In consideration of the Geovernment Uttar Pradesh having treated the tenders to be an eligible person whose tender may be considered, the hereby agrees to the conditions that proposal in respons to the above invitations shall not be with - drawn within 120 days from the date of opening, also to the condition that if there after the tender does withdraw his proposals with the said period the Earnest money deposited by him may forfeited to the Government of Uttar Pradesh Discretion of the letter.

These special condition shall be deemed to suppliment the condition include in the Tender Notice. I.D. Form No. 111& 112 and in the event of any conflict between them these special conditions shall prevail. 1. Definitions-For the purpose of the contract, the following words have the meanings herein a signes to them. Government- Shall mean the Government of U.P. Government Rejyapal - Shall mean the Governor or Rajyapal of U.P. Chief Engineer- Shall mean the Chief Engineer of irrigation Department-in-charge of this work or his successor. Superintending Engineer -Shall mean the Suprintending Engineer-in-charge of Irrigations contraction Circle Jhansi or his successor. Executive Engineer : Shall mean the Division Officer -in-charge of Irrigations construction, 2. SPECIFICATIONS :shall mean collectivelly all the terms and stipulation contained in the tender and I.D. Specification. Drawings -shall mean collectivelly all the general and detailed drawing accompanying the agreement of issued subsequently by the Executive Engineer to the Contractor. Contract of Agreement -Shall mean with the tender notice I.D. form on 111 and 112 with their subsquent additions and modifications during curing currency of the contract. Work Site - shall mean the location of the proposed works are detailed in the contract as such area in the vicinity of the work as may be notified by the Engineer-in-charge to works site. Work of works - as defined in clause 30 of I.D. form no. 111. 3. Site inspection & investigation by the Tenderers - it understood and agreed that the contractor has satisfied himself as to the nature & location of the work in general & local condition particulars those bearing on transport hauling or storage of materials disposal of spoils of availability of labour whether condition. sub - soil wtaer. follds configuration fo ground characterquality and of the facilities needed for the execution of the work and all other matters which can in any way to acqueint himself with the above mentioned aspects will not relieved him of his responibility for the execution of he contract experessly provides otherwise. 4. Authorised agent - The contractor shall intimate the names and address of his authorised agents within 7 days of the sign the contract to the Engineer-in-Charge with a copy of the Supenintending Engineer. The contractor or his authorised agent shall always remaining availabe at site to receive instruction, notices stores and equipments in the event of any charge in the name and address, the contractor shall immediately inform the Engineer-in-Charge with a copy to the Superintending Engineer. 18 5. Service of notice and letter to the contractor- The Contractor or his authorised agent shall acknowledgment all communications delivered to them in case such acknowledgment is not possible of forthcoming communication shall be sent by registered post at the address given by the contractor in the contract which shall be deemed to have legally served on him on the fourh day from the date of its registration at the office. 6. Communication with the contractor -Verbal commitments of the Engineer - In-Charge or any other official shall have no legal binding unless confirmed in writing by the department within a period of 3 days no. Instruction issued by an officer below the rank of an assitt. Engineer shall from the basis of any claims about this contract. 7. materials and Stores - (a) Materails mentioned in schedule ‘B’ Shall be issued to the contractor as per conditions mentioned therein All other materials shall be arranged by the contractor himself Items not include in direction of Executive Engineer. as per rule 406 of F.H.B volume VI (b) materials mentioned in schedule B shall ne issued for the expected consumption for a short period as determined by the engineer-in-charge. (c) the contractor has an opinion to arrange the material mentioned in schedule B for other source expect from the departmental stores unless expressly permitted by the executive engineer. (d) materials rejected by the engineer-in-charge as inrector unfit shall have to be removed by the contractor from the work site within 3days at his own cost ,failling which they will be removed departmentaly and expenses debited to his account. (e) all materials brought to the site shall be properly stocked for facility of inspection and measurements by the official of the department . (f) the construction materials to be arranged by the contractor shall brought from sources quarries and kilo as approved the engineer-in-charge. 8-Equipment- (a) items of equipment mentioned in schedule E shall be available for being hired by the contractor at the rates given therein. it shall be obligatory for the contractor to use the departmental equipment units required rof the prescibed progress of work as adjudged by the engineer-in-charge can not ve spare by the departmental the contractor shall be permitted arrange them from his own source on the express permission of the executive engineer. (b) arrangement for carried of equipment from and to the govt. store shall be done by the contractor at his own cost. (c) Hiring of equipment when P.O.L charges and pay of operators is borne by the contractor in case P.O.L charge and pay of the operator is to be borne by the contractor the running operation and minor repairs of the equipment shall be done under the close supervision & direction of the departmental officer who will see that requisite grades of P.O.L is and spares are used by the recovered from his bill. the hire decision of the executive engineer as to the cost of such repairs shall be final and binding on the contractor. the hire charge 19 such case shall be reckoned per day for total number of days the equipment. remains with the contractor. (d) hiring of equipment when P.O.L charges and pay of operators are bone by the department a log book for the running of the equipment shall be maintained by the operator under the supervision of the junior engineer and signed by the contractor or this agent the log book shall record the running time in hours and quarter hours. (e) The hire charges of equipment shall be recovered from the next bill of the contractor. f) The equipment hired under condition ‘’E’’ above shall be handed over to the contractor in good running condition and accepted back in good running condition. The cost of repairrs necessary due to fair use of the machine shall be borne by the department but if the equipment is damged due to misuse machine or accident the repair charge as adjuded by the Executive Engineer shall be debited to the Contractor. In case the equipment is lost its cost shall be recovered from the contractor. The Contractor shall use prescribed quality and grade of P.L.O. and shall carry out perideical service of the machnical as prescribed by the manufactures to his own cost. (g) Equipment issued for particulair work not be remove by the contractor prior to its completion without the written permission of the Engineer-in-charge. 9- LAYOUT OF WORK : The making of the general lay out levels and grades will be carried out the Engineer-in- charge with the help of the labour & Consumable materials supplied by the contractor but the contractor will be required to check & fully satisfy himself of their accuracy as per drawings supplied to him Bench marks and alignment pillars allong the center line and year the two edges of embankment at 50 meters distances shall be made by the department. 10- SURVEY MARKS & FLAGE : The Contractor shall see that the marks, survey and refference pillars and gauges established at work site are preserued and not to damaged by this laboures, animals and machines of repairs or remarking to such marks shall be borne by the contractor. The contractor shall supply the labour and materials required by the department staff for the day making or flagging or the earth works borrow areas and the spoils. 