The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Senior Advisor and Executive Director, located in the Office of Economic Development and Finance (EDF). EDF’s mission is to advise the CFO on all tax increment financing (TIF) and payment-in-lieu-of-taxes (PILOT) financing deals entered into by the District, as well as a variety of other real-estate and debt transactions. EDF’s analyses of proposed economic development initiatives assist the Mayor, Deputy Mayor Planning and Economic Development, and the Council to ensure the least financial risk to the District.

EDF is also responsible for certain activities mandated by Council, these include: advising the Mayor’s Director of Public Private Partnerships (P3) on all proposed or planned P3 projects, preparing the Unified Economic Development Report; and analyzing proposed legislation that includes a tax abatement or exemption, and providing this analysis to the Council. Duties include, but are not limited to:  Serves as an integral part of the senior executive team, assuring implementation of the policy, analytic, and organizational goals and objectives set by the CFO.  Works with various public, private and non-profit entities in the housing, economic development and finance communities to identify potential issues and creative financing solutions to public policy concerns.  Directs, plans, organizes, and oversees the activities of the office.  Manages and coordinates the collective efforts of a multi-disciplined team of government staff and/or contractors assigned to OCFO programs.  Works closely with Council and Mayoral staff to address financial and budgeting issues related to proposed economic development projects.  Develops solutions to funding and financing problems for specific economic development projects and programs.  Serves on the boards of District agencies, on behalf of the CFO.  Delivers presentations on economic development, project status, problems, accomplishments, and program objectives to senior District officials. Testifies before Council on behalf of the CFO on a variety of legislative proposals related to finance and economic development.

Qualifications: At least eight (8) years of relevant progressive experience that provides the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. State or local experience is highly preferred. Applicants who possess a master’s degree in economics or finance are desired. Incumbent must be a person of high integrity.
