turnover (in all classes of civil engineering construction works only) of Rs. 12.06 lakhs . (certificate issued by approved auditor should be uploaded). for Sl. No. 2 27.To qualify for award of this contract, each tenderer in his name should have in last five years i.e., 2007-08, 2008-09, 2009-10, 2010-11, 2011-12 mandating satisfactory completion as prime contractor, for atleast one similar work of value not less than Rs. 3.70 lakhs (certificate issued from the competent authority not below the rank of Executive Engineer should be uploaded) For Sl. No.1 28.To qualify for award of this contract, each tenderer in his name should have in last five years i.e., 2007-08, 2008-09, 2009-10, 2010-11, 2011-12 mandating satisfactory completion as prime contractor, for atleast one similar work of value not less than Rs. 6.03 lakhs (certificate issued from the competent authority not below the rank of Executive Engineer should be uploaded) For Sl. Pre-Qualification will be done based on the documents furnished by the agency. The documents furnished should be legible and clear in all respects.
