 Chairman’s Welcome Vice Chairman Councillor Ian Burgess welcomed fellow Councillors to the meeting.  Apologies for Absence and Reasons Given Apologies for Absence were received from Councillors Alex Bantock, Peter Beveridge, Bob Hudson and Rose Read. Having learned the Reason for Absence, the apologies were accepted.  Receive Declarations of Interest on any Item on the Agenda Declarations of Interest were received from Councillor I Burgess, Editor of Binbrook Flyer.  Confirm the Minutes of the previous meeting. The Minutes of the meeting held on March 4th 2013 were PAB, MK approved and signed - following confirmation of the previously advised alteration to Item 4, 1st bullet point.  Actions Arising from the Minutes th Refurbishment of the 6 “Binbrook” sign is in hand. Clerk Potential suppliers of small Christmas trees for 2013 festivities will be approached, in the first instance, by letter. Clerk Agricultural Allotments, Ludford Road: - Councillor L Frame suggested that a covering letter, accompanying a LF, Clerk copy of the original Agreement Binbrook Parish Council had with Gallagher’s, be sent to each tenant holder. Councillors expressed their thanks to Councillor Frame for her most valuable input regarding the Allotments. Councillor P Beveridge informed the Clerk that the RAAF 460 Squadron Memorial has been cleaned in readiness for ANZAC Day on April 25th. Councillor Beveridge suggested PB, PAB laurel and rosemary be planted and will look for suitable colourful plants upon his return from holiday.

The Clerk was authorised to order the ANZAC Wreath which will be laid at 11 am on April 25th at the 460 Squadron

Memorial.  Provision of Grimsby Road Dog Litter Bin: - A request, to ELDC, for an additional Dog Litter bin has been denied. The Dog Warden suggested moving an existing bin from the Market Place to the required site and then inform Waste Management at ELDC of the change. Dog waste can now be disposed of in any litter bin.  Following discussion regarding Dog Bins, a request was made for renewal of signage at Louth Road Bridleway 122, Kirmond Road Footpath 126 and High Street Footpath 129.  Parish Council Vacancy There is one vacancy on Binbrook Parish Council and Councillor I Burgess informed Councillors present that an application to join Council will be made by Ms Sue Phillips within the next 7 days.

2. FINANCIAL MATTERS  Budget 2012-2013 status: - The draft 2012-13 budget was presented: until bank statements are received, the final reconciliation cannot be confirmed. The Annual Audit date is June 24th 2013 and the Clerk will finalise the paperwork and submit all relevant papers and documents to Mrs V Drew, Council’s Internal Auditor, for her assessment. Income received: - Lincolnshire County Council, donation towards village grass cutting on their behalf, £141.02. Lincolnshire County Council, final grant towards Jungle Gym etc, £2994.37.  Council’s PAYE situation: The Clerk has finally been able to confirm that Binbrook Parish Council’s PAYE Account with HMRC was closed as of April 5th 2012.  Resolve that payments be made to: o Mrs B. Preston, Salary, £215.00 o Mrs B Preston, expenses to 2012-2013 year end: petty cash £75.22, printing £307.00, telephone £158.98 = £541.20 o Binbrook Newsletter, donation towards printing cost Binbrook Flyer, £20.00 o Binbrook Queens Hall Donation of 50% rent for Kids Wednesday Club, £20.00 o H Fry, public conveniences £42.00, bus shelter cleaning £21.00 = £63.00 o Dennis Estates, Allotment Rent, £900.00

o Tudor Grounds Maintenance, village grass cutting, £233.10 +£46.62 VAT = £279.72 o Mr T Wilkinson, £1485.00, re Village Hall/Drop-in Centre grant works 3. PLANNING MATTERS East Lindsey District Council N/017/00445/13 Planning Permission for erection of a garden studio and storage area within the curtilage of 2 Rainbow Cottages, on the site of 2 existing sheds to be removed. Councillors supported the application.

4. PARISH INITIATIVES  Playing Ground Initiative the Clerk has yet to update the Clerk insurance policy by writing off all playground equipment except the half-pipe. The Jungle Gym will be added to the policy with a value of £15,000. A village resident has asked for the (free) swings on the Playing Field: after the removal of the equipment, the ground must be made good.  Community Covenant Application (with RAAF 460 Squadron support) / Binbrook Community Development Project – A discussion took place regarding the proposed application: concern was expressed as to whether the proposal would have the full support of residents. A suggestion was made that the Village Plan be re-issued in which the Covenant would be a feature. It was felt a Sub Committee should be formed and a push made for the first phase – which is free. 5. COMMUNICATION WITH THE COMMUNITY

6. REPORTS FROM OUTSIDE BODIES

 Wolds Minibus Project Committee The Annual General Meeting was held on March 13th 2013 in the Reading Room at 7.30 pm. The meeting went well and Richard Fry has agreed to be treasurer.  Village Hall Report No meeting has been held since the last Parish Council meeting.  Parish Plan Implementation Group (PPIG) The Group are looking at providing goal posts and basket ball hoops on the village playing field. The Group has tentatively discussed the re-issue of an updated Village Plan / questionnaire. 7. COUNTY AND DISTRICT MATTERS

 East Lindsey District Council There was nothing to report.  Lincolnshire County Council There was nothing to report.

8. RISK ASSESSMENT

 Industrial Container, Mount Pleasant: Councillor P Beveridge reported (to the Clerk) that the Lincolnshire Archive did not contain any relevant docu- ments for the chapel on Mount Pleasant, but the Parish Council would continue research into this plot of land.

10. MATTERS FOR DISCUSSION East Midlands Ambulance Service – matter of great concern: - A village resident made representation to EMAS regarding the non-response to an emergency call-out. Council agreed to write in support of the resident and invite a representative of East Midlands Ambulance Service to address the Annual Parish Meeting.
