MINUTES FRANCONIA BOARD OF SELECTMEN MEETING Tuesday, January 9, 2012 A meeting of the Franconia Board of Selectmen was held at 3:00 pm on Tuesday, January 9, 2012 at the Franconia Town Hall. Regular members in attendance were, Rich McLeod, Rollie Barnaby, Sally Small and Suzy MacDonald. Guests of the Board –Jack Cook, Sugar Hill Select Board and Easton Select Board members Also: Rich McLeod called the meeting to order at 3:00 pm.

SELECTMEN’S TIME:

BOS Minutes 01/03/2012: Formal readings of the January 03, 2012 BOS meeting minutes were waived. The minutes of January 3, 2012 were approved as written.

FOR CONSIDERATION OF APPROVAL:

Checks and Transaction List for 01/12/12: The Board reviewed and signed the checks and transaction list for 01/12/12. Forrest Warden Appointments – The Forrest Warden Appointments were signed by the Board of Selectmen. Intent to Cut – Spinelli Holdings (Map 4/Lot 28-7, 28-8, 28-9) – The Intent to Cut for Spinelli Holdings was signed by the Select Board.

APPOINTMENTS:

3:45 - Jack Cook – Energy Team – Jack Cook presented the Select Board with 4 people to be appointed to the Energy Commission – Jack Cook, Mark Prell, Mogens Jessen, and Kim Cowles. Jack would also like to include a representative from North Country Council, Profile School Board, and Lafayette School Board. Also discussed was having a member from the Planning Board. Sally will prepare the appointments and stagger the terms. 4:00 – Tri Town Transfer Station (John Strasser, Dick Bielefield, Tom Boucher, Greg Wells, Margo Connors) – Greg Wells discussed with the group the Tri Town Transfer Station budget for the 2012 year. The Transfer Station will not be paved as previously thought. Greg has looked into power York raking and that may be able to be done twice a year at a very reasonable cost. There is currently money in the Transfer Station Capital Improvement Fund that could fund this. There also appears to be a drainage problem this year. Previously a French drain had been put in and is now plugged. The drain will need to be fixed in the spring. There is enough money in the contingency fund for this repair. Eventually a more permanent solution for the problem will be sought.

01-09-2012 Page 1 Margo Connors would like for Sally to email her the current wages for the Transfer Station. Also discussed were the “bags” and the current supply. Both large and small bags will be ordered in 2012. 4:30 – Tri Town Recreation –Kim Cowles (John Strasser, Dick Bielefield, Tom Boucher, Greg Wells, Margo Connors, Gordie Johnk and Susan Ford) All of the highlighted changes were discussed on the 2012 budget worksheet with the group. In the past the Adventure Program has been combined with Bethlehem. That may not happen this year which may cause an increase in payroll for the Tri Town Recreation. Also, parent surveys were sent out and an impressive amount were returned. There may be a need to extend the hours of the summer program on either end of the day. The rink is reaping the benefits of the new paving. Painting of the rink will be done in the spring. Still being investigated is a roof for the rink area. Also discussed was the number of children from each town that attend Lafayette School. Gordie will give Sally a breakdown and from that she may be able to better distribute the cost to each town based on number of children.

Franconia Notch Chamber – 01/10/2012 – Annual Meeting Sign up to run for Town Office is from January 25, 2012 thru February 3, 2012. The January 16, 2012 meeting will be held on TUESDAY, January 17, 2012 at 3:00pm due to the Holiday. The Budget Hearing will be on February 13, 2012 at 7:00pm at the Town Hall.

Selectman McLeod adjourned the meeting at 4:45 pm.
