He was born and raised in 19 Newberry County and attended the county’s public schools. He 20 furthered his education at Benedict College where he received a 21 Bachelor of Science degree in chemistry and mathematics and also 22 participated in football, baseball, and track; and 23 24 Whereas, Mr. Caldwell distinguished himself as a member of the 25 United States Army where he was assigned to the Redstone 26 Arsenal of the United States Army Missile Command as a Missile 27 Mechanic; and 28 29 Whereas, Mr. Caldwell is a former math and science teacher. He 30 was employed by Independent Life and Accident Insurance 31 Company for thirtyone years, where he was the first African 32 American Staff Sales Manager in South Carolina and was honored 33 with an award for outstanding services rendered. Mr. Caldwell is 34 currently the owner and CEO of J.E. Caldwell Properties; and 35 36 Whereas, Mr. Caldwell has served as a member of the Newberry 37 County Council continuously for thirtytwo years. He was the first 38 African American elected to serve as a member of the Council. Mr. 39 Caldwell has represented Newberry County in positions with the 40 National Association of Counties, as the past president of the 41 County Governmental Association, as a member of the South 42 Carolina Association of Counties Board of Directors, and as a

[394] 2 1 member of the National Association of Counties Finance 2 Committee; and 3 4 Whereas, throughout his lifetime, Mr. Caldwell has distinguished 5 himself as a leader and a public servant. He was one of the first 6 African Americans appointed to the Newberry County Memorial 7 Hospital Board of Trustees. He has also served on numerous other 8 boards, commissions, and organizations dedicated to the people of 9 Newberry County; and 10 11 Whereas, married to the former Patricia Henderson of Newberry, 12 the couple has one son, Sean, and one granddaughter, Brittany 13 Shadday. He is a member of Bethlehem Baptist Church in 14 Newberry, where he has served as chairman of the deacon board 15 and as treasurer; and 16 17 Whereas, after his retirement from the Newberry County Council, 18 Mr. Caldwell celebrated his retirement with friends and family on 19 January 4, 2015 at the Firehouse Conference Center in Newberry. 20 Now, therefore, 21 22 Be it resolved by the Senate: 23 24 That the members of the Senate, by this resolution, congratulate 25 Mr. John Edward Caldwell of Newberry upon the occasion of his 26 retirement from Newberry County Council, and recognize him for 27 his many years of dedicated service. 28 29 Be it further resolved that a copy of this resolution be forwarded to 30 Mr. John Edward Caldwell. 31 XX 32