11- TENDER RATES :- (a) This is an items rate Contract and the tender should quote for the rate of each item of work independently of other items. (b) The quantities of various items may charge and some items may be delated altogether as necesitated by site condition and modification of designs. such charges shall not invalidate the tender of contractor. (c) The tender rates shall be for the finished items (except as otherwise stated) shall & include cost of all labour materiasl Tools and plants charges overhand charges of the contractor. They will also be inclusive of all royalities testing charges local and central taxes including salse tax as applicabe under rules. 12- CLAIMS Against FOR COMPLETION : 20 (a) No claim again against the government for an compensation payable to the contractor under it shall be considered unless it is made in writing to the Engineer-in-charge within 24 hours of occurance of the event causing it. (b) Every effort shall made by the deparment to maintain supplies of stores equipment and service as per condition of the contract during its execution but no claims by the contractor shall interuption for labour terdered idle of any other kind of loss due to delay or interuption in the aforesaid supply by the department. (c) No calims shall be entertained due to fluctuation in the rates of labour, materials & other marked rates during the currency of the agreement unless there is a separate and spcific provision for the same in contract. (d) No compensation shall be payable for addition and modification in desings as situplate in caluse 16 of I.D. Form III. 13- LIST OF UNPAID CLAIMS AND FARKHATI : The contractor shall submit the list of his clailims for which compensation is desired by him against this contract at the time of each running payment. He shall submit the Farkhati (I.D. Form) at the time of his final payment. 14- ERRORS OMISSION AND DISCREPENCIES -Errors, Omission and discrepencies between the bill of quantities specifications and drawings shall be promptly reported by the contractor to Engineer-in-charge for necessary correction. 15- ACCESS TO CONTRACTOR BOOK : If so desire by the Engineer-in-charge the contractor shall have to produce his accounts papers and other documents relating to the cost and progress of the works under this contract. 16- Mode of measurement and payments : There shall be special specification for works applicable to the contract. 17- RECEIPT FOR STORES AND EQUIPMENTS :receipts for transaction of goverment stores and equiment between the contractor and the depatment shall not be considered valid unlses they are signed by the jonior engineer in charge of the work or stores in the contrecter of his aurthorised Agent. 18. REMOVEL OF UNDESIRABLE EMPLOYEES OF THIS CONTRACTOR FORM WORK SITE the contractor shall remove any of this employees or assoicated considered undesirable by the engineer-in-charge from the work site and his camp within 24 hours of the receipt of written order of this effect. 19.FINDS; all finds of archeological commercial value burried treasures and valuables discovered during the execution of the work shall be property of the govt. treasury as directed by him. 20.TECHNICAL AUDIT CELL- 21 the work under this contract shall be subject to inspetion by the technical Auditcell.delects in materials and workmanship pointed out by the technical examiner and established as such be rectified by contracter at his own cost even if the same have been accepted and paid for the enginieer- in charge of recoveries thus established shall be recoverable from the contractor; 21.INCOME TAX; Deduation for income [email protected]% off the gross amount off all payment and sure chargeshall be paid as per section 194 of income tax act. 22.QUANTITIES AND TENDERED RATES; 22.01unit off rates as shwon in the bill of quntities should be carefully noted as rate once given by the contractor shall remain unaltered and no change on any account shall be entertained after the tender have been opened. 22.02.Rates quoted by the contractor shall be the rates for finished work. the contractor can employ manual labour donkey labour or mechinal equipment. If he requires that starta chart he should bore near the work site at his own cost for his satisfaiction but no claim on account of any variation as found in strata shall be entertained. 24- RIGHT OF WAY : The government bill provide the right of way for permanent work or installation, the site for borrow pits and quarries, channels, spoil banks, pitches and right to way for access there to the contractor will ber permittted to use such a s well as other available Government within a reasonable time after the award of the contract the details of land required by him for the work at site and should any private land which has not been acquired, be required by the contractor for his use the same will be acqured by the 22 contractor at his own cost by private negotiation and no claim shall be admissible to him on this account. 25- DEATH BANKRUPTCY OF CONTRACTOR : If the contractor dies or commits any act of bankruptcy or being a corporation, commences to wind up, except for reconstituation propose or carries on its business under receiver the executors, successors or other representative in law of the state the contractor or any such receiver, liquidator or any person in whom the contract may become vested shall forthwith give notice thereof in writing to the Engineer-in-charg and shall for one month during which he shall take all reasonable steps to prevent stoppage of work, have the option to carry out the contract subject to his or their providing guarantee as may be required by the Engineer-in-charg by not period of the option under this caluse shall be fourteen days only provided that, should the above option not be exercised the contract may be terminated by the Government by given notice in writing to the contractor and the Engineer-in-charg may exercise the same power which he could exercise and will have same rights which he would have under clause 3 of I.D. Form - 111 if he work had been taken out of the contractor’s hand. 26- RISKS : The Contractor shall be the insurer of the labours and empoyees against any and all of the following risks. Whether they arise out of the acts of commission of the contract of third persons. Affirmative, wilful acts done by the Engineer-in-charge subsquent to the submission of the contractor’s. (a) The risks of loss or damage to the work prior to the issue of the certificate of final completion. In the even of any such loss or damages the contractor shall promptly repair replace and make goods the work without cost to the Government. (b) The risk of loss of injuries (including death) and damage directly or indirectly to Government their agents and their employees and to thair property,arising out of or in connection with performence of the work. the contrator shall indemnify goverment of the goverment’s agents and employees for all such injuries’ damages’ and losess resulting thereform. 27.CONTRACT DOCUMENTS AND MATTERS AS CONFIDENTIAL; all documents correspondence,decisions and other matter concerning the contract shall be considred as of confidential and restricted nature by the contract and he shell not divulges off allow access there to off any kind to any unauthorised person off any kind. 28.CONSTRUCTION FACILITY TO OTHER CONTRACTOR AND GOVERMENT EPLOYEES: the goverment may undertake or award other contract for addition work at or in the vicinity off the work site and the contractor shall fully corporate with such other contractors and goverments employees and carefully fit and his own work to such additionalwork in accordence with hte direction of the Engineer-in-charge the contracter shall not commit or permit of any act which will interfere with the performence of work by any other contrect by the goverment employees. The contractor shall without charges permited the Government and such other 23 contractors to use the road bridges, lighting installation and any other facilities constructed or repaired by the contractor for use in the performance of work under this contract as are available with out entailing any material increase in cost to the contractor for maintenance or operation of such facilities. 