May 10, 2017 Board Meeting May 8, 2017 SPRING ARBOR TOWNSHIP BOARD MEETING MAY 8, 2017
The regular meeting of the Spring Arbor Township Board was held Monday May 8, 2017 at 7:00 p.m., with the following members present: Supervisor Dave Herlein, Clerk Julia Stonestreet, Treasurer Colleen Gibbs, Trustees Jim Buck, Robert Drain and Caleb Runyon. Absent: Trustee Troy Ganton. The Supervisor led the Pledge of Allegiance.
Public Comment: none
Reports: County Commissioner Dr. Alan Tompkins reported on county business. Police Chief Ratkiewicz reported on the events of the past month. He also shared a thank you note from Larry and Julie Wirebaugh to the police for watching their house over the winter. Chief McEldowney reported on the fire department’s activity for April.
Expenditures: Motion was made by Drain and seconded by Buck to approve the following disbursements for April: General Fund expenditures totaling $50,280.98; Fire Department Fund expenditures totaling $33,148.92; Street Light Fund expenditures totaling $3,762.38; Building Inspections Fund expenditures $5,775.80; Sewer Fund expenditures totaling $42,243.86; Water Fund expenditures totaling $41,716.03. Roll Call: 6 yes. Approved. Motion was made by Runyon and seconded by Drain to approve the payment of outstanding invoices totaling $118,029.58. Roll Call: 6 yes. Approved.
Minutes: Motion was made by Drain and seconded by Buck to approve the minutes of the Regular Board meetings of April 10, 2017 and the Special Board meeting of May 1, 2017. Approved
Consent Agenda: Motion was made by Runyon and seconded by Buck to accept the following items under the consent agenda consisting of the Financial Reports for April 2017; the General Ledger report of revenues and expenditures for April 2017; the Zoning/Building and Permits report for April 2017; the Public Safety Report of April 2017; the Senior Center Advisory Board meeting minutes of April 12, 2017; the Parade Committee Minutes of March 14, April 4 and April 12; and Election Committee Minutes of April 25, 2017. Approved.

SUPERVISOR RPORT: Supervisor Herlein updated the board on Legal matters pending; Sewer Negotiations; M-60 MDOT meetings; local road millage; Non-motorized Trail Grant; Sewer lagoon complaints; looking to find summer grounds keeping help.
NEW BUSINESS: Fire Chief Services: Supervisor Herlein presented an amendment by means of a resolution from Summit Township to increase their portion of the Shared Fire Chief Services to $5500 per month beginning June 1, 2017 and lasting until the end of the contract in 2018. Motion was made by Drain and seconded by Runyon to accept the amendment as written. Roll Call: 6 yes. Approved.
Right of First Refusal: The County of Jackson informed the Township of two pieces of property in Spring Arbor Township that are being foreclosed and going up for tax auction. The Township has the right of first refusal on these properties. Buck made a motion that the Township allow these two properties to go for tax auction. The second was by Stonestreet. Roll Call: 6 yes. Approved.
Western Athletic Boosters: The Western Athletic Boosters Club asked for support by resolution to recognize them as a non-profit organization in the community for the purpose of obtaining a gaming license. Motion was made by Gibbs and seconded by Buck to approve the resolution to recognized the WABC as a not for profit organization. Roll Call: 6 yes. Approved
PUBLIC/BOARD COMMENT: Dave reported that a meeting will be held in the township office on May 22 from 6:00 to 7:30 p.m. regarding the Bio-waste product being used in our area. Rep. Julie Alexander will be facilitating this meeting.
