Indira Awaas Yojana (IAY)

 IAY was launched during 1985-86 as a sub scheme of Rural Landless Employment Guarantee Programme (RLEGP) It continued thereafter as a sub scheme of Jawahar Rozgar Yojana (JRY) since its launching in 1989-90.  IAY was made as an independent scheme with effect from 1-4-1996. Previously the scheme was earmarked for the construction of houses for SC/STs families only. From 1994-95 the benefit was extended to non- SC/STs poor families also who were Below Poverty Line (B.P.L.). At least 60% of IAY funds have to be utilized for construction of houses for SC/ST families. In addition to, this at least 15% funds are earmarked for minority population.  The objective of the scheme is to help rural BPL houseless families in construction of houses. Beneficiaries are selected from the Permanent Wait List (PWL) prepared on the basis of BPL list in the order of ranking in the list. The responsibility for the construction of the house is on the beneficiaries themselves. Payment is made to the beneficiaries in two installments and the amount is transferred directly into the account of beneficiaries. No standard design has been prescribed for the IAY dwelling units. However the plinth area of the house should not be less than 20 Sq. Mt.  IAY is a centrally sponsored scheme funded on cost sharing basis between Govt. of India and State Government in the ratio of 75:25.  The unit cost of house is Rs 70,000/- for the plain areas & Rs 75,000/- in IAP districts (Chandauli, Mirzapur & Sonebhadra).  Convergence from MGNREGA to the extent of 90 days has been made available from 2014-15 onwards.  Allotment of the house is in the name of women or jointly in the name of husband and wife.  MIS- The scheme is fully online.