29.00 PRESERVATION OF EXISTING VEGETATION : 29.01 The Contractor shall preserved and protect all existing vegetation such as trees on or adjacent to the site which do not unreasonably interfear with the construction as may be determined by the Engineer-in-charge. The contractor shall be held responsible for all unauthorised cutting of or damage to trees, including damage due to careless operation of equipment, stock pilling of materials or treking of grass area by equipment, Care will be taken by the contractor in failling trees authorised for removal to avoid any unnecessary damage to Vegetation and trees that are to remain in place and structures under construction or in existence and to worked. 29.02 All the produce from such cutting of trees by the contractor shall remain the property of Government and shall be properly stacked at site approved by the Engineer- in-charge No. payment whatsoever, shall be made for such cutting and its staking by the contractor. 30.00 ACCIDENT PREVENTION : The contractor shall at all times execrise reasonable and proper precaution for the safety of the people on the works and shall comply with the provision of current safety laws and relevant construction code of the State and Central Government and relevant manual of C.W.C. [Central Water Commission] as may be applicable. He shall also provide all necessary fencing and lights required to protect public from accidents. All machinery and equipment and other source of physical hazard shall be guarded in accordance with the regulations or laws of the state Government and Government of India. The contractor shall be responsible for all risk to the lives and property of Government of India. The contractor shall be responsible for all risk to the lives and property of people from whatsover cause, arising out of or in connnection with the execution of the works during their progress althoungh all reasonable and proper precaution may have been taken by the contractor. In case the Government (either along or jointly with contractor) shall be called upon by a court of law to make good any such loss damage or to pay compensation, (including that payable under provision of the workman’s compensation Act.) to any person or persons sustaining damage [as afouresaid by reason of any act of of any negligence or omission on the part of the caontract the amount which the government may be required to pay in respect thereof and the amount of any costs and charges (including legal cost and charges in connection with legal proceedings) which it may incur in refrence there, shall be chargeable from the contract. 31.00 CAMP SITE : The contract shall provide, maintain and operate under competent direction camp and facilities convenient to the works sufficient for the housing and accomdation of 24 all his empolyees including labour. He shall also provide facilites for community latrines, bath room, kitchens dining halls etc., and recreation racilites labours, the location, operation and maintenance of such camps, and facilities shall be subject to the approval Engineer-in-charge. No camp construction of any kind other than that of the most temporary nature, shall be undertaken. Unless drawing and specification have been approved by the Engineer-in-charge. The contractor shall perform such grading sufacing and maintenance of the streets in camp sites as in the oopening of the Engineer-in- charge may be required to provide for safe and satisfactory use of public and shall construct suitable side works to serve all greats of the camp due to any operations under the contractor due to flooding by the construction of the work or otherwise. 32. WATER SUPPLY AND FIRE PROTECTION : The contractors camp site shall be provided with adequate water supply of pure water for domestic purpose. The water for this purpose shall be treated so as to give portable water for drinking the contractor shall also make arrangement ofr adequate water for fire protection. 32.01 The camp site and its premisses shall be maintained in clean and hygeinic condition by the contractor to the satisfication of the Engineer-in-charge. All gardage and refuse shall be collected regularly and shall be disposed off by burial or other satisfactory means. 33.00 REMOVAL OF CAMP : After the completion of the work covered by this contract and before final payment is made under the contractor shall remove from the camp site located on land owned or controlled by the Government all building and all other constructiona above the ground surface execpt building not owned by the contractor. He shall fill with earth all cellars basements and other excavated areas and shall leave the site in a clean and sightly condition. Should the contractor refuse or flats to remove the buliding and other construction as herein provided within a period of 30 days after the completion and taking over of the work covered by this contract the building and in such even the cost of such removal will be deducted from the final payment due to the contractor. 34.00 PAYMENT FOR CAMP CONSTRUCTION : No payment will be made to the contractor for construction oepration and maintenance of camp and other camp facilities and the various item of work in the schedule of bids. 35.00 MEDICAL AID : The camp area shall be providedly the contractor with adequate medical facilities on scale commensurate with camp requirments. Facilities for first aid shall be arranged by the contractor at the work site. 36.00 EMPLOYMENT OF LABOURER BROUGHT BY OTHER CONTRACTORS : If the contractor takes away any labour brought and employed by other contractor of the government working on the project he shall be liable to pay compensation equal to the 25 profit the original contractor would have made if the labour would have continued with him and he will also have to return the labour thus employed. The decision of the Engineer-in-Charge shall be final and binding on the contractor. 37.00 RIGHT TO ON PERSONAL EMPLOYED : 37.01 The Engineer-in-charge shall have the right to object to the employment of presence of any representative or other persons, labour employed by the contractor on the work for incompetance, negligence, misconduct or being considered undiserable in the interest of work and no receipt of such objection in writing from the Engineer-in-Charge the contractor shall be bound to remove such person or persons as may have been pointed out in the written objection raised by the Engineer-in-charge.

37.02 The contractor shall not be entitled to any damages or loss may be caused by removal of the persons as aforesaid. 38.00 MEASUREMENT TO BE PROVISIONAL AND SUBJECT TO CORRECTIONS : Every Measurement for payment on account of work materials or other things shall be regarded as only provisional and approximate and shall be regarded as being advance payments and shall respectively be subject to revision and settlement by the Engineer-in-Charge and in the event of his concluding the tender any circumstances the measurements of work executed returns of materials provided and use or the estimate of value previously made did not truely represent the quality the power from time to time and at any time upto the time of the refund of the security deposit to correct the total results by recorrecting measurments a fresh or by such other means as after communication with the contractor or his duly authorised agent the Engineer-in-Charge may deem to be just and such correction shall be accepted by the contractor. 39.00 MAINTENANCE AFTER COMPLETION : 39.01 The contractor shall remain liable to remedy all defect that may develop in the work arising solely from faulty materials or workmanship. 39.02 If it becomes necessary for the contractor to remedy and defect in the work under this para the liabilty of the contractor shall remain for the part of the work required until the expiration of six month from the date of completion, which ever may be later. 40.00 QUALITY CONTROL : All the materials supplied by the contractor should be as per relevent latest indian standard specification. All samples required for testing the quality of material or works shall be given by the contractor free of cost. 41.00 TRADE TAX, ROYLITY DECUCTION : Trade Tax and surchrage on all payment or at rate inforce as per rules at the time of payment shall be deducted at source of the payment in terms of U.P. Trade Tax Act. 42.00 Roylity Deduction from by Government Order.

