The meeting was called to order by Robert H.Barrieau, Chairman at 9:45 a.m. in Room 117 of the State Office Building, 165 Capitol Avenue, Hartford, Connecticut.

The Board voted unanimously to approve minutes of the June 22, 2006 meeting.
BOARD MEMBER RESIGNATION
1. Resignation letter dated 6/23/06 from Board member Thomas F. Casey, Sr., announcing his resignation from the Heating, Piping, Cooling and Sheet Metal Work Examining Board.
2. Resignation acknowledgment letter dated 6/23/06 from the Honorable Governor M. Jodi Rell, concerning the resignation of Board member Thomas F. Casey, Sr., effective 6/23/06.
THE BOARD VOTED UNANIMOUSLY TO SUSPEND THE RULES IN ORDER TO TAKE AN ITEM OUT OF ORDER ON THE AGENDA AND REVIEW THE FOLLOWING APPLICATIONS OF WALK-IN APPLICANTS:
Lawrence Koonz, Naugatuck, CT - (S-2) Unlimited Journeyperson Application – Approved (B-2) The Board voted unanimously to deny Mr. Koonz’ application due to lack of a required “Apprenticeship Completion Certificate”. After further review of Mr. Koonz’ application, the Board voted unanimously to approve Mr. Koonz to sit for the (B-2) Limited Journeyperson examination.
Arthur E. Arcouette, Jr., Chicopee, MA – (S-2) Unlimited Journeyperson Application – Approved (B-2) The Board voted unanimously to deny Mr. Arcouette’s application due to lack of a required “Apprenticeship Completion Certificate”. After further review of Mr. Arcouette’s application, the Board voted unanimously to approve Mr. Arcouette to sit for the (B-2) Limited Journeyperson examination.
James H. Boyle, New Haven, CT – (S-2) Unlimited Journeyperson Application – Denied The Board voted unanimously to deny Mr. Boyle’s application due to lack of a required “Apprenticeship Completion Certificate”.

Heating, Piping, Cooling and Sheet Metal Work Examining Board Minutes – August 24, 2006 2 THE BOARD VOTED UNANIMOUSLY TO SUSPEND THE RULES IN ORDER TO TAKE ANOTHER ITEM OUT OF ORDER ON THE AGENDA AND REVIEW THE BOARD’S DECISION AT THEIR JUNE 22, 2006 MEETING, REGARDING A MOTION FOR RECONSIDERATION IN THE MATTER OF SERVCO, INC., DOCKET NO. 05-1266.
In the Matter of Servco, Inc. Docket No. 05-1266
For the purpose of following “Roberts Rules of Law” concerning the Board’s decision at their June 22, 2006 meeting, regarding a motion for reconsideration in the Matter of Servco, Inc., the Board voted unanimously at today’s meeting to revisit this matter and revise the Final Decision and Order to reflect that the respondent (Servco, Inc.) shall give the homeowner at 53 Lake Road, Bethlehem, CT, a credit in the amount of ($5,885.00) five thousand eight hundred dollars towards the unpaid balance of monies owed on the invoice for services performed on said premise. The ending clause within the Final Decision and Order, ordering the Respondent (Servco, Inc.) to perform all heating work necessary to repair the negligent heating work performed in the complainant’s master bedroom”, is hereby deleted.
THE BOARD VOTED UNANIMOUSLY TO SUSPEND THE RULES IN ORDER TO TAKE ANOTHER ITEM OUT OF ORDER ON THE AGENDA AND REVIEW CORRESPONDENCE FROM JACK M. GUERRERA, PROGRAM MANAGER AT THE CT DEPARTMENT OF LABOR APPRENTICESHIP TRAINING PROGRAM.
Correspondence dated 7/21/06 from Jack M. Guerrera, Program Manager at the CT Department of Labor Office of Apprenticeship Training Program, regarding “Apprenticeship Pending Period.
Mr. Guerrera reports that the CT Department of Labor has gained back the appropriate manpower of the Apprenticeship Training Program; Contractors and Vocational Technical Schools have been electronically notified concerning the “Apprenticeship Training Registration” process; credit for unregistered Apprenticeship Training is not granted; CT Department of Labor does in fact work with other states and does accept hours from other states concerning registered Apprenticeship Training time, including military time; however, if working in CT, Apprenticeship Training registration is mandated. Mr. Guerrera also reports that the CT Department of Labor is very responsive and always working with companies and apprentices in order to maintain appropriate Apprenticeship Training time and/or transfer of Apprenticeship Training credit; one could also register apprentices over the website once their company has an approved apprenticeship program. Mr. Guerrera provided copies of a listing of CT Apprenticeship Region representatives and informed the Board that the CT Department of Labor is here to protect the welfare of the apprentices, and that companies are going to have to be held to their task of registering apprentices.

