Resolution No. 20 Series of 2012

“A Resolution Adopting a Policies and Procedures Manual Setting Up the Criteria and Standards for CCTV Cameras and Monitors”

Whereas, Regulation Ordinance No. 2011-307, in Article 7 (a) thereof, authorizes and requires the CCTV Cameral Council to create and adopt a Policies and Procedures Manual setting up the criteria and standard for CCTV cameras and monitors mandated to be installed in high risk establishments within the territorial jurisdiction of Iloilo City;

NOW THEREFORE, on motion of Engr. Dyjee Gallega, duly seconded by PSSupt. Marietto Valerio;

RESOLVED, as it is hereby resolved, to pass a Resolution adopting a policies and procedures manual setting up the criteria and standards for CCTV cameras and monitors pursuant to Article 7(a) of Regulation Ordinance No. 2011-307, to wit:

I. Short Title

This Resolution shall be known and cited as “The CCTV Camera Policies and Procedures Manual of Iloilo City.”

II. DECLARATION OF POLICY a. CCTV Cameras are to be operated within the bounds of the law and only for the purposes for which it is established as prescribed in Regulation Ordinance No. 2011-307. b. Fundamental rights of an individual to privacy will be respected and will not be unreasonably hampered nor curtailed other than what is necessary for the protection of the welfare of the public in general.

III. DEFINITION OF TERMS :

For purposes of this Manual, the following terms shall have the following meanings, viz: a. Analog Camera – Cameras that capture images and transmit them through a coaxial video cable to be received by an analog device, such as a monitor or recorder. b. IP or Network Camera – Internet Protocol or Network Cameras are cameras that capture images and transmit them digitally through an Ethernet connection to a computer or similar device. c. Webcam – a video camera that feeds its images to a computer, often via USB. d. TVL – Television Lines or the number of horizontal lines that a camera is able to generate and transform into a clear video signal. e. Pixel – short for picture element. A pixel is a single point in a graphic image. 2 f. Resolution – a term that describes the detail an image or display holds. A higher resolution means more image detail. Resolution is often used for pixel count for digital images and it also quantifies the number of lines per picture height (TV Lines). Resolution is measured in vertical and horizontal pixel dimensions. g. CIF - Common Intermediate Format is the resolution of a digital video signal and sized at 352 x 240 pixels. h. 4CIF – means 4 times CIF resolution. Sized at 704 x 480 pixels. i. D1 – other term for 4CIF j. Megapixel – means one million pixels. A one Megapixel camera will produce an image roughly 1200 pixels wide by 900 pixels high. k. VGA Resolution – Video Graphics Array Resolution, sized at 640 x 480 pixels. l. FPS – frames per second. m. MJPEG – Motion JPEG or M-JPEG is a digital video sequence that is made up of a series of individual JPEG images. n. MPEG4 - is a method of defining compression of audio and visual digital data which supports low-bandwidth applications and applications that require high quality images. o. H.264 – also known as MPEG-4 Part 10/AVC for Advanced Video Coding, is the latest MPEG standard for video encoding commonly used for recording, compression and distribution of high definition video. p. LUX – Lux of the CCTV camera refers to the extent of sensitivity of the camera when under low light conditions. q. IP Rating – Ingress Protection rating. IP followed by a two-digit number is used to provide rating to a piece of electronic equipment or to an enclosure for an electronic device. It classifies the equipment’s protection against solid objects and liquids. Applied to CCTV cameras, this rating determines their capacity to outdoor installation. . h. CCD – Charged Coupled Device, CCD Image Device - Chip. The chip is positioned immediately behind the lens and converts the analogue light waves hitting its surface into digital image information. i. Lossless backup – transferring to other media without loss of quality. j. NTSC – National Television System Committee, a television standard with 525 lines and 30 frames per second, and which is the TV standard used in the Philippines. k. PAL –Phased Alternating Line, a television standard with 625 lines and 25 frames per second. l. LAN – Local Area Network m. LCD - Liquid Crystal Display n. LED – Light Emitting Diode 3 o. Wireless transmission – using radio waves to transmit and receive information or data. p. RA9292 – Electronics Engineering Law of 2004

IV. CAMERA VIEW CLASSIFICATION / APPLICATION

The following are the standard object views or application which should be seen in the monitor/screen, and classified into the purposes for which the CCTV camera is installed: a. Identification: object should be at least 120% of the screen height

o The “head shoulder image” view which should have picture quality and detail sufficient to identify a person.