(1) I.D. Form No. 111 (Revised)/(Raj) 98 26 ID form No. 111(revised) C O N D I T I O N O F C O N T R A C T [Amende vide G.O. No. 5479@la-[k@81-23(c-38)M/79 Date Nov. 1981] CLAUSE 1. Further Deposite- The person or person whose tender is accepted (here in after called the contractor) shall within one week after his or their tender has been accepted deposited with the Government of Uttar Pradesh (here in after called the (“Government”) either in cash or in securities as provided in paragrapsh 614 and 615 of the finanncial Hand book. Volume VI, such sum as will with the earnest money deposited with the tender amount to Rupees...... and where and security so deposited is not payable to bearer the contractor shall endores or tramsfer it to the said Government in such a manner that the sum represented by it can be realised without the consent or assistance of the contractor. Deduction from payment The contractor shall also permit Government at the time of making any payment to him for work done under the contractor to deduct...... of all money so payable account of security deposite until such deduction along with sum already deposited as earnest money to be adjusted in the last deduction will amount security deposite 10% of the cost of agreement shall of deposited as security (including earnest money) at the time of agreement. If the security is furnished in the form of guarantee bonds the contractor undertakes to renew or to furnish fresh guarantee to cover the period of time extension, if any of failure on his parts to do so shall be considered as a breach of this contract and without prejudice to any other remedy provided in these conditions the Engineer-in-charge shall have right to with held payment and deduct the entire security amonut from any money becoming payable to contractor. The amount of the security money shall if not with held on account of breach of contract be refunded after 6 month of the date of completion of work or after payment of final which ever is later subject to the condition that in case of building work of the first rains seasons comprising of months of june, August & September in not fully covered with in the period of 6 month mentioned above, the amount of security money if not with held on account breach of contract be refunded after the expiry of the first rainy season comprising of the months mentioned above or the payment of the final bill which ever is later. Provided that in case the payment of the final bill is not made within six month of the completion of the work 75% of the amount of security money can be refunded with prior approval of the authority next higher to the person accepting the contract on behalf on the Government. All compensation on or other sums or money payble by the contractor to Government under the terms of his contract may be deducted from or realized by the sale of a sufficient part of his security deposite or from the interest arising there from or any sums which may be due to become due to contractor by Government or on any account whatsoever and in the event of his security deposit being reduced by reason of any such deduction or sale as afrosaid the contractor shall within the days there after made good in cash or Government 27 securities endorsed as afrosaid any sums which may have been deducted from or raised by sale of his security deposit or any part there of Explaination :- For the purpose of this clause if the work under this contractor includes construction or repair of any structure having roof over it, the whole work will be called as building works. CLAUSE - 2 (A) Time is the essence of hte contract. The contract shall commence and shall complete the Work covered by the tender, on date fixed by the EX. Engineer for the commencement and completion of such work and in the interval between those date keep the work up to the schedule of quantities and date shown in the progress statement to be signed by the contractor and attached to the tender if the work fails in arrears the progress statement in quantity on in than every day that the work is so arrears the contractor shall be liable to pay as compensation an amount equal to or such smaller amount as the EX. Engineer (Whose decision in writing shall be finally) may decide on the estimated cost of whole work provided always that the entire amount of compensation to be under the provisions of this clause shall not exceed ten percent of the esimated cost of the work as shown in the tender. CLAUSE 2 (B) To be used instead of the letter is from the nature of the works imparaciticable CLAUSE 2 (B) Compensation for delay. Time is the essence of the contract. The contract shall commence and shall not complete the work within the period specified in the tender. Such period shall be recknowed from the date on which the order to commence work is given to the contractor. The contractor shall at time during such period proceed with work with due deligance and he shall pay as compensation an amount equal to one percent ir such samller as the EX. Engineer (whose decision in writing shall be final) may that the work remains uncomenced, or unfurnished after the proper, date And further inorder to ensure good progress during the execution of the work the contractor shall be bound in all cases in which the time allowed for any work exceed on month to complete one fourth of the value or quantites (is the EX. Engineer may determine) of the whole of work before one fourth of the whole time allowed under the contract has elapsed one half of the value of quantity (as the EX. Engineer may determine of the work before one half of such time has elapsed and three-fourth of time has elapsed. If the contractor fails to complete with this condition he shall be liable to pay as compensation an amount equal to one percent of such smaller amount as the EX.Engineer (whose decision in writing shall be final) may decide on the said estimated cost of the whole work for everyday that the quantity of work remains incomplete. Provided always that the entire amount of compensation to be paid under the provisions of this clause shall not ten percent on the estimated cost of the work as shown in the tender. CLAUSE 3 (1) Action by which whole security deposite is forfeited :- If any case in which under any clause this contract the contractor shall have rendered him self liable to pay compensation to the whole of his security deposite (wheather paid in one sum or deducted by instalments) the EX.Engineer shall have power to adopt such of the following courses as he may deem best:- (a) He may resign the contract by giving the contractor 7 days notice of deusion signed by the EX. Engineer as compensation for the loss caused by the contractor’s default. 28 (b) He may’ after giving contractor 7 days notice in writing of his intention to do so measure up the work done by the contractor & then employ and any labours and supply or procure materials and carry out all or any part of the work himself on behalf of Gevernment debting the contractor with actual cost crediting him at the contract rates with the value of the work so done, and may postpone till completion of the work, so taken over Assessment of the compensation to be paid by the contractor if any work is so taken over by the EX. Engineer the certificate in writing of the EX. Engineer or of the as to its cost and value be final and conclusive against the contractor. (c) He may after giving the contractor 7 days notice in writing of his intention to do so measure up the work done by contractor and taken the work out of his hands and give a contract for its completion another contractor and may postpone till completion of the work. The assessment of the compensation to be paid by the orignal contractor. If the EX. Engineer elects to give the completion of work to another contractor, the original contractor shall pay nady expenses which may be incurred in excess of the sum which would have been paid to him if the whole work had been carried out by him and a certificated in writing of the EX. Engineer or of by ...... the shall be final and conclusive as against the original contractor as to the amount of any such expenses. (2) If the EX. Engineer does not desire to do so the work, the contractor shall not be entitled to compensation for any loss sustained by him by reason of his having purchased or procurred any materials, or entered into any enganments or made advances on account of with a view to the execution of the work or the performance of the contract, and shall not be entitled to recover or be paid or be given credit for any work there fore actually perfomed by him under this contract unless and until the Executive Engineer or the Sub-Divisional Officer acting under this order shall the performance of such work and the value there of the contractor shall only be entitled to be paid the value as so certified. (3) If upon any occasion the EX. Engineer abstains from exercising the power to him by this clause such abstention shall not prevent him from exercising of such power upon a subsquent occasion if the contractor again makes default nor shall such abstention absolve the contractor from liability to pay compensation for any default which he may have made. CLAUSE 4: Contractor remain liable to pay compensation if action not taken under clause 3 power to take passion of or requir removal of or sell contractor’s plant : If the EX. Engineer excercise any of the power giving to him by clause 3 he may if he so desire take possession of all or any tools plants material store in or upon the work or the site there of and belonging to contracotor or precured by him and itented to be used for the exution of work any part there of any pay of allow the contractor of or procured to be used for the execution to work or any part thereof, and pay or allow the contractor for the same at the contract rates or in the case these