Gregory P. Chapel, Groton, CT – (S-2) Unlimited Journeyperson Application – Approved The Board voted unanimously to approve Mr. Chapel’s application.
Thomas M. Felicetti, Groton, CT – (S-2) Unlimited Journeyperson Application – Approved The Board voted unanimously to approve Mr. Felicetti’s application, contingent upon receipt by DCP, proof of occupational school related instructional experience and proof of CFC certification.
Christopher M. Franco, West Haven, CT – (D-2) Limited Journeyperson Application – No Action No action was taken on Mr. Franco’s application. The Board voted unanimously to require that Mr. Franco submit a completed application and obtain an “Apprenticeship Completion Certificate”.
Serafin Millan, Norwalk, CT – (SM-2) Limited Sheet Metal Journeyperson – No Action Mr. Millan was not present at today’s meeting. Therefore, the Board took no action on his application.
Min R. Guo, Terryville, CT – (D-2) Limited Journeyperson Application – Denied The Board voted to approve Mr. Guo’s application. Board member Patrick Duane was opposed.
Shawn A. Koehler, Ellington, CT – (S-8) Limited Journeyperson Application – No Action Mr. Koehler was not present at today’s meeting. Therefore, the Board took no action on his application.
Gregory M. Salmini, Jr., Orange, CT – (S-2) Unlimited Journeyperson Application – Denied The Board voted to deny Mr. Salmini’s application due to lack of a required “Apprenticeship Completion Certificate”. Board member Michael Rosario abstained from voting.
Leonard F. Szarek, III, Ellington, CT – (S-2) Unlimited Journeyperson Application – Approve (S-10) The Board voted unanimously to deny Mr. Szarek’s application due to lack of a required “Apprenticeship Completion Certificate”. After further review of Mr. Szarek’s application, the Board voted unanimously to approve Mr. Szarek to sit for the (S-10) Limited Journeyperson examination.
Michael J. Van Scoy, Derby, CT – (SM-2) Limited Sheet Metal Journeyperson – No Action Mr. Van Scoy was not present at today’s meeting. Therefore, the Board took no action on his application.
John A. Virgalla, Oxford, CT – (S-2) Unlimited Journeyperson Application – Denied The Board voted unanimously to deny Mr. Virgalla’s application due to lack of a required “Apprenticeship Completion Certificate”.

