REGULAR COUNCIL MEETING & ORGANIZATIONAL MEETING TUESDAY, APRIL 17, 2012 6:45 P.M. & 7:00 P.M.

6:45 P.M. ORGANIZATIONAL MEETING

Mayor Williams called the Organizational meeting to order with council members Batchelor, Bobrofsky, Englebretson, Froeba, Geier, Gluch-Voss, McBride, and Schmitt present. Oaths of office were administered by Clerk Toufar to Jim Batchelor, Tom Bobrofsky, Tim Froeba, Dave Geier, and Jim McBride. Nominations were held for Council President. Batchelor nominated Froeba and McBride nominated Bobrofsky. Batchelor made a motion to close nominations, seconded by Gluch-Voss. Motion carried. A sealed vote was taken, 4 votes for Froeba and 4 votes for Bobrofsky. Mayor Williams casts tie breaking vote. Mayor Williams voted for Bobrofsky. Motion was made by Schmitt to approve Tom Bobrofsky as Council President, seconded by Batchelor. Motion carried. The following committees were reviewed and approved on a motion made by Englebretson, seconded by Gluch-Voss. Motion carried. FINANCE: Carmen Englebretson, Timothy Froeba, and Dave Geier. POLICE/AMBULANCE: Betty Gluch-Voss, Jim McBride, and Tom Bobrofsky. PERSONNEL: Tom Bobrofsky, Carmen Englebretson, and Jim Batchelor. UTILITIES: Timothy Froeba, Jim Batchelor, and Ralph Schmitt. LIBRARY: Jim McBride. PARKS AND RECREATION: Ralph Schmitt, Dave Geier, and Betty Gluch-Voss. BOARD OF REVIEW: David Williams, Shannon Toufar, Ralph Schmitt, Betty Gluch-Voss, and Jim Batchelor. PARKS ADVISORY BOARD: Jason Toufar, Matthew Kubista, Craig Brandt, and Greg Brock. BOARD OF APPEALS: Bob Meyer, Ed Stumpner, Alice Kennedy, Milton Knack, and Diane Anderegg. PLANNING COMMISSION: Matt Koski, David Williams, Jim McBride, Timothy Froeba, Ted Brussow, Tony Wilke, and Gerald Mrotek. WEED COMMISSIONER: Ralph Schmitt. COUNTY E.D. COORDINATOR: Matt Koski. LOYAL ECONOMIC BOARD: David Williams and Matt Koski. CITY VIEW ESTATES: David Williams, Carmen Englebretson, Jim McBride, and Greg Brock. SEXUAL OFFENDERS APPEALS BOARD: Shannon Toufar, David Williams, Tom Bobrofsky, Connie Meyer, and Carmen Englebretson. Englebretson made a motion to approve the following City Offices, seconded by Gluch-Voss. Motion carried. HEALTH OFFICER: Tina Opelt, NP CITY ATTORNEY: William Gamoke FIRE CHIEF: Jon Bauer. OFFICIAL NEWSPAPER: Tribune Record Gleaner. OFFICIAL DEPOSITORY: Citizens State Bank BUILDING INSPECTOR: Matt Koski. HOUSING AUTHORITY BOARD: Tom Bobrofsky, Sharon Schoonover, Bob Berglund, Rick Szymanski, and Richard Halverson. Schmitt made a motion to adjourn, seconded by Bobrofsky. Motion carried.

