Garrison Board of Education Canvass Board Meeting: June 20, 2016

The Garrison Board of Education held a special board meeting on Monday, June 20, 2016, at 6:30 p.m. with the following board members present: Rodger Affeldt, Chris Seidler, Janice Katin, Jon Frost, Kevin Rime, Lisa Maki, and Carl Young. Also present, Secretary Mary Mattheis. Pres. Affeldt called the meeting to order at 6:36 p.m. Visitors: None. Pres. Affeldt indicated that the canvass board would have to address six different agenda items. Item 1 - Absentee Ballot Received: The secretary presented two mailed in absentee ballot received after the election, but postmarked 6/13/16. State law requires that a mailed in ballot must be postmarked the day before the election to be accepted. The absentee ballot received by mail was postmarked the day before the election and therefore should be counted. Item 2 - Absentee Ballot Received: The secretary presented one mailed in absentee ballot received after the election, postmarked 6/14/16. State law requires that a mailed in ballot must be postmarked the day before the election to be accepted. The absentee ballot received by mail was postmarked the day of the election and therefore should be rejected. Item 3 – Discerning Voter Intent: The secretary presented two ballots with patron voting for two Member at Large candidates. The Rural vote was correctly filled in. Secretary told the canvassing board that if they decide to accept the ballots, the vote for both Crawford and Young would cancel each other out as only one vote was allowed in the Member at Large position. Item 4 – Spoiled Ballot: The secretary presented one ballot with no names selected. Item 5 - Discerning Voter Intent: The secretary presented one ballot with the names of members crossed out. Although the instructions say to fill in the circle. Board discussed and made the motion for the ballot to be marked as spoiled. Item 6- Absentee Ballot Received: The secretary presented absentee ballot envelope received with no ballot. Moved by Frost, seconded by Maki, to accept the two absentee ballots with the envelope postmarked 6/13/16. Roll call votes with 5 votes in favor, Seidler and Young abstained. Motion carried. Moved by Katin, seconded by Frost, to reject the one absentee ballot with the envelope postmarked 6/14/16. Roll call votes with 5 votes in favor, Seidler and Young abstained. Motion carried. Moved by Frost, seconded by Maki to accept the two ballots with the Rural vote done correctly and the Member at Large done incorrectly with the double vote for Member at Large cancelling itself out. Roll call votes with Katin, Maki, and Frost voting yes, Affeldt and Rime voting no, and Seidler and Young abstaining. Motion carried. Moved by Katin, seconded by Frost to reject the ballot with no names selected as spoiled. Roll call votes with 5 votes in favor, Seidler and Young abstained. Motion carried. Moved by Frost, seconded by Rime to reject the ballot with the names crossed out as spoiled. Roll call votes with 5 votes in favor, Seidler and Young abstained. Motion carried. Moved by Frost, seconded by Katin to reject the absentee application that came back with no ballot. Roll call votes with 5 votes in favor, Seidler and Young abstained. Motion carried. The secretary presented the final election results with 154 votes being cast. The open Rural position will go to Chris Seidler with 287 votes. Write in candidates were Corey Behles-1 vote, Jodi Bendickson-1 vote, Daryl Engel-1 vote, Paul Folden-1 vote, Dawn Kolden-1 vote, Ward Heinzen-2 votes, Bobbi Krueger-1 vote, Julie Retterath-1 vote, Brad Rhode-1 vote, Shannon Seidler-1 vote. The open Member at Large position will go to John Crawford with 246 votes. Carl Young received 76 votes. Write in candidates were Eddie Horn-1 vote, Steve Seidler-1 vote. Moved by Katin, seconded by Frost, to accept the election results as presented. Roll call votes with 5 votes in favor, Seidler and Young abstained. Motion carried. There being no further business, the meeting was adjourned at 6:51 p.m.