not being applicable, at current market rates to be certified by the EX. Engineer, whose certificate there of shall be final, and it the EX. Engineer does not desire to do so, the EX. Engineer may give notice in writing to the contractor of his clerk if the work, foreman other authorized agent required him to remove such tools & plants, materials or stores from the permision (within a time to be specified in such notice), and if he contractor fails to comply with any such requisition the Assistant Engineer may remove at the certificate expenses of any such shall be final and conclusive the contractor. CLAUSE 5, Extension of time. 29 If the contractor desire an extension of the time for completion of the work on grounds of any unaboidable hindrance to its execution having arisen, he shall apply in writing to the Engineer-in- charge who if in his opinion reasonable gound are shown there fore, shall extend this limit upto period of six months or 50% of time limit provided das time of completion whichever is less and therefore, authorize extensions as may, in his opinion be necessary of proper. CLAUSE 6, Final Certificats. On completion of the work the contractor shall send a registered letter to Sub-Divisional Officer (her-In-after called Engineer-in-Charge) giving the date of completion and shall also send a copy of such notice to the Executive Engineer and shall request the Engineer-in-Charge to give him a certificate of completion. No such certificate will be given not shall not the work be considered to be complete until the contractor has removed from the premises on which the work has been execute all scalfolding surplus materials and rubbish, and cleaned all wood-work door windows, walls, floors or other parts of any building in upon or about which the work has been executed or of which he may have had possession for the purpose of the execution thereof, and if contractor fails to do so on or before the date fixed for completion ot the work the Engineer-in-Charge may to do so, and may sell such scaffolding and material as have not been reomoved by the contractor and the contractor shall forthwith pay all expenses so incurred and shall have no claim in respect of an such scaffolding, surplus materials as aforesad except for any sum actually realized by the sale thereof on completion the work shall be meausured by the Engineer-in- Charge, whose measurements shall be binding and conclusive against the contractor. CLAUSE 7. Payment on intermediate certificate to be regarded as advances. In the case of work estimate to cost more then rupees one thousand, the contractor shall, on submitting the bill thereof to be entitled to received a monthly payment proprotion are to the part thereof then approved for such purpose by the Engineer-in-Charge, whose certificate of qpproval and passing of the sum payable shall be final and conclusive against the contractor but any such payment will only be made as advances to be credited to Government in the final settlement of accounts with the contractor and not as payment for work completed to Government in the final settlement of accounts with the contractor and not as payment for work completed and passed and the making or any such payment shall not either precluded the Executive Engineer of Sub- Divisional officer from requiring the contractor remove or unreconstructed of reerect any work on the ground that such work is bad, unsound, imperfect to unskilled or prevent Government from enforcing & claim against the contractor on account of any default by him or conclude, determine or affect in any way the powers of the have certified writing Engineer-in-Charge under these conditions or any of them as to the final settlement and adjustment of the account or otherwise or in any other way very or affect the contractor. The Engineer-in-Charge’s certificate of the measurement and total amount payable for the work shall be final and binding on all parties. CLAUSE 8. Inability to complete the work. If the contractor abandon, or is unable to complete the work, the EX. Engineer may certify in writing the value of the work done by the contractor towards the completion of the 30 contract such a certificate shall be final conclusive against the contractor and he will not be paid more than the value of such work as so certified in respective of the contract rates. CLAUSE 9. Lump sum in estimates. When the estimate on which a tender in made includes lump sum in respect of parts of the work the contractor shall be entitle to payment in respect of the items of the work involved, or the part of work in question at the same rate are payable under this contract for other such itmes of work unless the or work in question in not the opinion of the Engineer-in-Charge, of measurment in which case the Engineer-in-Charge, may pay such lum sum as the may determine to be the value thereof and the certificate in writing of the Engineer-in-Charge shall be final and conclusive against contractor as to the basis upon which payment is to be made in such cases and as the amount to be made in such case and as teh amount to be paid. CLAUSE 10. Bills to be submitted monthly. Every month on or before a date to be fixed by Engineer-in-Charge the contractor shall so required submit a bill for all executed works by him during the previous month and the Engineer- in-Charge shall take of cause to be taken all measurement necessary for checking the contractors bill and adjusting him claim as speedily as possible. If the contractor does not submit his bill within the time so fixed the Engineer-in-Charge may after giving the contractor ...... day notice inwriting masure or depute some on etc. measure such work in the presence of the contractor. If the contractor fails to attend when such measurement shall be binding on him, and if the attends but refuses to sing the list of measurements the matter shall be referred to the Engineer-in-Charge whoes decision shall be binding on the contractor. CLAUSE 11. Bills to be printed froms. The contractor shall submit all bill on the printed from which will be supplied to him at the office of the Engineer-in-Charge and all items in such shall be charged at the rates specified in the tender or in the case of any extra work ordered in pursuance of these condition and not mentioned or provided for in the tender at the rates here in after provided in such work. CLAUSE 12. Stores supplied by the Government If the specification of estimate of the work provides the use of any special description or materials to be supplied from the Engineer-in-charge (such materials & stores & for the convenience of the contractor specified in the Schedule her to annexed but not so in any way to control the meaning ro effect of this contractor) the contractor shall be supplied with which material and stores as may from time to time be required at the rates specified in the said Schedule or if no rates is so specified at cost proce as defined in caluse 12 thereof. All materials so supplied to the contractor will beomce the property of the contractor but shall not on any account be remove from the site of the work until the work is certified to be completed by the Executive Engineer except with the writen permission of the Executive Engineer and shall at all times be open to inspection by the Engineer-in-charge. The executive Engineer, shall however have the option to take over any such material,if unused at time of the completion or termination of contractor at the specfied issued rate of curreent market rate, whichever is less. CLAUSE 12(A) 31 In case where the contractor is himself to supply the material he must obtain the articles required for the construction of the work from the firms with Director of Industries made arragement while in the case of materials for supply for which not such arragements have been made by the Director of Industries but in respect of which officers have in conserning department prescribed specification and or test the material supplied by the contractor must confirm to such specification and/or test. CLAUSE 12 (B) Provided always that contractor shall not be entitled any compensation for damages coused or loss sustained by him to or supply of materials or store the Engineer-in-charge. CLAUSE 13 All articles requied by the contractor for the construction of the work and which the contractor is to supply himself, shall be obtained by the contractor from the firms with which the director fo insustired has made arrangements and if for the supply of any acrticles on such arrangements have been made any such articles supplied by the contractor shall confirm to such specifications and/or tests, if any as may be prescribed by the Director of Industiries in consultations with the consuming department. CLAUSE 14. Stores implorted from Europ to be obtained from Government. The contractor obtained from the stores or the Engineer-in-charge. all such imported stores of materials as may be required in any considerable quantity for the work or any part thereof or for making and articles required therof in connection there with. The value of such stores and articles as may be supplied to the contractor by the Engineer-in-charge will be debited to be contractor in his account at the rate shown in the schedule attached to contract and if they are not entered in the schedule they will be debited of the cost price. which for the purpose of the contract shall include the cost of carriage and all other expenses what ever which shall have been incuried in obtaining delivery of the same at the stores aforesid. The Executive Engineer may issue material to be contract or from existing stock if he asked for any excess of those entered in the schedule in such cases the price charge will the market rate which ever is greater. CLAUSE 15. Work to be executed in accordance with specfications drawing order etc. The Contractor shall execute