Pitney Parish Emergency Plan

Introduction

In the unlikely event that Pitney is struck by an emergency where the usual services cannot, for whatever reason, assist; it is probably wise to have some basic plan to deal with the situation. The attached plan is an attempt to go some way to that end.

Pitney, as a community, has a history of being very able to do things for itself but occasions may well occur in the future when the capabilities and skills of the residents need to be brought to hear. Most emergencies do not occur in isolation but are usually a combination of two or more situations, which dramatically increase the seriousness of the event.

It is thus with thoughts of the past, such as the snows of 1963 and the present/future potential problems of climate change (if you believe it) and the increasing economic troubles that the Parish Council has set up the Village Emergency Management Team to consider the possibilities of future emergencies and look to ways of preparing for and/or countering such prospects.

The plan is very basic and relies on a common sense approach rather than blind adherence to excessive Health and Safety regulation, and is always open to review and updating. The Management Team will be very receptive to both suggestions and constructive criticism, but in the meantime, for want of something better, here it is.

Pitney Parish Emergency Plan

Aim The aim of this Plan is to allow the residents of the Parish to support themselves in he event of an emergency when the normal Emergency Services are unable, for whatever reason, to assist.

Possible Emergency Scenarios

The following list is compiled in order of likelihood and degree of possible disruption that may occur. It is not exhaustive and the top four are, as the most possible, the event that the plan primarily concerns. The remaining events, which while not necessarily affecting the village directly, may indirectly have an effect but prior warning should be sufficient to take any necessary steps. As with most emergencies it is rarely just one situation but a combination of two or even more, so response must always be flexible:

1. Severe Snowfall 2. Electricity Failure 3. Mains Water Failure 4. Flooding 5. Storm Damage 6. Fire 7. Pandemic 8. Civil Unrest

Likely Scenario Consequences

Snow i. Inability to travel outside village without specialist vehicles ii. Effect of severe cold on water systems iii. Main emergency services too busy or unable to reach village iv. Local food and fuel supply disruption v. Effect on elderly residents

Electricity Failure i. Loss of domestic heating, cooking, lighting and refrigeration facilities ii. Loss of mass information equipment (TV and Radio) plus possibly telephone, internet and mobile phone iii. Effect on shops, banks and garages iv. Effect of long term loss on commercial sector may lead to civil unrest in towns and cities with knock on effect on smaller communities v. If associated with a period of severe snow/cold weather the consequences of both scenarios are greatly exacerbated

Mains Water Failure i. Mains water may become unusable due to pollution, severe leaks or freezing ii. If water company is unable to supply sufficient bowsered water reliance falls on local wells, boreholes and springs iii. If associated with either Snow or Electricity Failure then consequences become far more serious iv. Some alternative supplies may require purification to prevent disease v. Sanitation problems will inevitably occur

Flooding i. In Pitney a greatly reduced likelihood since the flood alleviation scheme, but still always possible ii. Help for those affected would need to be on a neighbour to neighbour basis

Emergency Support Premises In the event that any residents were required to leave their homes during an emergency the first option would be help from neighbours. Should the load be too great or impractical the Village has two premises that could be used, namely the Village Hall and the Playing Field Pavilion. The following services may or may not be available depending on the type of emergency in force; NB: These premises would in some instances become better suited if portable power generation could be provided:

Pavilion (Co-ordinator Steve Wills) i. Heating (Electric) ii. Cooking (Electric) iii. Sanitation and Washing (Hand Basins and Showers [electric only])

Medical Support The village is lucky in having a number of medically trained residents. Their contact details can be found in Annex C.

Neighbour Support Plan A number of suitable volunteers ( Points of Contact ) will have been nominated to check on the houses and residents in their specified area during an emergency situation and report to the management team if action/help is required.

Adjoining Village Contacts If adjoining villages have plans similar to this one, then contact details for their Emergency Management Team will be listed in an annex so that exchange of information, ideas and if necessary assistance can occur.
