Appointment of Vendor/Company to Conceptualize and Re- Brand the Collaterals and Promotional Materials for Pembiayaan Mikro framework

Bank Negara Malaysia invites qualified and experienced agencies who fulfil the requirements listed below to submit quotations for creative work of promotional materials and items for ‘Pembiayaan Mikro’.

Background

Pembiayaan Mikro framework (Microfinance) was first introduced and launched by Bank Negara Malaysia in 2006 to support micro entrepreneurs (e.g. stall owners, bakeries, beauty parlors etc.) to expand their business operation. With the current theme “Mudah, Cepat dan Senang”, Pembiayaan Mikro framework covers all industry sectors with most application from agriculture, services and manufacturing sectors.

Since the Pembiayaan Mikro framework concept was introduced, 10 financial institutions have participated and give out loans to micro entrepreneurs. This includes AgroBank, Alliance Bank, AmBank, Bank Rakyat, BSN, CIMB, EONCap Islamic Bank, Public Bank, UOB Bank and latest in addition, Maybank. The general features of Pembiayaan Mikro framework include no collaterals, fast approval (fastest in two days), minimal documentation and widely accessible. However, the commercial banks may package their microfinance loan differently from each other to suit their customers’ need.

While financing initiatives for SMI and SMEs has been successfully promoted throughout the country, Pembiayaan Mikro framework still need to “catch up” and be at par with SMEs.

The objective of the promotion is to create greater awareness of Pembiayaan Mikro framework among the micro enterprises to approach financial institutions when financing is required.

In order to support the promotional plan for Pembiayaan Mikro framework, a revision of creative and artwork for all promotional items and collaterals are needed.

Objective to Re-brand Microfinance

 To be more visible and send out effective key messages in promoting Pembiayaan Mikro framework to micro entrepreneurs. 2

 To have a more refreshing corporate look and feel for all the promotional efforts.

Requirements/Scope of Work

The selected vendor/company will be required to:

 Conceptualize and re-brand of Pembiayaan Mikro framework collaterals and promotional materials. This will include developing effective themes and key messages including new corporate colour(s) for: o print advertisement o leaflet o poster o banner o bunting o corporate shirt o others (as and when required)

 To design the look and feel of the advertising and promotional materials to convey the following:

o Instil “call for action” element (not boring, eye catching , corporate but approachable and friendly) o Propose attractive and strategic key messaging to the target audience o Factual - An initiative by Bank Negara Malaysia - Main Contact: 1-300-88-5465

Mandatory Eligibility Requirements for Vendor

 Registered company with SSM  Established for at least 2 years  At least one dedicated designer and copywriter assigned for this project (can be the same person, with at least 1 year of experience)  Relevant experience with good track record (have done similar jobs with at least 3 clients) 3

Submission of Quotation to Bank Negara Malaysia

Quotation submitted by respective companies must include the following:

Section 1: Mandatory Supporting Documents

 A copy of SSM registration approval  A copy of financial statements, at least Management Account of the most recent financial year  A copy of company profile  Samples of previous creative works for other clients

Section 2: Creative Proposal

Agency to submit a sample of new poster design (A3) for ‘Pembiayaan Mikro’ in Bahasa Malaysia. The design must take consideration of the following:  Concept and idea  Colour(s) scheme  Key messaging – main theme and content  Overall look and layout of the design

Agency is welcomed to submit more than one option of design.

Section 3: Timeline for Implementation

 Propose turnaround timeline for the creative work

Section 4: Proposed Fees/Costing (please provide this in a separate envelope)

 Itemized costs from concept to execution and delivery

Section 5: Tender Form (Completed, Signed & Stamped with Company Stamp)

Quotation must be hand-delivered in a sealed envelope and addressed to:

Invitation to Briefing Session by Bank Negara Malaysia The Strategic Communications Department will be conducting a briefing session on the week of 16 – 20 May, from 10.00 am to 4.00 pm for all companies interested to participate in this tender. Each briefing session is scheduled for only 30 minutes (maximum).
