District Advisory Council Meeting Minutes of 3/21/2013

The DAC Meeting was called to order by the Chair, Ms. Wandra Boyd at 6:40pm.

Review of DAC minutes of February 21, 2013: Spelling corrections offered regarding names of Tameka Reed, Alison Bosley.

Lisa Gray made motion of accept the DAC minutes with the spelling corrections noted. Motion seconded by Mr. Davis and it was passed unanimously. Chairpersons Report: W. Boyd made the announcement of DAC Parent Conference at Martin Luther King, Saturday, May 11, 2013. Request was made to members for suggestions for DAC materials to be provided at conference.

Approval of Kristen Jantzen as Executive Secretary

The body was reminded by C. Boyd that he had agreed to serve as Executive Secretary until someone else kindly volunteered. Since Ms. Jantzen had expressed interest in the position, C. Boyd has resigned as Executive Secretary.

Motion by was made C. Boyd to approve Kristen Jantzen as DAC Executive Secretary; the motion was seconded by Mr. Davis. Yes: 17, Nay: 0, Abstention: 1 The motion passed.

Presentation by Phil Tucher of Mathematics Common Core Standards

The body was informed that the teaching of mathematics using the Common Core Standards will involve more interactive instruction and problem solving. Mr. Tucher went on to give the following example of the problem based approach.

The problem of five swimmers in a 50 meter race was presented. Discussion was focused on rounding. Example of the current 5th grade CST rounding problem was given and contrasted.

The new standards require that students can apply their knowledge. This is the impetus for the Common Core Standards. Discussion of the standards was conducted with the DAC members. The District will have to insure that each child is properly assessed at the beginning of the year. This is already being done in regards to reading; the goal is now to extend this to mathematics.

Discussion of the Graduate Profile; “Career is the goal – Education is the path”. In 2009 O.U.S.D. passed a resolution that stated all students must be given access to the A – G courses. A 3rd of the Algebra instruction will be Math 8. The Common Core standards discussed for ELA, Math, Next Generation Science Standards, History/Social Studies. Concern was raised by a DAC parent regarding the turnover of elementary school principals in the district. Parent informed that matters of personnel are not the within the scope of the DAC.

Parent Involvement Policy: Suggestion made by C. Boyd that there must be a requirement of documentation proving actual provision of School Site Council training to parents of the SSC and interested parents of the school site. The documentation should be included in the SPSA and should act a measure of accountability and support of parents at the school site.

DAC Budget: The DAC budget presented by the State and Federal Dept. remains deficient in its transparency and accuracy. Since there have been repeated requests by the DAC for a clear budget explanation, the April 18, 2013 meeting will feature a presentation of by Ms. Shey Capedeville of State and Federal Dept. Motion was made by H. Hughes to table the DAC Budget presentation until the next meeting. Ms. Blanson seconded the motion and it was passed unanimously.

Motion was made by T. Reed moved to adjourn the meeting; L. Torres seconded the motion and the motion was carried unanimously. Meeting was adjourned at 8:47pm.