the whole and every part of work in the most substantioal and workman like manner and in every respect in strict accordance with the specification both as as regards materials and otherwise. The contractor shall also confirm exectly fully and fithfully to the designs, drawing and instructions in writing to the works signed by the Engineer-in-charge and lodged in his office and the contractor shall be entitle to inspect the same during offices hours and may at his own expense have copies of the specification of all such designs drawing and instructions of afforesaid made for his own use. CLAUSE 16. Alternation in specification and design. ‘Do not invalidate contract.he Engineer-in- charge shall have power to make such alterations in or additions to the orignal specificatio, drawing designs and instructions as may appear to him to be necessary or advisable during the progress of the work, and the contractor shall be bound to carry out the work in accordance with any instructions which may be given to his in writing signed by the Engineer-in-charge and such alteration shall not invalidate the contract, and any additional work which the contractor may be so directed to do shall be carried out by the contractor on the same conditions in all respect on which he agreed to do the main work, and at the same rates as are specified in the tender for the main work. 32 Extension of time in conseqence of alteration rate for additional work not in estimate or schedule of rate of district. The time for the completion of the work shall be extended in the proportion that the additional work bears to the original contract work and the certificate of the Engineer-in-charge shall be conclusive as to such proportion if the additional work includes any item for which no rate is specified hare under the contractor shall carry out the work at the rate entered the schedule of rates of the District. but if the schedule does not centation any rate in respect of such work, has been settled by mutual agreement between him and the Engineer-in-charge in with the approve of the officer accepting the contract and if they are unable to agree upon a rate within two weeks from the date when the contractor received the order. Engineer-in-charge may be anotice in writing cancle the order such word and carry tit in such manner as he may think best in the event of dipute the decision of the Superintending Engineer shall be final and binding on the contractor. CLAUSE 17. No compensation or alteration in restriction of work to be carried out. The Executive Engineer acting on the written orders of his immediate superior, may at any time by notice in writting to the contractor either stop the work all altogether or raduce or cut it down of the work is stopped all together, contractor will only paid or work done and expenses legitmatley incurred by his on, or preparation for the execution off the work up to the date on which such notice is received by him such expenses shall be assessed by the Executive, whose decision shall be final & binding on the contractor. If the work’s is cut down the contractor will be paid for the work as so cut down but in neither case will he paid any compensation whatever for the loss or profit which he might have made if be had been allowed to complete all the work included in the tender. CLAUSE 18. Action and compensation payable in case of bad work. if the Engineer-in-charge is satisfied that the construction of any part of the work is faculty or that material used in the same or inferior to those for which the specification provides or that any materials or articles provided by the contractor are not in accordance with the contract, he may, not with standing that such work. materials or articles may have been passed, certified or paid for, serve the contractor with notice in writing specifying the work materials or articles within a specified period of time. If the contractor fails to comply, in all respects with the requirement of any such notice within ten days after the expiration of the period specified in that notice the Engineer in chage may himself remedy such defecuts or as the case may be replace such materials or articles and contract, shall pay all expenses incurred by the Engineer-in-charge in so doing and the certificate in writting of the Engineer -in-charge at to amount of any such expenses shall be final and binding upon the contractor. CLAUSE 18(A) Government shall have the right to accept at reduced rate sub standard or defective work, and to cause and audit any technical examination of work and running and final bills of the contractor including all supporting vouchers, abstracts etc. to be made before or after the payment to the final bills and if as a result of such acceptance of standard or defective work, audit and technical exemination, any sum is found to have been over paid in respect any work done by the contractor but found not have been actually executed the contractor shall be liable to refund the amount of the over payment and it shall lawful for Goverment to recover the same from him in the manner precribed in clause I above or any other manner 33 legally permissible, and if is found that the contractor was paid less that what due to him under payment may be duly paid by Government to the contractor. Provided that the sub standard or defective work accepted is suitable reduced by him to compensation the Government and such reduction will be binding on the contractor. A works under or in the course of extens on or exeuted in pursuance of the contract shall at all time be open for inspection and by the Engineer-in-charge and his subordinates and the contractor shall at all times during the use full work in hours and no any other occassion of which he shall have had reasonable notice,either himself be present to receive orders and instructions, or have responsible duly a credifed in writing present for that purpose. Orders give to any such agent have the same effect as order give to the contractor himself. CLAUSE 19. Work to open to inspection. Contractor or responsible agent to be present. CLAUSE 19 (A) No labourer below the age of 14 years shall be employed on the work. CLAUSE 19 (B) The contractor shall pay to his labour a fair wage. CLAUSE 19 (C) The contractor before his commences the work shall (a) post in a conspicuous place on the work a notice giving the rates or wages which have been certified as fair by the Executive Engineer and (b) send a copy of the notice to the Executive Engineer. CLAUSE 19 (D) The Contractor shall be bound and shall be responsible to comply with the provisions of the labour laws in force in the state of Uttar Pradesh including the Minimum Wages Act. or any enactment in supersession extension or modification there of which may he passed any time of from time of from time to time by a competent legislative body and may have effect in the State of Uttar Pradesh and the Rules and Regulations made there under or any amendments or modifications there off for the time being in force. All expenses in connection with the compliance of such laws and rules shall be borne by the contractor, and the contractor shall neither demand nor claim nor shall be entitled to any additional payment for the reason that he failed to take in account any such expenses in his tender or that nay sub-sequent amendent in such laws or rules have changed the basis on which he worked out such expenses while submitting his tender. In every case which by virtue of the provisions of labour laws in force in the State of Uttar Pradesh and the Rules and Regulation made there under the Government is obliged to pay sum in the execution of the work Govenement will recover from the contractor the amount so paid, and without prejudrice to the other right or the Government, the Government shall be at liberty to recover such amount or any part there of by deducting it either from the security money deposited by the contractor whether under this contract or other wise. CLAUSE 19 (F) The contractor shall engage labour for the work through the nearby Employment Exchange. CLAUSE 19 (1) The contractor will request Emloyment Exchange to provid him labour on wages to be mentioned by him which shall not be less than the fair wages, for the locality of work to be fixed by the superintending in consulation with District Magistrate concerned. He will also specify the period of the supply of labour which shall not be less than a week from the date of contractor request for labour at the employment Exchange. If Employment Exchange fails to supply labour within the specified period the contractor will have option to engage labour from their sources. 