Hudson County

Overview

Hudson County is located in Northeastern New Jersey, across the Hudson River from Manhattan. Hudson County is made up of 46.6 square miles of land and another 15.6 square miles of water, making it the smallest county in New Jersey. As of 2000, Hudson County had a population of approximately 608,975 with around 13,240 persons per square mile (http://www.hudsoncountynj.org/downloads/masterplan/chapter3x.pdf).

As shown in the map below, Hudson County includes Bayonne, East Newark, Guttenberg, Harrison, Hoboken, Jersey City, Kearny, North Bergen, Secaucus, Union City, Weehawken, and West New York.

Hudson County’s population is expected to be 614,310 by 2010; this increase in residents will most likely increase the demand for viable public transportation in the county.

Vacant land is colored white. We can see that residential and industrial land make up a significant portion of the county’s total land use.

3 Employment

There are a wide variety of employers in Hudson County covering many different industries. A complete list of employers, divided by city, including address and number of employees is available at (http://www.hudsonedc.org/hudson-employers.pdf). This information is critical in the process of deciding where to place PRT stations to serve the employees of Hudson County. Below is a breakdown of employment by industry in Hudson County in 2003.

Recreation

Within Hudson County there are 3,382 acres of parks and open spaces (http://www.hudsoncountynj.org/downloads/masterplan/chapter7x.pdf). We can see the location of this land on the “Green Map” below. There is also a planned Hudson River Walkway, projected to stretch 18 miles along the Hudson River. There will be a need for PRT station access near the open spaces of Hudson County, as well as near the Hudson River Walkway.

4 5 Below is acreage data for the park and open space facilities in Hudson County. What stands out at first glance is the size of Liberty State Park (1,122 acres) compared to any other park in the county. This park in Jersey City will need PRT station access to accommodate visitors from both inside Hudson County and also tourists from other places (http://www.hudsoncountynj.org/downloads/masterplan/chapter7x.pdf).

8 Housing

The table below depicts the growth in total housing units in Hudson County; again, it is divided by geographic area within the county.

Looking at the following data we see the large percentage of multi-family residences authorized, compared to single-family residences in Hudson County. This means that a PRT system would benefit the county because many residents are concentrated in multi-family buildings such as apartments. With concentrated residents, we would need fewer PRT stations to serve everyone.

9 Existing Transit Service in Hudson County

Hudson County has an extensive public transportation infrastructure in place. In 2004 New Jersey Transit (statewide public transportation provider) set a record for number of riders on the system’s trains, light rail, and buses. There were over 225 million passengers in 2004, which was a 4.5% increase over the number in 2003 (http://www.hudsontma.org/newsletters/HudsonTMASpring2005.pdf). In Hudson County public transit services include buses, light rail, NJ Transit, PATH, and ferry and water taxi service to New York. The following map shows the Hudson-Bergen Light Rail system, operated by New Jersey Transit.

10 PRT Network

The integration of existing transit services with a new PRT network is a top priority. Below is a map of all the public transit alternatives in Hudson County, including bus service, light rail service, PATH service, and New Jersey Transit rail service. On the right side is a map depicting our new PRT network for Hudson County.

Hudson’s PRT network will consist of 100 stations with 43 interchanges. It will require approximately 126 miles of urban guideway, as our strategy is to utilize existing roadways and thoroughfares in an effort to minimize the demolition of existing buildings. The PRT network is designed as a grid system, with the majority of guideway and stations located along the county’s major roadways. Stations will be built within walking distance from major urban areas and existing transit options. Another factor that was considered when designing the network was the location of schools and businesses, as mentioned above. The goal of the PRT network is to provide a “ubiquity of access” such that 90% of trip origins and destinations are within 3/8 mile radius of a PRT station.

11 Below are the population figures from the 2000 Census for the districts of Hudson County. Total population is broken down into commuters and those commuters who opt to use public transportation for their commutes. We also give a mean travel time to work for each district in Hudson County.

In terms of cost for the PRT network, we will assume that each station costs $1 million and each mile of urban guideway costs $3 million to build. Using these estimates, our total station cost is $100 million, our track cost is $377 million, and our total cost estimate is a little over $477 million. If we want an upper bound on costs, we can assume that each station costs $2 million and each mile of urban guideway costs $10 million. These assumptions lead to a station cost of $200 million, a track cost of $1.26 billion, and a total cost of $1.46 billion. With over 600,000 residents, this breaks down to approximately $780 to $2400 per person. The table below details the station and track numbers for each district within the county, along with the costs associated.

In our PRT network, Jersey City has the most stations at 31. It also has the most guideway with 41.8 miles of track. Below we estimate usage statistics for the PRT Network. The population served per station is estimated by dividing the total district population by the number of stations in that district. Commuters per station are estimated similarly. If we assume that 15% of commuters will use the PRT system, around 39,700 passengers will ride each day. At 25% of commuters, PRT usage increases to around 66,100 passengers daily. The average population served throughout the county is 6,090 people per station. Obviously, more densely populated regions will have increased volume on the PRT network.

15 Conclusions

PRT is a fast, convenient, cost-effective transit solution. Our network offers wide access to all districts of Hudson County. The PRT system is also much more eco-friendly than other more traditional modes of transportation. The network will ease the traffic congestion caused by automobiles which will not only reduce accidents but also save commuters valuable time. PRT in Hudson County will save lives and save time for New Jersey residents and visitors. Ultimately, PRT will be a lucrative revenue generator for Hudson County. 34% of commuters already rely on public transportation and PRT will capture a significant share of this market as residents experience the benefits of a futuristic transportation system today.