7:00 P.M. REGULAR MONTHLY COUNCIL MEETING

Mayor Williams called the regular monthly Council meeting to order at 7:00 p.m. with council members Batchelor, Bobrofsky, Englebretson, Froeba, Geier, Gluch-Voss, McBride, and, Schmitt present. Citizens present were Judy Bobrofsky, and Dean Lesar. The Pledge of Allegiance was recited. Clerk Toufar verified the postings. No correction was made to the April 17, 2012, Council agenda. Motion was made by Schmitt to approve the minutes from the March 21, 2012, regular Council meeting, seconded by Froeba. Motion carried. Treasurer’s report was approved on a motion made by Geier, seconded by Englebretson. Motion carried. Utility Committee-Meeting was held on April 3, 2012. Bobrofsky made a motion to approve the purchase of 1 1” and 1 ½” water meters in the amount of $765.00, seconded by Schmitt. Motion carried. Koski reported on the audio touch software for the water meters. The software package will cost $7,900.00. Schmitt made a motion to approve the cross connection repairs at the city shop in the amount of $1,500 to $1,800 to be done by Suda Plumbing, seconded by Gluch-Voss. Motion carried. Bobrofsky made a motion to approve the repairs for the cross connection at the park in the amount of $1,100, and the Loyal Public School will pay half the costs, seconded by Froeba. Motion carried. Schmitt made a motion to reimburse Northside Elevator’s water bill from the old canning factory in the amount of $283.50, seconded by McBride. Motion carried. Froeba reported that the DNR has inspected the roof, doors, and siding on the well house, and they will need to be repaired. Froeba reported that a circus will be coming to Loyal August 2nd and the Westside Park sponsored by the Loyal Lions Club. Froeba reported that the Mayor will be meeting with the Public Works Department the 1st Tuesday of every month. Froeba reported that the handicap doors at city hall only open one set of doors. This has been referred to the finance committee. Next Utility meeting will be held on May 1, 2012, at 6:30 p.m. Police/Fire and Ambulance Committee– No meeting held. Next Police meeting will be held on May 7, 2012, at 6:30 p.m. Finance Committee – Meeting was held on April 9, 2012. Bobrofsky made a motion to offer $2,000.0 to T & C Acres to help build a storm shelter with a contract that the city is not responsible for any liability if the storm shelter is built, seconded by Froeba. Motion carried. Clerk Toufar will send an e-mail to T & C Acres with the offer. Gluch- Voss made a motion to have Selk Electronics’ rental money be put in the water utility budget, seconded by Batchelor. Motion carried. Next Finance meeting will be on May 9, 2012, at 6:30 p.m. Library Committee – Meeting was held on April 11, 2012. Gluch-Voss reported that the Mead Witter grant computer chairs have been ordered. Gluch-Voss reported that on April 24, 2012 Educational Opportunity Centers Workshop will be held at the library. Gluch-Voss reported that audio materials are being checked out a lot, and they need more DVD’s. Gluch-Voss made a motion to approve the purchase of a new toilet at the library from Miller Plumbing in the amount of $299.95, and the public works department will install it, seconded by Bobrofsky. Motion carried. Personnel Committee – No meeting held. Park & Recreation – Meeting was held on April 10, 2012. Bobrofsky made a motion to allow Jessica Luchterhand to have a volleyball league at the Westside Park, seconded by Batchelor. Motion carried. Bobrofsky made a motion to purchase paint for the city parks, seconded by Geier. Motion carried. Mayor Williams talked to Benz Sawmill and they are willing to donate wood chips for the city parks. Geier made a motion to allow the Loyal Lions club to hold a circus at the Westside Park, seconded by McBride. Motion carried. Planning Commission – No meeting held. Economic Development – Mayor Williams reported that construction has started up at in Industrial Drive for Northside Elevator. Mayor Williams reported that there is an interested party on the lots on Main St. Clerk’s Report- Motion was made by Schmitt to approve the 2012-2013 poll workers: Sharon Schoonover, Pat Stumpner, Tom Bobrofsky, Diane Anderegg, Barb Langfeldt, and Shirley Olson, seconded by McBride. Motion carried with 1 abstained. Mayor’s Report-Mayor Williams reported that the Main St. project is still on the schedule for 2017. The Loyal Care Show Committee will be having a meeting on April 25, 2012. A mayors meeting is set for next Wednesday in Abbotsford. Mayor Williams wanted to say thank you to Clerk Toufar for the work she did on getting the Mayor’s meeting snacks and everything ready. Englebretson made the motion to approve vouchers in the following amounts: GENERAL FUND: $27,879.41 WATER UTILITY: $8,090.69 WASTEWATER UTILITY: $11,665.31 Seconded by Schmitt. Motion carried. Schmitt made the motion to adjourn, seconded by Froeba. Motion carried.