34 CLAUSE 19 (G) The lobour employment through Exchange will be kept at per with and shall have no preference over the labour engaged by the contractor privately as regards their transport. wages accommodation working hours and amenities. The contractor will have the option to dispense with the labour without and reference to the Executive Engineer when much labour is not required for the work and when he is not satisfied with it, but he will give due information of the discharge of the labour to the Exchange. CLAUSE 20. Notice to be given before work if covered up. In order that the work man be measured and contract there of taken the contractor shall not cover up any part of the same or otherwise place it beyond the reach of measurement until he has either obtained the consent in writing of Engineer-in-charge or of his subordinate in-charge ot he work or until he has given to be Engineer-in-charge or to such subordinate five days notice in writing that the work is ready for measurement if the contractor cover up any work or places it beyond of the measurement without such work and of the materials used in its constructions. CLAUSE 21. Direction of work. All work to be executed under the contract shall executed under the direction and subject ot the approval in all respects ot the Engineer-in-charge for the time being, who shall be entitled to direct at what point or points and in what manner they are to be commenced, and from time carried on. CLAUSE 22. Decision of Engineer to be final Except where otherwise specified in the contract the decision of the EX. Engineer for the time being shall be final conclusive and binding on all parties to the contract upon all questions relating to the meaning of the specification, designs, drawings and instructions here in before mentioned The decisions of such Engineer as to the quality of workmanship or material used on the work or as any other question, claim, right matter or thing what so ever in any way arising out of or relating so the contract designs or drawings, specifications, estimates instructions order, or there conditions, or otherwise concerning the works or the execution or failure to execute the same whether arising during the progress of the work or after the completion or abandoment of the contractor, shall also be final conclusive and binding on the contractor. CLAUSE 23. Contractor liable for damage done and fit imperfections for three months after certificate. If the contractor of his work people or servant shall break, deface, injure or destory any part of a building on the which they may be working or any building, road fence enclousre grassland or cultivated ground continuous to the Permises on which the work or any part of it is being executed or tif any damage shall happen to the work while in progress from any couse due to the negligence of responsibility (the decision the Executive Engineer shall be final) the contractor shall at his own expense made good such damage, or in default the Engineer-in- charge may cause the same to be made good and the contractor shall, pay any expense so incurred and the certificate of the Engineer-in-charge as to the amount of such expense shall be final and building on the contractor. CLAUSE 24. Contractor to supply plant ladders Scaffolding etc. and liable for damages arising from Non provision of light fencing etc. The contractor shall supply at his own cost of meterials (except such special materials if any as may in accordance with the contractor be supplied from the Engineer-in-charge’s stores) plant, tool, ampliance, implements, ladder, cordage takle, scaffolding and temporary 35 works request required for the proper execution of the work whether, original altered or substitued whether included in the specification or document farming part of the contract or referred to in these conditions or not or which may be necessary for the purpose of satisfying of complying with the requirement of the purpose of the Engineer-in-charge as to any matter as to which under these condition he is entitled to be satisfied or which the contractor is entitled to be satsified or which the contractor is entitled to required and shall pay for the carriage of all such things to and form the work the contractor shall also supply without charge workman with the means and materials necessary for the purpose of setting out wouks and for counting, weighting and assisting the measurement or examination of the work or materials at any time if the contractor fails to do so the same may be provide by the Engineer-in-charge whose certificate shall be final. The contractor shall also provided all necessary fencing and lights required to protect the public from accident and shall bear the expenses of defenced of every suit action or other proceeding an law that may be brought by any person for injury sustained owing to neglect of the above precautions and shall also pay any damages and costs which may awarded in any such action or proceeding to any such person or which may with the contractor be paid to compromise any claim by any such person. CLAUSE 25. Female labour not be employed. The Contractor shall not employ female in the execution of the work or any part thereof within the limits of contoment. CLAUSE 26. Work not be Sub-let. Contract may be resighld and security deposit forfieted for subletting, bribing or if Contractor becomes insolvent. The contractor shall not assigning or sub-let the contract without the written approval of the EX. Engineer and if the contractor does or attempts to do or becomes insolvent or commences any insilence proceeding or make attempts to make any composition with his credit for or if he or any of his selvant or agents either directly or indirectly, gives officers or premises any bribe, gratuity, gift, laon person in reward or advantage pecuiniary or otherwise to any public officer or person in the employ of Government in any way relating to his officer or employment or if any such officer or person shall become in any way directly or intereside in the contract without having first obtained the permission in writing or the Government, the EX. Engineer may there upon by notice in writing resigned the contract and the security deposit of the contractor shall there upon there stand for fieted and be asolutely at desposal of Government and the same consequences shall ensure as if the contract had been resigned under cluase 3 here of, and in addition the contractor shall not to be entitled to. CLAUSE 27. Sum payble by way to compensation to be considered reasonable compensation without reference to actual loss. Any sum payble by the contractor as compensation under under of these conditions shall be deemed the reasonable compensation for the act or default in respect of which the same becomes payable without proof of the actual amount of damages or loss sustained. CLAUSE 28. Changes in constitution of firm. In the case of a tender by partners the contractor shall the members of the firm and shall notify to the Engineer-in-charge changes in the constitution of the firm as soon as such change occurs. CLAUSE 29. Action where on specification is given. 36 In the case of any class of work for which there is no such specification as mentioned in rule such work shall be carried out in accordance with the district specifications and if there is no district specification the work shall be carried out in all respect in accordance with insturctions, and requirement of the Engineer charge. CLAUSE 30. Defination of work. The these condition unless there is something in the subject or contest requgnant to such an intertation the expressions ‘work’ or ‘work’ mean to be done or executed under the contract whether such works in permanent or temporary and whther it is original, altered substituted or additional. CLAUSE 31. The additional and deductions on accounts of the percentage referred to at page 3 of the accepted tender will be calculated ot the gross and not the net amounts of the bill for the work done. CLAUSE 32. Contractor’s percentage whether applied to net or gross amount of bills. (Strike out his clause in the case of an item contract). (i) In every case in which by virtue of the provision of section 12 sub section (i) of the workmans compensation Act. 1932 Government is obliged to pay compensation to a workman employed by the contractor by sub-contractor from him in the execution of the work gerverment will rights to Government under section 12 sub-section (2) of the said Act. Government shall be at liberty to recover such amount or any part thereof by decduction it either from the security money deposited by the contractor or to his credit under clause I of these conditions of from any other sum due by Government to the contractor whether this contract otherwise. (ii) Compensation to workman. Government shall not be bound to contest any claim made against it under section 11 sub section (1) of the said Act. except on the written request of the contractor and upon his giving to Government full security for all costs for which Government might become liable in contesting the claim. CLAUSE 33. Not with standing anything stuplated in the aforesaid clause, Government shall have power to retain any sum due to the contractor (S) and set off all claim him (them) whether arising out of the particular contractor to of any other transaction or contract held by him (them) alone or in partner ship with others. CLAUSE 34. (A) (i) If the contractor considers any record or ruling of the Engineer-in charge or of his represenative in respect of any of the provision of this contract to be unfair or considers any work demanded by him to be out side the requirements of the contract he shall immediately, ask upon such record or rulling being made or such work being demanded, in writing for writen instruction or decision or decisions, on receipt where of he shall proceed without any delay to conform to the writen isntruction or decision he may file writen protest upto the Engineer-in-charge stating record in the manner herein specified and within the limit stated ruling instruction of decisions of the Engineer-in-charge shall be conclusive and binding on contractor shall be considered as written instruction or decision, subject with the protest objection as herein worded. 