1. OPENING OF THE SESSION 1.1 The informal meeting of the presidents of technical commissions (I-PTC) was opened on Monday, 14 May 2007 at 17h55 in the “Centre international de Conférences de Genève” (CICG) in Geneva by Dr A.M. Noorian, the First Vice-President of WMO. The list of participants is given in Annex I.

1.2 Dr A.M. Noorian welcomed the presidents of technical commissions to the meeting.

2. ADOPTION OF THE AGENDA

2.1 The meeting adopted the Agenda as reproduced in Annex II.

3. ITEMS FOR DISCUSSION AT THE 2007 JOINT MEETING OF PRESIDENTS OF TECHNICAL COMMISSIONS AND PRESIDENTS OF REGIONAL ASSOCIATIONS

3.1 The meeting agreed on the possible items for the joint Meeting of Presidents of Technical Commissions (TCs) and Presidents of Regional Associations (RAs), to be held on 24 May 2007 at 17.30 in the CICG. Due to the time available for the joint meeting, one hour, the number of the items was decided to be kept to minimum. The agreed items are: 1. Discuss mechanism for strengthening linkages between Regional Associations and Technical Commissions. (A) Examples in the area of DPM i. AeMP/DPM Pilot Project for RA II and RA IV ii. Enhancement of Maritime Safety in the different regions using Regional Pilot Projects (e.g. West Africa / Caribbean Region) iii. Severe weather forecasting project (B) WMO contribution to the IPY legacy 2. Volunteerism in the work of Technical Commissions and Regional Associations Reference Cg-XV/Doc. 7.4(1), paragraph 7.4.23 (paragraph 7.4.31 in the Pink Doc). 3. Implementation of RCCs and RIC’s. 3.2 The PTC agreed that there is a need for the technical commissions to be aware of what goes on in all of the regional associations (RAs), the presidents are often only aware of activities in certain RA’s. It would also be useful to know which TC’s are especially important to a certain RA and vice versa.

4. PRELIMINARY DISCUSSION ON A POSSIBLE AGENDA FOR THE 2008 MEETING OF PRESIDENTS OF TECHNICAL COMMISSIONS 4.1 A list of proposed items for the 2008 Meeeting of Presidents of Technical Commissions, as put forward by the Secretariat, is in Annex III. 4.2 The Deputy-Secretary General, Prof. Hong Yan, suggested to focus only on a few items in the next meeting. As the presidents are informed regularly by the Secretariat, the presidents agreed that many of the items in Annex III could be given as background information and that having these items on the agenda would be repetitious. The meeting felt that more interaction and discussion in the PTC meeting and less presentations on activities would be beneficial. 4.3 It was suggested that it would be useful if Congress or EC would put forward items needing discussion by the PTC. The meeting discussed the proposition that technical commission presidents prepare papers on items that they would like to bring to the PTC meeting. It was I-PTC-2007/Final Report, p. 3

felt that it would be good for a president to inform the other presidents what is important in his particular commission, the others might not be aware of these items. This information would be good background for discussion. 4.4 The special advisor on IPY requested for IPY to be kept on the agenda noting that the PTC meeting has been very useful for him. 4.5 There was a comment on the diminishing funds in the WMO budget for the technical departments and a question on how could the PTC influence the budget. The PTC would like to have the Strategic Plan next phase discussed at PTC, also an item on the Secretariat Operating Plan should be considered. 4.6 D/CCC, Mr Dieter Schiessl, noted that the next Strategic Plan needs to have TC and RA input. He also noted that the PTC need to get involved in the pilot projects of WIGOS. Two of the pilot projects will be close to implementation by the time of the PTC 2008, so the 2008 meeting should review this area. Commitments from the PTC are needed. It was noted that the technical commission presidents need to be working from the same platform in PTC, and not as individuals. 4.7 It was suggested that the presidents be requested to propose PTC meeting topics, out of which 3-4 would be chosen for discussion. These could contribute to the WMO vision down the road. The topics could be chosen by iteration process. 4.8 It was decided that the Secretariat will remind the presidents of the above in a few months time.

