MINUTES OF THE ORDINARY MONTHLY COUNCIL MEETING OF THE MULLEWA SHIRE COUNCIL HELD IN THE COUNCIL CHAMBERS ON WEDNESDAY 19 APRIL 2000 AT 2:04PM.

0004.4 MINUTE NO. 0003.17: WOOLGORONG ROAD – SUPPLY OF MOTOR TRAFFIC PASSES AND CONDITION OF

The Chief Executive Officer advised that a letter had been written to Mr Tim Officer advising that the funding of Motor Traffic Passes will be a budget consideration.

0004.5 MINUTE NO. 0003.19: GERALDTON-MOUNT MAGNET ROAD – CONDITION OF

The Chief Executive Officer advised that he would continue to monitor progress on the tracking of some heavy vehicle combinations on the Geraldton-Mount Magnet Road.

The Chief Executive Officer was requested to consider the necessary requirements for pool maintenance and upgrading and supply a list of such requirements to the Health, Building and Town Planning Committee.

0004.12 MINUTE NO. HB0004.08: MASONIC LODGE – FUTURE OF

Councillor Newman advised that Mrs J Richards, widow of the late Mr Jim Richards, is prepared to donate his Past Master jewel to the Mullewa community.

The Council resolved to accept this generous donation and to seek to have it mounted on display, with appropriate wording, at the Mullewa Tourist Information Centre.

0004.15 BUSINESS ARISING FROM THE MINUTES:

0004.16 MINUTE NO. W0004.03: TENINDEWA-BINNU ROAD – DEVELOPMENT OF

That the Chief Executive Officer have a sign erected at Tenindewa alerting the public to the likelihood of flooding of the Greenough River at the crossing on the Yuna-Tenindewa Road under adverse weather conditions. The Chief Executive Officer was also requested to write to farmers advising that Council anticipates funding for a 7 metre bitumen road and ask them if they would be prepared to donate the land to enable the road widening, similar in some respects to the arrangement for the widening and fencing of the Mingenew-Mullewa Road. The Council may be able to assist with fence and erection costs if government funding is secured.

 Mr Norbert Marwick, Council’s Works Supervisor, entered the meeting at 3:25pm.

The Chief Executive Officer introduced Mr Marwick to Councillors in attendance. General discussion on road conditions and location of graders with the following being directed for his attention:  Stop Signs – on eastern edge of Dean Road at junction with Pindar-Tardun Road  Erangy Spring Road – inspect and fill gravel holes

 Mr Marwick left the meeting at 3:39pm.

 Revoke the following local laws: General & Dogs Camels Straying Stock Poundage Fees Pipes under Roads Long Service Leave Uniform General Building Bylaws Noxious Weeds Adopt Model Bylaws for Motels Petrol Pumps Metric Conversion Swimming Pools,

 Adopt Model Local Laws to replace the following local laws: Cemetery Halls Shrubs, Refuse, Rubbish & Material from Land Swimming Pool (Control & Management) Prevention of Damage to Streets Management of Town Hall & Buildings Swimming Pool Signs, Hoardings & Bill Postings Dogs Trading in Public Places, and

 Undertake a review in accordance with National Competition Policy guidelines of the following local laws: Caravan Parks & Camping Grounds (No. 2) Mobile Rubbish Bin Laws.”

 purchase Mullewa Town Lot 272 from the Department of Land Administration for the sum of $20,000.00 and costs of $133.00, for the purpose of public park, public carpark and industrial development, and

 affix the Municipal Seal to the transfer documents.”

The Chief Executive Officer advised that he was able to secure the services of Mr Chad Butler-Henderson to provide services in accordance with the Dog Act and Dog Regulations. The appointments of Messrs Murray and P Ranford would need to be cancelled.

0004.27 REZONING APPLICATION – LOT 4 MAITLAND ROAD

The Chief Executive Officer advised that correspondence had been received from Elders Ltd in which it is considering the possibility of purchasing Lot 4 Maitland Road for the expansion of its existing business. It would like to have Council undertake a re-zoning of that Lot to reflect its current business activity on Lot 5.

The Council has the option to introduce Additional Rights use to allow for a more appropriate zoning which will then permit an expansion to the existing business.

“ That an Additional Use rights clause be inserted in the Mullewa Town Planning Scheme in respect of Mullewa Lot 4 (Maitland Road), for the purpose of commercial development.”

0004.28 GENERAL BUSINESS:

0004.29 OUR LADY OF MOUNT CARMEL CHURCH – CONSERVATION WORKS

Councillor Thomas advised that it was likely that a Lotteries Commission grant may be able to be received for conservation works to the Church. Any grant would be better received if it could be shown that assistance from the local authority was also forthcoming. She requested some indication of assistance from the Council.

It was resolved that the sum of up to $4,000.00 is to be listed for 2000/2001 budget consideration.

0004.30 SIGNAGE – WUBIN-MULLEWA ROAD AT CBH

Councillor Thomas asked if Main Roads WA could be approached again to position ‘Trucks Entering’ signs adjoining CBH on the Wubin-Mullewa Road during harvest times.

0004.31 ROAD REPAIRS – SOUTHERN END OF LOVERS LANE

Councillor Freeman requested that the large pothole on the southern end of Lovers Lane, at its junction with the Geraldton-Mount Magnet Road, be filled in.

0004.32 TOWN STREETS – CONDITION OF

Councillor Wainwright requested that attention be paid to the condition of the road verges surrounding Our Lady of Mount Carmel Church and along Doney and Stock Streets.
