FARIBAULT COUNTY BOARD OF COMMISSIONERS OFFICIAL PROCEEDINGS OCTOBER 3, 2006

The Faribault County Board of Commissioners met pursuant to the recess of September 19, 2006 at the Courthouse in the City of Blue Earth at 9:00 a.m. on October 3, 2006. The following members were present: Bill Groskreutz, Loren Lein, Tom Loveall, Barb Steier, and Tom Warmka, Commissioners. County Auditor John Thompson and County Attorney Brian Roverud were also present.

Chairman Groskreutz called the meeting to order.

The pledge of allegiance was recited.

Warmka/Loveall motion carried unanimously to approve the synopsis and official proceedings of the September 19, 2006 regular meeting.

Loveall/Steier motion carried unanimously to approve agenda of October 3, 2006.

The calendar was updated. Committee reports were presented.

No member of the public appeared during public comment.

* * * * *

A drainage workshop will be set up for the afternoon of the second board of commissioners meeting of the month.

Loveall/Warmka motion carried unanimously to send letters to set up a meeting to discuss grass strips with FSA.

A situation on parcels less than 5 acres was discussed.

10-03-06 -99- Treasurer Dave Frank met regarding office business.

Loveall/Warmka motion carried unanimously to approve the following ISTS loans: $6,800 to Brian Millman on Parcel No. 15.033.0301 in Prescott Township; $5,429.28 to Kevin Severson on Parcel No. 11.019.0300 in Kiester Township; $5,021.11 to Douglas Bruckhoff on Parcel No. 04.026.0101 in Barber Township; $4,548.16 to Robert Stenzel, Etal on Parcel No. 04.013.0400 in Clark Township; $10,016.28 to Arlen Erdahl on Parcel No. 08.012.0600 in Emerald Township; and $8,008 to Allan Thompson on Parcel No. 02.005.1100 in Blue Earth Township.

Regional Extension Director Kelly Kunkel met to update the board on extension activity.

Warmka/Steier motion carried unanimously to adopt Resolution 06-CB-37 proclaiming October as Domestic Violence Awareness month. Commissioners Groskreutz, Lein, Loveall, Steier, and Warmka voted yes.

R E S O L U T I O N

WHEREAS, the crime of domestic violence is a serious crime that affects people of all races, ages, income levels, and sexes; and

WHEREAS, the crime of domestic violence violates an individual’s privacy, dignity, security, and humanity, due to systematic use of physical, emotional, sexual, psychological and economic control and/or abuse; and

WHEREAS, in our country, more than, three women are murdered by their husbands or boyfriends every day, and approximately 1 million incidents of domestic violence were reported in the United States in 1998; and

WHEREAS, only a coordinated community effort will put a stop to this heinous crime; we need survivors, shelter and supportive service providers, the clergy, law enforcement official, health care providers, and other concerned citizens to help in the effort to end domestic violence. We must recognize the compassion and dedication of these survivors, volunteers and professionals, applaud their efforts, and increase public understanding of this important problem; and

WHEREAS, our community response must be centered around improving victim safety and holding perpetrators of domestic abuse accountable for their actions against individual victims and our society as a whole.

NOW, THEREFORE, we do hereby proclaim the month of October as

Domestic Violence Awareness Month

10-03-06 -100- And urge all citizens to observe this month by becoming aware of the tragedy of domestic violence, supporting those who are working toward its end, and participation in community efforts.

Steier/Loveall motion carried unanimously to approve request of T. Duit and M. Gormley to attend a two-day death investigation course at Breezy Point; B. Blakesley to attend a two-day individual sewage treatment continuing ed. at Owatonna.

Public Works Director John McDonald met regarding office business.

A construction update was presented.

The snow removal policy was reviewed.

Various alternatives for the septic system in Woods Lake Park were discussed. McDonald recommended that two bids be sought. One bid to include the bathhouse and one that does not include the bathhouse.

Steier/Warmka motion carried unanimously to obtain quotes for a septic system in Woods Lake Park with the option to exclude the bathhouse.

Steier/Loveall motion carried unanimously to approve the request of B. Blakesley to attend the 2006 MACPZA annual conference in New Ulm.

A hearing was convened to discuss a County Forfeited Tax Policy. No action was taken at this time.

Loveall/Warmka motion carried unanimously to pay bills totaling $93,127.06 as follows:

COUNTY REVENUE FUND $ 39,385.59

PUBLIC WORKS FUND 24,682.00

COUNTY LIBRARY FUND 1,239.82