5. DATE OF THE 2008 MEETING 5.1 It was agreed that a suitable time as late as possible in January 2008 would be sought for the next meeting. The Secretariat was asked to be in touch with the presidents in a few months time to settle the date.

6. CLOSURE OF THE SESSION

6.1 The meeting closed on Monday, 14 May 2007, at 18:35 hours.

POSSIBLE AGENDA ITEMS FOR THE 2008 MEETING OF PRESIDENTS OF TECHNICAL COMMISSIONS

Proposals:

1. The Role and Terms of Reference of the PTC

The meeting will discuss the reviewed role and terms of reference of the PTC, prepared by the PTC Task Group for TORs.

2. Update and Discussion on the WMO Information System

The meeting will be informed of the work and progress achieved on the WMO Information System. This will include discussion on the observation and data exchange with aviation users and the intended integration of oceanographic data exchange and management into WIS.

3. Update and Discussion on the Quality Management Framework

The meeting will be informed of the work and progress achieved on the Quality Management Framework. Specifically the lack of resolve in most TC’s and regions with regard to the implementation of ISO-certified QMS will be discussed with specific attention to their affect on the provision of aeronautical met services, where an ICAO Recommended Practice is planned to be upgraded.

4. International Polar Year 2007-2008

The meeting will be informed on the status of one year period of IPY implementation, including preparation for the First IPY Conference (8 - 11 July, St Petersburg, Russia). The PTC will be invited to review the activities of the Inter commission Task Group on IPY during inter sessional period and provide guidance to the ITG and technical commissions on their role in IPY and post IPY activities.

5. Integration of WMO Observing Systems

The latest developments in the integration of WMO observing systems will be discussed.

6. Climate Data

The issue of automatic weather systems (AWS) and their impacts on climate observations, the Climate Data Management Systems, and status of exchange and users needs of CLIMAT and CLIMAT Temp will be discussed. In addition the meeting will take note of the plans for enhanced collaboration between CCl and JCOMM on Marine Climatological Summaries Scheme.

7. Status of the Implementation of the Natural Disaster Prevention and Mitigation Programme

The meeting will discuss the mechanisms for effective coordination across technical commissions for the implementation of the DPM Programme relevant to the commissions, and Inter-commissions DPM Programme related project areas. On the basis of Member requirements and priorities as well as on-going projects of technical commissions, a number of crosscutting projects have been identified, which require inter-commission cooperation. Furthermore, based on emerging Member needs and opportunities in disaster risk reduction, there is need for a systematic mechanism for identification, prioritization and implementation of new inter-commission project areas and activities. In this regard, the role of PTC and DPM focal points of the technical commissions are to be considered. I-PTC-2007/Final Report, Annex I, p.2

8. Status and Plans of the Global Earth Observation System of Systems

The meeting will be informed on WMO activities since the last PTC related to the 10-Year Global Earth Observation System of Systems (GEOSS) Implementation Plan.

9. The Evolution of NMHSs and WMO

The meeting will be provided with information relating to the evolving role of WMO and NMHSs.

10. Maritime Metocean Services Conference (IMMSC) 2008

The meeting will be informed on the status of the planning for the International Maritime Metocean Services Conference (IMMSC) 2008 (Exeter, UK, 5-9 October 2008), that aims to establish and agree on international Met-ocean Services requirements, identifying shortcomings of the present systems and reviewing long and short-term solutions.

11. Volunteerism in the Work of Technical Commissions and Regional Associations

With reference to Cg-XV/Doc. 7.4(1), paragraph 7.4.23, the meeting will be informed of Congress XV agreement on the question of nomination for membership in technical commissions’ and regional associations’ subsidiary bodies (rapporteurs, working groups, OPAGs, expert teams) and the associated procedures.

12. Informal Discussion of Issues of Common Interest to PTC.

The PTC is invited to discuss freely issues of common interest.
