WESTON-SUPER-MARE TOWN COUNCIL ANNUAL MEETING AND MAYOR MAKING CEREMONY HELD ON THURSDAY 21st MAY 2009 AT THE TOWN HALL

MEETING COMMENCED: 5.00 pm MEETING CONCLUDED: 6.10 pm

PRESENT: Councillors Bunn, Canniford, Cleland, Collins, Darke, Havill, Heard, Hitchins, Mrs. Holder, Horler, Mrs. How, Mrs. P Howell, C. Howell, Judd, Dr. Kellaway–Marriott, Kimitri, King, Ley-Morgan, Morris, Mrs. Parry, Mrs. Priestman, Porter, Mrs. Warwick, Webb and Mrs. Willis.

ALSO IN ATTENDANCE: Colin Roddan, (Acting Town Clerk) and Sam Middlemiss, (Committee Clerk).

The Town Mayor, Councillor Andrew Horler, welcomed everyone to the meeting.

The Town Mayor presented his Chaplain, Reverend Richard Taylor, with a Town Council plate and thanked him for his services during his year as Town Mayor. The Deputy Chaplain, Reverend Geoff Eales, was unable to attend the meeting.

The Town Mayor’s Cadet, Matthew White, was unable to attend the meeting, but would join everyone at Weston College later in the evening, where he would be presented with his award.

The Town Mayor announced the recipients of the 2009 Mayor’s Awards:

Captain David Evans (Street Pastors) Sergeant David Holtby (Street Pastors)

The Town Mayor invited Elizabeth Speakman to deliver a speech with regard to the two recipients and explain the function of Street Pastors.

Mrs. Mary Armstrong (Founder, Weston Hospicecare)

The Town Mayor invited Reverend Geoff Hobden to deliver a speech with regard to Mrs Mary Armstrong and her commitment to Weston Hospicecare.

Engraved Heraldic Shield depicting the Weston-super-Mare Coat of Arms were presented in recognition of their inspirational and dedicated work to the local community, and their names would be duly recorded on the Town Mayor’s Roll of Honour.

The Town Mayor delivered his end of term speech and presented the Town Mayor’s Secretary, Mrs. Gina Powers with a gift.

The Town Mayor thanked the Town Mayor and Mayoress Elect and presented them with a gift and a bouquet of flowers.

The Town Mayor, Councillor Andrew Horler invited his Chaplain to say a prayer.

85. Election of the Town Mayor 2009/2010

The Town Mayor invited Councillor Clive Webb to propose and Councillor Keith Morris to second the proposition that Councillor Dr. Mike Kellaway-Marriott be elected Town Mayor of Weston-super-Mare for the year 2009/2010.

UNANIMOUSLY RESOLVED: That Councillor Dr. Mike Kellaway-Marriott be elected Town Mayor of Weston-super-Mare for the year 2009/2010.

A short adjournment of the proceedings was announced by the Macebearer whilst the retiring Town Mayor and Mayoress, Councillor Andrew Horler and Miss Camilla de Bernhardt Dunkin, the Town Mayor, Councillor Dr. Mike Kellaway-Marriott and Mayoress, Mrs. Carmela Bianco de Kellaway, the Acting Town Clerk, Mr Colin Roddan, and the Retiring Town Mayor’s Chaplain, Reverend Richard Taylor, left the Council Chamber for robing.

86. Town Mayor to sign the Declaration of Office

RESOLVED: Councillor Dr. Mike Kellaway-Marriott read out and signed the Declaration of Acceptance of Office as Town Mayor for year the 2009/2010 and returned thanks for his election to office.

The Town Mayor presented the retiring Town Mayor and Mayoress, Councillor Andrew Horler and Miss Camilla de Bernhardt Dunkin, with a gift and a bouquet of flowers to mark the appreciation of their services during their term of office.

87. Apologies for Absence

Apologies for absence were received from Councillors Mrs. Pilgrim, Parker and Keating.

88. Declarations of Interest

There were no declarations of interest received.

89. To Elect the Deputy Town Mayor 2009/2010

The Town Mayor invited Councillor Clive Webb to propose and Councillor Mrs. Pauline Priestman to second the proposition that Councillor Philip Judd be elected Deputy Town Mayor of Weston-super-Mare for the year 2009/2010.

UNANIMOUSLY RESOLVED: Councillor Philip Judd be elected Deputy Town Mayor of Weston-super-Mare for the Year 2009/2010

Following the election, the Macebearer announced a short adjournment of the Page 2 of 4 Town Council AGM 21.05.09 RE-ISSUED MIN NO’S proceedings. The Deputy Town Mayor, Councillor Philip Judd, and Mayoress, Mrs. Wendy Judd, left from the meeting for robing.

90. Deputy Town Mayor to sign the Declaration of Office

RESOLVED: Councillor Philip Judd read out and signed the Declaration of Acceptance of Office as Deputy Town Mayor of Weston-super-Mare for the year 2009/2010 and returned thanks for his election to office.

91. Appointment of Chaplain, Deputy Chaplain and Cadet

The Town Mayor appointed his Chaplain, the Reverend Monsignor Canon Gabriel Leyden, VG, of Corpus Christi Church, Ellenborough Park South, and his Deputy Chaplain, the Reverend Martin Queenan, of Our Lady of Lourdes Church, Baytree Road.

The Town Mayor appointed Leading Army Cadet Charles Sayer as the Town Mayor’s Cadet and presented him with a badge depicting the Weston-super-Mare Coat of Arms.

92. Election of the Leader of the Council 2009/2010

The Town Mayor invited Councillor Clive Webb to propose and Councillor Ian Porter to second the proposition that Councillor Andrew Horler be appointed Leader of the Council.

RESOLVED: That Councillor Andrew Horler be elected Leader of the Town Council.

The Council voted all in favour of the proposal, with one abstention.

Councillor Andrew, Horler accepted his appointment and returned thanks for his election to office.

93. Election of the Deputy Leader of the Council 2009/2010

The Town Mayor invited Councillor Andrew Horler to propose and Councillor Keith Morris to second the proposition that Mrs. Pauline Priestman be elected Deputy Leader of the Council for the year 2009/2010.

RESOLVED: That Councillor Mrs. Pauline Priestman be elected Deputy Leader of the Council for the year 2009/2010.

Councillor Mrs. Priestman accepted her appointment and returned thanks for her election of office.

94. To Appoint Town Councillors to Committees, Sub-Committees, Working Parties and External Organisations (paper previously circulated with agenda)

95. Calendar of Meeting Dates – June 2009 to May 2010 (paper previously circulated with agenda)

RESOLVED: That the calendar of meetings be agreed and accepted.

96. Committee Terms of Reference (paper previously circulated with agenda)

RESOLVED: That this item be referred back to Committees before being re-presented at the next Town Council meeting.

There being no further business, the Town Mayor closed the meeting at 6.10 pm and Dignitaries, invited guests and Members were requested to make their way to Weston College for a reception.
