Agenda for Parks & Square Committee Meeting

Tuesday 15 March 2016 at 7.15 p.m. in the Youth Centre

I hereby give notice a meeting of the Parks and Square Committee to be held in Stow Youth Centre, 7:15pm on Tuesday 15th March 2016. All Committee members are hereby summoned to attend to consider the business agenda as set out below. All decisions must take note of the requirements of the Council Code of Conduct & also Section 17 of the Crime and Disorder Act 1998, to take all practicable steps to prevent & detect crime and disorder.

Public Participation (up to 15 minutes)

If you wish to speak about any concerns you wish to draw to the Council’s attention, you may speak for up to three minutes, when directed to do so by the Chairman. There is an opportunity after the meeting to raise any other issues.

Rules dictate that members of the public may not take part in the Town Council meeting unless invited to do so by the Chairman.

AGENDA

1. To receive apologies from members unable to attend.

2. Declarations of interest Members must declare the existence and nature of any interest as it arises.

3. Formal announcements from the Chair

4. Minutes: to accept the minutes of the Parks & Square Committee held on 23 February 2016 as a correct record.

5. Clerks Report a) The application to delist the Stocks has been submitted to Historic England. Further details have now been requested. b) The pollarding of lime trees contract has been awarded to Dowdeswell Forestry and will be actioned from 18th March, following permission from CDC c) To do: Tree Survey: Still waiting from response from Highways to identify who owns which trees. d) The new gate at KGF has been installed e) CGS will be seeding the green, cutting back the church yard yews, returning the Blachere lights, clearing hedges in the allotments this week. Planned is the first cut on the cricket field before Easter. f) The next playground inspection by ROSpa has been confirmed for April 2016. g) A resident has queried the ownership of trees on Park St. h) Work on the boundary of QEII Field.

VIC a) The Chairman to report on the current situation on The Tourism Charter in Stow. (Docs given at last meeting) b) To consider the a final design for the sign. 6. The Bell. Current situation update. Consider registration of common land? 7. Queens 90th Birthday. a) Birthday is 21.04.16. Stow will light the Beacon. Registered officially Entertainment has been agreed with Hatwells small rides and candy floss, SC.to report on catering arrangements. Ground Force agreed to provide fireworks, report from meeting, KB. Who will organise the posters and advertising? Risk assessments to be raised?

b) Discuss possible celebrations for the weekend of 11th June 2016.

c) In commemoration, The Civic Society would like to plant a tree. To agree details.

8. Christmas: Christmas lights: To review the quote for an electrical survey to make installation good and safe. Confirmed, payment for electricity powering the lights 2015 has been made.

9. Garden Open event; To receive reports on the possibility of this event from DW and MC

10. Chaplin’s Circus: Confirmed 22.05.16 – 30.05.16. (Over the Spring Bank Holiday) To discuss any other arrangements, possible site meeting?

11. Fair grounds; Hatwells have agreed to the proposed dates, Thur 16th June – Sun 19th June 2016. To confirm location, timing, Square closure? Publicity? and other arrangements, plus who will do what. See copy of email.

12. Strategy 2016/2017. To agree 4 priorities form this committee to be included in the 5th April council meeting

19. Events Committee. To formerly agree who will organise and co-ordinate this. Agree a brief and reporting system.

Any other business for future meeting To review the ongoing contract with CGS for maintenance works To set a date for the community working party, for clean up Stow 2016. To agree a general walk about to list maintenance jobs to be done in the town. Possible working group for Bonfire and Christmas events Which markets do we want in the square?