Michael Adamo, West Haven, CT – (D-2) Limited Journeyperson Application – Denied The Board voted unanimously to deny Mr. Adamo’s application due to lack of a required “Apprenticeship Completion Certificate.
Kevin M. McGrath, Danvers, MA – (S-4) Limited Journeyperson Application – Denied The Board voted unanimously to deny Mr. McGrath’s application due to lack of a required “Apprenticeship Completion Certificate.
Pier S. Men, Middletown, CT – (S-2) Unlimited Journeyperson Application. – Denied The Board voted unanimously to deny Mr. Men’s application due to lack of a required “Apprenticeship Completion Certificate”.
Timothy C. Roberge, Bondsville, MA – (S-1) Unlimited Contractor Application – Denied The Board voted unanimously to deny Mr. Roberge’s application due to lack of occupational and school related instructional experience.
RECONSIDERATION OF PREVIOUSLY SUBMITTED APPLICATIONS
Kiley S. Palmer, Plantsville, CT – (S-2) Unlimited Journeyperson Application – Approved The Board denied Mr. Palmer’s (S-1) Unlimited Contractor application at their 6/22/06 meeting and approved him to sit for the (S-10) Limited Journeyperson examination. Mr. Palmer will be appearing before the Board today to request reconsideration to sit for the (S-2) Unlimited Journeyperson examination.
After further review of Mr. Palmer’s application at today’s meeting, the Board voted to approve Mr. Palmer to sit for the (S-2) Unlimited Journeyperson examination. Board member Cameron G. Champlin, Jr. was opposed and Board member Michael Rosario abstained from voting.
Wilson R. Sanchez, Bridgeport, CT – (S-2) Unlimited Journeyperson Application – Approved (D-2) The Board denied Mr. Sanchez’s application at their 6/22/06 meeting due to lack of required occupational school related instructional experience. The Board also requested that Mr. Sanchez provide them with a copy of the course curriculum concerning the occupational school related instructional certificates provided with his application. Mr. Sanchez is re-submitting his application along with copies of his school transcript for the Board to review.
The Board voted unanimously to deny Mr. Sanchez’ (S-2) Unlimited Journeyperson application. After further review of Mr. Sanchez’ application, the Board voted unanimously to approve Mr. Sanchez to sit for the (D-2) Limited Journeyperson examination.

St. Louis, Wallingford, Ct – (S-2) Unlimited Journeyperson Application – Approved (S-10) The Board voted unanimously to deny Mr. St. Louis’ (S-2) Unlimited Journeyperson application due to lack of required occupational and school related instructional experience. After further review of Mr. St. Louis’ application, the Board voted unanimously to approve Mr. St. Louis to sit for the (S-10) Limited Journeyperson examination.
Thomas J. Hollern, Stratford, CT – (D-2) Limited Journeyperson Application – Approved The Board voted to approve Mr. Hollern’s application. Board member Cameron G. Champlin, Jr. abstained from voting.
Wesley J. Knowles, Newington, CT – (S-2) Unlimited Journeyperson Application – Approved The Board voted to approve Mr. Knowles’ application. Board member Robert H. Barrieau abstained from participating.
Dario Pirri, Redding, CT – (B-2) Limited Journeyperson Application – Approved The Board voted to approve Mr. Pirri’s application. Board member Cameron G. Champlin, Jr. and Michael Rosario abstained from voting.
Kevin B. McNeil, Waterbury, CT – (B-2) Limited Journeyperson Application – Approved The Board voted unanimously to approve Mr. McNeil’s application.
Robert J. Wirth, Meriden, CT – (S-4) Limited Journeyperson Application – Denied The Board voted to deny Mr. Wirth’s application due to lack of a required “Apprenticeship Completion Certificate”. Board member Robert H. Barrieau and David G. Foster were opposed.
Daniel R. Cassone, Naugatuck, CT – (SM-2) Unlimited Sheet Metal Journeyperson – Denied The Board voted to deny Mr. Cassone’s application due to lack of required occupational and school related instructional experience. Board member Robert H. Barrieau, David G. Foster, and Joseph Leggo were opposed.
John W. Ambrose, Colchester, CT – (S-2) Unlimited Journeyperson Application – Approved The Board voted unanimously to approve Mr. Ambrose’s application.
Jeffrey M. Scribner, East Haven, CT – (D-2) Limited Journeyperson Application – Approved The Board voted to approve Mr. Scribner’s application. Board member David G. Foster abstained from voting.
Michael J. Primicerio, North Branford, CT – (D-2) Limited Journeyperson Application – Denied The Board voted unanimously to deny Mr. Primicerio’s application due to lack of a required “Apprenticeship Completion Certificate”.

COMMENTS FROM PERSONS PRESENT TODAY
Patricia Torres-Lewis, CT (ABC) Associated Builders and Contractors, Inc. Education Director reports to the Board that ABC members recently decided to develop a non-profit training organization, much like ICPA has done in the past, in order to address the needs of contractors in Connecticut, specifically Sheet Metal Apprenticeship training courses. The name of the non-profit training organization is “The Construction Education Center”, which Ms. Torres is the Director.

The Board voted unanimously to grant Thomas J. Charles a continuance to the Board’s next meeting scheduled Thursday, October 26, 2006.