b. Monitoring : object should be at least 5% of the screen height

o This view is for the purpose of monitoring the number, direction and speed of movement of people or objects across a wide area.

 c. License plate: The displayed image of the vehicle should not be less than 50 % of the monitor/screen height, for clear viewing/identification. 4

IV. MINIMUM CAMERA SPECIFICATIONS

a. Resolution 1. Analog Camera :

Identification: At least 420 TVL for color and black and white Monitoring: At least 380 TVL

2. IP/Network Camera : At least VGA resolution (640x480 pixels) b. Functions 1. Day & Night; or 2. Low Lux rating; or 3. with Infrared c. Outdoor Ingress Protection Rating for outdoor installations. 1. At least IP65 rating

For purposes of this Manual, a Webcam is not considered as a CCTV camera.

V. CAMERA LOCATION

a. Covered establishments must install analog or IP cameras to capture:

1. Point of Customer transaction - “Head and shoulders” (Identification View) for analog or VGA IP cameras and “Whole body view” for IP cameras with megapixel resolution;

2. Activities transpiring at premises and any point of entrance and/exit (Monitoring View).

b. Establishments that have their own car park may install at least one camera to view and capture the activities thereat. c. There shall be sufficient lighting in all locations covered by the camera, otherwise infrared/low lux rating cameras shall be installed for dark locations. d. Cameras shall not be installed in private areas such as, but not limited to: 1. Toilets/CR 2. Hotel rooms

VI. RECORDER

a. Type of recorder, shall be any of the following: 1. DVR : Digital Video Recorder 2. NVR : Network Video Recorder 3. PC based b. Resolution 1. At least capable of recording at CIF resolution c. Compression/Encoding shall be any of the following: 1. H.264 2. MJPEG 3. MPEG4 d. Recording preservation / Storage Capacity 1. Able to store images/videos for all connected cameras for at least 14 days or for a longer period as prescribed by the Iloilo City CCTV Camera Council 5

e. Capability 1. One dedicated channel for each camera in operation 2. Video/image backup shall be lossless and playable at least on Windows OS 3. Able to produce copy of images/video (backup) without disrupting recording 4. Capable of Playback without disruption in recording 5. Able to search recordings by time, date, and camera with out disrupting recording 6. Capable to resume recording automatically in case of system restart and/or power recovery after failure. 7. Capable of high quality live display, 25 fps for PAL or 30fps for NTSC 8. Have Date & Timestamp on footages 9. LAN capable f. Recorder Set up 1. Number of Frames & Quality of recording a. Identification Application : At least 25FPS at the best quality b. Monitoring Application : At least 15FPS at the standard quality 2. Recorders shall set the actual date and time.

VII. RECORDER LOCATION

a. Recorders shall be placed in a secured place/location; or b. Enclosed in a data cabinet or equivalent with proper equipment ventilation.

VIII. MONITORS

There shall be at least one dedicated monitor installed to determine the proper operation of the CCTV System.

a. Type : Low power consumption monitors are preferred, such as 1. LCD 2. LED b. Size: 1. One to four Cameras : At least 17 inches 2. Five to Sixteen Cameras : At least 19 inches 3. More than 16 cameras: the ratio of camera to monitor shall be 16: 1, at least 19 inches monitor. c. Installation Height : 1. Monitors shall be installed at a viewable angle of the observer/operator.

IX. HANDLING OF RECORDINGS a. Qualified technical personnel of high risk establishments or the owner or his duly authorized representative should be identified and made available to assist the authorities enumerated in Article 11 of Regulation Ordinance No. 2011-307, in recovering images/footages. b. Law enforcement official will coordinate with appropriate personnel to view and retrieve the best images. c. Only video recordings or lossless video backup shall be taken, thus retaining recorder in place to continue and serve its purpose. 6

X. SUPERSESSION.

All issuances issued by the CCTV Camera Council inconsistent with the provisions hereof are hereby superseded or modified accordingly.

XI. SEPARABILITY.

If any provision or portion hereof are declared void or unconstitutional, its remaining portions or provisions shall continue to be valid and effective.

XII. EFFECTIVITY.

This manual shall be effective on the day after completion of its publication or posting, whichever comes later.
