ANDREW J. 12 CHISHOM, PASTOR OF ZION CHAPEL BAPTIST CHURCH 13 NO. 1 IN RICHLAND COUNTY FOR HIS TEN YEARS OF 14 OUTSTANDING SERVICE AND LEADERSHIP OF THIS 15 GREAT HOUSE OF GOD. 16 17 Whereas, during the week of July 10, 2000, through July 16, 2000, 18 the congregation of Zion Chapel Baptist Church No. 1 in Richland 19 County will celebrate Dr. Andrew Chishom’s tenth anniversary as 20 its pastor; and 21 22 Whereas, Dr. Andrew J. Chishom received his undergraduate 23 degree in criminology from the University of Maryland, and both 24 his Masters and Doctorate degrees from the University of Georgia, 25 and has completed studies for his Masters in Theology at the 26 Lutheran Theological Southern Seminary and Post Doctorate 27 studies at Harvard University; and 28 29 Whereas, he served his nation with distinction from 1963 to 1966, 30 as a member of the United States Air Force, and since 1979 has 31 been a member of the United States Navy’s Ready Reserves; and 32 33 Whereas, Dr. Chishom was appointed as the first 34 African-American Juvenile Parole Officer in South Carolina in 35 1969, and has served as Chairman of the Greenville, South 36 Carolina, Drug Abuse Council; and 37 38 Whereas, in 1971, former Governor Jimmy Carter appointed Dr. 39 Chishom as the first African-American Probation Supervisor in the 40 State of Georgia; and 41
1 [5161] 1 1 Whereas, in 1974, he was employed as the first African-American 2 Professor in the College of Criminal Justice at the University of 3 South Carolina; and 4 5 Whereas, in 1976, President Jimmy Carter appointed Dr. Chishom 6 as the first African-American United States Marshal in the South 7 since Reconstruction; and 8 9 Whereas, today, Dr. Chishom serves as a full-tenured Professor in 10 the College of Criminal Justice at the University of South 11 Carolina, and in 1990 was recognized by the University’s Mortar 12 Board as an “Outstanding Professor”; and 13 14 Whereas, he also serves as director of the nationally recognized 15 Southern Region Violence and Substance Abuse Prevention Center 16 whose mission is to assist school-based sites in ten Southern cities 17 to address crime, violence, and substance abuse prevention among 18 students; and 19 20 Whereas, Dr. Chishom’s many accomplishments include 21 Co-founder, first National Chairman and Chairman Emeritus of the 22 National Association of Blacks in Criminal Justice (NABCJ); 23 Founder and President of the National Institute for the Prevention 24 and Treatment of Substance Abuse; Founder and Chairman of the 25 Five-Point Youth Violence Prevention Program; Founder of the 26 Columbia Midnight Basketball Program; and serving as a criminal 27 justice consultant to the State of Florida, Scotland Yard, the 28 country of Egypt, and the United States Department of Justice; and 29 30 Whereas, the members of the General Assembly of the State of 31 South Carolina would like to take this opportunity to publicly 32 recognize Dr. Chishom, one of our State and nation’s distinguished 33 men of God on the occasion of his tenth anniversary of pastorship 34 at Zion Chapel Baptist Church No. 1. Now, therefore, 35 36 Be it resolved by the House of Representatives, the Senate 37 concurring: 38 39 That the members of the General Assembly of the State of South 40 Carolina, by this resolution, commend and congratulate Dr. 41 Andrew J. Chishom, Pastor of Zion Chapel Baptist Church No. 1 42 in Richland County for his ten years of outstanding service and 43 leadership of this great House of God.
