Deception Pass Park Foundation Meeting Minutes December 09, 2015 Regular Board Meeting I. Call to order Board President Liz Merriman called to order the meeting of the Deception Pass Park Foundation at 5:40 P.M. on Wednesday December 09, 2015 in the Deception Pass State Park Administration Office. (Note: November and December’s regular meetings were rescheduled to December 9th to work around end of month holidays.)

II. Roll Call The following members were present: Liz Merriman, Barb Shaw, Matt Klope, Rick Colombo, Montana Napier, and Jack Hartt. Absent were: Steve Young, Jill Johnson, Terica Ginther.

III. Agenda, Minutes and Correspondence

 Agenda: Barb S. moved to accept, seconded by Rick C. with no objections.

 Minutes: Barb S. moved to accept October 28th DPF Meeting minutes, seconded by Matt K., with no objections.

 Correspondence: Liz presented Oak Harbor Chamber of Commerce annual membership letter and info packet. November 2015-1016. Forwarded for review.

IV. Officers reports

Liz deferred reporting giving Montana & Barb review time for upcoming Christmas Project.

Who: Open to public, all Park neighbors and foundation members invited. What: “BOWMAN BAY HOLIDAY” When: Saturday, 5-8PM, December 19, 2015 Where: Bowman Bay (BB) upper parking lot & picnic shelter areas. Why: Foundation holiday event serving the park, promoting CCC settings. How: Decorated and lighted CCC shelters (2) and Interpretive Center, bathroom, and sponsor decorated campsites (5). Santa (Paul Tunstall) seated in upper shelter with refreshments (cider, coffee, hot chocolate) and donated homemade cookies (16 dozen) & cupcakes, warmed by stoked hearth and cooking stoves; foundation exhibit and retail sales. Lower shelter is to include Matt’s band and kid's crafting workshop area. Looking for volunteers for following:

. Saturday, 10AM, December 12th @ Park office. Fabricate garland from evergreen boughs. Bring shears and wire wrap. . Wednesday, collection of decorations @ office. . Friday, 10AM, 18 December; Set-up day! BB upper shelter. Lighting / power / decorations / firewood staging & set-up. . Saturday, 10AM, 19 December @ BB shelters continued prep 3PM Station final prep & lighting 5PM Showtime 8PM Closing & Cleanup starts . Want list: Volunteers needed: donations kids crafting projects, decorations, lite stringing, set-up / teardown; support event stations (Santa’s helpers, refreshments, fires stoking, foundation display ) Xmas lights / decorations Real xmas trees (Jack) Signage: Special Event Signs; Sponsors thank you handout (Jack); President:  New foundation locker set-up at park maintenance facility north end entryway. Passcode #2-3-5. Keyed entry from within office area. Treasurer: (Interim Liz M.)  Financial Statement (prepared by new bookkeeper), was presented and reviewed (3 sheets), balance $34,621.27 as of 30 November 2015. Barb S. moved to accept financial statement as presented, seconded by Matt, with no objections.  Commencing 2016, DPF will have an annual sales tax requirement for all retail sales. Varied sales tax rate per city of sales (rates TBA).

V. Committee Reports

Interpretive Specialist: (Montana N.): Synopsis of monthly progress reporting forwarded to Jack & Liz, follows:  2nd AmeriCorps worker in-work, see new business below.  Social Media o Face Book: Updating weekly as applicable w/over 1000 hits noted. o Website: All TBA’s updated, take a look: deceptionpassfoundation.org  Kukatali Interpretive Plan draft completed to include phone application (APP) for interpretive info.  Montana to participate in online interpretive classes, requested funding from positions monthly expense allowance. No objections noted.

Fundraising Committee (Barb S.):  Rain Shadow Run to be held December 12 & 13. Foundation coordinating meals with Oak Harbor High School Culinary program, they will prepare and serve the meals at Environmental Learning Center (ELC) kitchen, days of event. Barb S. will work the weekend collecting funds with Montana & Liz. More info contact Barb.

Membership Committee (Terica):  Terica & Rick attended the Oak Harbor City Council Meeting in November soliciting Chamber become annual member of foundation for $1200., NO JOY!  Skagit County signed up as a DPF member and sponsor for a DPSP Trails Map, to be available at the bridge kiosk, donating $2K.

Deception Pass Institute (DPI Education Classes) (Matt K.):  Matt is working with local Audubon Association’s Robin Miller, for scheduling 2016 classes with fee paid speakers. Presented sampling of hands-on furs exhibit for Rosario Field Classroom. Discussion about various venues for monthly DPI presentations. More to follow.  WSP Interpretive Office noted that we need to “theme” our programs, Matt suggested we go with an Ecosystems theme (animals, geology, marine, and forests). Looking at the historical and anthropological perspective.

Capitol Projects: (Rick C.)  Amphitheatre project: Still awaiting feedback from state archeologist’s office on screening and onsite review. More to follow. (Brian Shelly & Jack)  Interpretive Centers: Discussion on last month’s Interpretive Center Options power point. Also, discussion of a BB Interpretive Center display spotlighting all the CCC park venues within DPSP specific, on lighted display boards arranged in center building, viewed from outside windows.

VII. New Business

 2nd AmeriCorps Position: Decision made to move ahead with application paperwork requesting a 2nd AmeriCorps Intern, dead-lined early in January 2016. Jack H. for action. As per last meeting, hiring contingent on receipt of 2% Island County Board Tax monies to support the effort. Jack opened new discussion to consider a 50/50 financial split of the $3200. expense between park & foundation, if tax funding is not timely received, noting County tax review board still in discussion on disbursements of funding. Voted YES, no objections. Montana soliciting for applicants, one noting interest to-date. Must be a college bachelor degree grad to apply. More to follow.  1st Day Hike: (Jack & Montana) 4th News Years Day event at DPSP. This year to walk Hoypus Point w/ several hiking distance options. 1st Day Hike pin (WSP), sponsored refreshments and baked goods.  Cranberry Lake Concession: Jack soliciting for foundation support to open park store at campground entrance, previously operated by local vendor. Looking to sell retail items, food stuffs, firewood, ice, and provide community info to

3 campers. Jack is screening manning options, suggested DPF supply volunteers, use of campground hosts, or pay position to operate store hours from 4-8PM, minimally Wednesday thru Sunday, Memorial Day thru Labor Day. Also offered operation of the West Beach Concession’s Building food venue if interested. Jack targeting a working plan by end of January 2016. Looking for input/ideas now!  Thrift Store –used camping gear – old DP Saloon: Liz opened discussion with possibility of expanding sale options to include reconditioned camping gear items.
