CITY OF MALIBU JOB SPECIFICATION

CLASS TITLE: Administrative Services Director DEPARTMENT: Administrative Services REPORTS TO: City Manager FLSA STATUS: Exempt DATE: 11/01/03

JOB SUMMARY Under general administrative direction, to plan, direct, manage, and oversee the activities and operations of the Administrative Services Department including preparation and administration of the City’s annual budget; administration of the City’s accounting, revenue collection, payroll, fund disbursement and procurement functions, and financial reporting; assist the City Treasurer with investment of City funds; administer the City’s human resources, risk management and information technology operations; and to provide highly responsible and complex administrative support to the City Manager.

ESSENTIAL JOB FUNCTIONS  Provides leadership, program development, administration and coordination of the Administrative Services operations and services  Advises the City Manager, City Council, staff and the community regarding issues related to the City’s financial services  Develops and implements fiscal policies, controls and systems relating to budget preparation and monitoring, accounting, financial reporting and purchasing  Prepares annual budget and financial reports in accordance with generally accepted accounting principles  Ensures City compliance with laws and regulations governing the administration of the City’s financial affairs, including compliance with requirements for grant funds and financial reporting  Develops comprehensive plans to satisfy future needs for financial services  Conducts studies, prepares and presents reports to City Manager, City Council and public  Directs human resources activities including the recruitment, hiring, training and termination of City employees and management of benefits  Develops and implements personnel policies and procedures to ensure compliance with City policies and State and Federal labor laws  Oversees risk management functions including insurance programs, compliance with OSHA requirements and processing of workers compensation claims  Directs the City’s information systems and the provision of related services, anticipates Citywide information and computing needs and provides for appropriate technology and services  Manages grants administration for grants awarded to and by the City including, but not limited to CDBG, disaster recovery and the City’s General Fund grant program  Performs other tasks and activities as assigned

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities

Knowledge of:  Governmental accounting and generally accepted accounting principles  Municipal organization and administration  Budget preparation and expenditure control  Principles and practices of employee recruitment, selection and management  General personnel policies and procedures applicable to the City Skills in:  Effective leadership, management and supervision  Assessing objectives and operational requirements to develop and implement appropriate fiscal policies and procedures  Managing multiple projects with changing priorities

Ability to:  Establish and maintain effective working relationships with City staff, elected officials and the public  Supervise and effectively lead other professional and technical positions within the department  Communicate effectively, both verbally and in writing

Education and Experience:  Bachelor’s Degree in Accounting, Business Administration, Public Administration or a directly related field  Masters degree preferred  Five years of increasingly responsible experience working in a finance or administrative services related position with other public agency(ies), including three (3) years of supervisory experience

Licenses and Certifications:  Possession of a valid California Class C driver’s license

Mental and Physical Abilities: Mental and visual effort required constantly on the job

Working Conditions:

Very frequent – 20+ hours per week: Standing, sitting, walking, writing, eye-hand coordination, talking, keyboarding, use of telephone

Occasional – up to 8 hours per week: Bending, lifting, working at night
