DHPs – Government Contribution for 2002/03
1 This circular gives details of each authority’s government contribution and overall expenditure limit for Discretionary Housing Payments (DHP) for 2002/03. NB: Although, for administrative easement, this information has been issued as part of the HB/CTB subsidy series of circulars, Discretionary Housing Payments are stand alone payments and do not form part of HB/CTB entitlement. You should note that the DHP government contribution is not subsidy, and this is why it is subject to a separate claims procedure.
Background
2 Since 2nd July 2001, Discretionary Housing Payments have allowed authorities to help those entitled to HB or CTB who, in their opinion, require further financial assistance with housing costs. Guidance was issued to you on 16th March 2001 on how these arrangements should operate. The relevant regulations are the Discretionary Financial Assistance Regulations 2001 [SI 2001/1167].
3 The financial arrangements are covered in the Discretionary Housing Payments (Grants) Order 2001, which also came into effect on 2nd July 2001. This Order covers such issues as how authorities should submit claims, record keeping and audit requirements, re-imbursement of DHPs, and it sets the overall limit on expenditure at 2.5x each authority’s contribution from central Government. Circular S5/01 set out how the re-imbursement of DHPs should operated as well giving details of each authority’s 2001/02 contribution and upper limit.
Distribution of the government contribution and upper limit for 2002/03
4 For 2002/03 the overall financial limit has been set at £50m, of which £20m is made up of the Government Contribution. This, in effect, meant that the amounts are unchanged from 2001/02 – the £37.5m upper limit and £15m contribution were only intended to cover 9 months of that year. 5 The distribution methodology for 2002/03 is the same as that for 2001/02, but with two modifications. Firstly, more recent data is used, from 2000/01 rather than 1998/99. Secondly, a 10% netting and capping is applied. This is intended to provide a buffer to ensure that no authority gains or loses excessively from the updated calculation in the first full year of DHP operations. 6 Therefore, as before, the factors that have been taken into account when distributing the contribution to individual authorities are their actual expenditure on HB and CTB including exceptional hardship and exceptional circumstances payments and an estimate of the likely effect of CTB restrictions.

7 As each authority’s individual allocation and overall limit is not stated in the Order, there has been no need for legislative changes to reflect the new amounts. This distribution takes accounts of comment received from our consultation with the Local Authority Associations. 8 Each authority’s contribution and upper spending limit is shown at Annex A. You should note that, as before, you will not be able to retain any part of the Government Contribution that you do not spend.
