Introduction

The purpose of this international immersion course is to learn more about U.S. public policy and leadership through a comparative lens, using Vietnam as our living laboratory. Building on Mark O. Hatfield School of Government’s relationship with several public organizations in Vietnam, this course offers EMPA cohort members an intensive on-the- ground learning experience in Hanoi, Ha Long Bay, Da Nang, Hoi An and surrounding areas. Course topics include polity characteristics of Vietnam compared to the U.S., cross-cultural explorations of public leadership concepts with Vietnamese public professionals, and structured opportunities for the discovery of Vietnam’s cultural heritage.

Course Objectives

After completing this course, EMPA cohort members will:

1. Have a deeper understanding of the comparative differences in public policy and leadership in the U.S. and Vietnam; 2. Be able to work more effectively in cross-cultural team settings with Vietnamese officials on real time policy and leadership challenges of mutual importance to both the U.S. and Vietnam; and, 3. Be able to incorporate new acquired public policy and leadership insights from Vietnam into cohort member workplaces in Oregon.

These course objectives address the following MPA, MPA-HA, MPH, EMPA program competencies – drawn from the approved list of 10 standard competencies -- that all EMPA graduates are expected to master:

Respond to and engage collaboratively with diverse global cultures and communities to address challenges in the public interest. 10. Think critically and self-reflectively about emerging issues concerning public service leadership, management and policy.

Part of this course overlaps with the sequence companion class EMPA 557: Public Leadership and Cultural Competence.

Prior to the Vietnam trip, you will be posting your thoughts and ideas in response to the following 2 questions. A minimum of one posting (about 1 page single spaced) for each question is required. Required D2L Discussion Question #1 (Due October 11, midnight) “ What do you expect to learn about public policy from your international field trip to Vietnam?” Based on Dr. Huan Dang’s required reading, what do you expect to learn about differences between the policy process in the U.S. and Vietnam during this trip? Required D2L Discussion Question #2 (Due October 11, midnight) “ What do you expect to learn about public leadership from your international field trip to Vietnam?”

2. Active Participation in Vietnam Visit

All EMPA members are expected to be active participants in the entire Vietnam program. This will require some self-organizing around various cultural and content events, and the sharing of various team responsibilities.

3. Creative Reflective Journal

Each EMPA member will keep some type of journal which captures your daily activities and thoughts throughout the visit. Be creative with your journal as a way of summarizing your learning experiences related to this experience You may choose any medium for your journal including a written format (like a diary or an internet blog) or visual storytelling in the form of pictures, a facebook page, a video, an art portfolio, poetry, etc. As Moua (2010) suggests in Chapter 4, page 77, one of the useful tools in developing cultural strategic thinking is to journal your thoughts related to your cultural experiences. Journaling your cultural experiences helps you become a better “observer” (Moua, 2010, p. 78), and allows you to practice your “active listening” skills (Moua, 2010, p. 79). Instructors will examine the individual journals at the end of the Vietnam trip. However, they are intended to be personal and do not need to be submitted or shared with other EMPA team members.

4. A Final Reflective Paper on “Comparative Public Policy and Leadership” through the cultural lens of Vietnam (due Nov. 8th)

Each EMPA member will prepare a Final Reflective Paper that summarizes reflections on your experience in Vietnam related to the themes of comparative public policy and/or public leadership. Select one or more policy and/or public leadership arena(s) covered during the Vietnam Field trip. Compare Vietnamese public policy/leadership with that of a selected US government entity of your choice. Describe key elements of the policy/leadership, as well as similarities and differences. Analyze what political, economic, social, cultural, and historical factors affect the similarities and differences in the policy/leadership between Vietnam and the US government entity of your choice. Consider applying frameworks for cultural comparison included in your PA 547 Cross Cultural Public Leadership course readings: e.g. Hofstede’s cultural dimensions, E.T. Hall’s high/low context, GLOBE study dimensions, Dr. Huan’s Polity Comparisons, etc.

Summarize your analysis using the “Comparative Analysis” table like the one below and include in your paper.

Your final paper should include the following:  Introduction: overview of the paper.  Clear description of the polices / innovations you observed in Vietnam  A comparative analysis of two examples of policies and/or leadership challenges using the table above.  Conclusion: what you learned from the comparison of the policies / leadership challenges between Vietnam and the US and what concepts & insights from the Vietnam experience can be used by you and your organization here in the U.S.

The paper should be no longer than 20 pages, double-spaced, 12-point font, formatted in either APA or Chicago style. Submit your paper to D2L by midnight of November 18th.