37 (ii) If the contractor is dissatisfied with the final decision of the Engineer-in-charge on the protest of objection made by the contractor in accordance with the procedure prescribed in clause 34 (A) (i) the contractor may within twenty eight (28) days after receiving notice of such decision give notice in writing to the Engineer-in-charge requiring that matter be submitted to arbitration and furnishing detailed particulars of the dispute of difference specifing clearly the point at decision of the Engineer-in-charge shall be conclusive and binding on the contractor. (iii) If work under the contract has been completed when a dispute is re-continued during the arbitration proceedings, & no payment due th the contractor within the provisions of the shall contract be with held on account of arbitration proceeding unless authorized or required by the arbitrator. (iv) The cost of such arbitration shall be borne by the parties or parts as decided by the arbitrator. CLAUSE 34. (B) (i) Every dispute difference of question which may at any time arise between the parties here to or any person claiming under them. touching of arising out or in respect of this deed or the subject matter therof shall be referred to the arbitiration S.E. I.C.C. Jhansi or any person nominated by him it will be no objection to any such appointment that the arbitrator...... so appointed is a Government servant that he had to deal with the matter to which the contract relates and that in the course of his duties as Government servant he had expressed views on all or any of matters in disputes or diffrerence in the event of the arbitrator to whom the either enter upon the reference himself or appoint antoher person to act as r arbitrator. Such person shall act from this stage it was left by his predecessor. Subject as aforsaid the provisions of the arbitration Act 1940 or any satutory modification to be re-enactment there and the rules made there under and for the time being in force shall apply to the arbitation proceedings. The arbitrator may from time with the consent of the parties inlarge the time for making the and publishing the award. (ii) No person other than a person appointed as aforesaid should act as arbitrator and if for any reason that is not possible the matter in not to reffered to arbitrator at all. Qunatities are liable to variation on either sides without entitling the contractor to compensation on his account. CLAUSE 36. Contractor shall himself make proper living accomodation, water and sanitary arrangements etc. for labour which ordinary should be arranged though Employment Exchange will give preference to Ex-service man. He will have to remove any undesirable labour if orderd by the department. CLAUSE 37. Claime not preferred within 48 hours of occurance are liable to be rejected. CLAUSE 38. No extra payment shall be made to the contractor for making profiles and numbers in connection with the execution of work as per G.O, N0 355-3B 66XXIII-1B-II dated 22-6-1996 CLAUSE 39. During the course of construction if any emergency is forwarded due to any claims of work the contractor shall send a registered notice to the EX. Engineer-in-charge 38 within a fortnight of the origin of claims. If he fails to do so or if he postpones submissions of such claims till the completion of work he will entitled to no compensation. CLAUSE 40. The contractor shall not influence or direct labour borne on the Muster Roll or by paying higher wages or providing extra facillities without the permission of the EX. Engineer and if he does so contract to the above, will be responsible for the less of damage caused or claimed sby other perties and the decision of the EX. Engineer as to the amount of such damage shall be final & binding on both parties. CLAUSE 41. This agrements is subject to the standard specification. Income tax at the rate 2.3% shall have deducted from the bill in terms of sub- section (i) of 94 (c) of Income Tax Act. XVI of 1972. CLAUSE 43 FOR FAMILY PLANNING PURPOSE IN CONTRACT. Thirty percent of the payment due to contractor may be made in the from of gains which shall be made available to him from any of the godowns of F.C.I. Contractor Executive Engineer 48 49 50 SPECIFICATION OF WORK 1-01 General All works shall be out in accordance with the “Uttar Pradesh” Irrigation Department detailed specification published under the orders of the Chief Engineer Irrigation Department, Uttar Pradesh, Lucknow time to time specifications here in after described. In case of any conflict or inconsistency between these two specification the provision of these specifications shall govern. However for specific items the specifications as mentioned in the drawing shall be followed. In case of items specification of which are not given here in after the work shall be carried out in accordance with the instructions and directions of Engineer-in- charge. 1-02 Materials All materials to be used in the work shall be new and of quality and kind, specified in the current Irrigation Dept. detailed specifications or as specified in these specifications. Deliveries shall be made suficiently in advance to unable samples to be taken and tested if required. The material required for sampling and testing shall be supplied by the contractor free of cost. Material shall not be used approved by theEngineer-in-charge/Executive Engineer. 1-03 Site clearance The work to be done under this contract consists of furnishing of all plants, labour and materials and executing all work necessary to perform all clearing operations as herein after specified & as as directed by Engineer-in-charge. The area of work site shall be cleared of all rubbish tree, stumps bushes, root upto 7.5 Cm. dia and other objectionable materials upto 5 Cm. depth before starting any woek, the land shall be maintained free from any growth and vegetation during the progress of construction by the contractor at his own accord adn expense. Useable material should be stacked neatly so as not to interfiere with construction. All holes made during clearing shall be filled with earth, well rammed and neatly levelled off. 1-04 Disposal All roots, bushes etc. and other objectionable materials within the area required to be cleared shall be burnt or otherwise completely removed from the site to the satisfaction of the Engineer-in-charge. No payment shall be made for all these operations involved and the and the works shall be deemed to be covered in the rate of excavation of foundation. 1-05 Layout of works The marking of general layout, levels and grades will be carried out by the Engineer-in-charge with the help of labour and consumable materials supplied by the contractor, but the contractor will be required to check and fully satisfy himself of their accuracy as per drawing supplied to him. The contractor shall be responsible to main references for layout given at site during the whole period of contruction. 51 2. EXCAVATION OF FOUNDATION

2.01 General The work of excavation to be done under these specification shall consist of furnishing all tools, plants, labour and material required for carrying out excavation of different materials, conveyance and disposal of the above, maintaining the excavated slopes and trenches, preparing the foundation as per drawing or as directed by Engineer-in-charge and all operations covered within the intent and purpose of this item of work. 2-02 Excavation The contractor will be required to carryout excavation for foundation to desired levels free from weathered materials, open seam and crevices and excavation shall be cleared and roughly stepped as to produce desired surface as directed by Engineer-in-charge Foundation trenches shall be dug out to exact with of fondation concrete and sides shall be vertical. If the soil is not good and does not permit vertical sides, the sides should be sloped back suitably as directed by Engineer-in-charge. The bottom of foundation trenches shall be perfectly levelled both longitudinally and transversly. The botttom and side slopes of common excavation upon of against which concrete is to be placed be finished accuratly to the dimensions shown on the drawing or as directed by Engineer-in-charge. The surfaces so prepared shall be lightly watered and tamped to rammed with suitable tools for compaction and forming the foundation against which the concrete is to placed.

2-03 Treatment of over excavations

In digging foundation precaution shall be taken to keep up the required level, length and which. The area dug beyond the desired dimensions if any will not be paid and the contractor will have to fill it with concrete of the mix of foundation at his own cost.

2-04 Disposal of useable rock

All rock useable shall be stacked separately as directed by the Engineer-in- charge. the stack shall be in regular rectangular shapes of not less than 1.0 meter height and the stones shall be closely packed in tiem.

2-06 Blasting work

a- Blasting work shall be done by the contractor through licenced blaster. b- He shall observe all precautions for the safety of the persons present of working near the blasting area and for the safety of the department equipment and survey marks. he shall be liable to pay compensation for damages to Govt. property and injury or death of person working in the blasting area. c- Explosives sufficient for all day’s use only shall be issued to the contractor. d- The contractor shall make himself fully acquainted with the Govt. of India explosive Act. and regulations and rules and ammendments pertaining to said Act. in connection with storting and firing of all explosives adn shall strictly abide by them.

2-07 Excavation to proceed cautiously as the desired levels and dimensions are approached. 52 Blasting will be required for reaching the desired foundation levels, this involves shattering and weakening of the foundation rock. Normal blasting metnods shall be permitted upto 2 meter distance from the desired levels or sides. Excavation and blasting thereafter shall proceed very carefully. Controlled blasting with holes of only 0.5 to 0.6 meter depth with light burden and light change shall be carried out as directed by the Engineer-in-charge. Wedging, barring and hammering shall be resorted in the last stages of excavation. The foundation pit shall be kept clean of all bebris with air or water jets to reveal the nature of surface arrived at for planning of the method to be used for subsequent excavation. Failure to do the satisfication of the Engineer-in-charge may invite his orders for total stoppaged of excavation work in the whole or a portion of the area and empoyment of departmental labour or debitable agency for clearing the exposed surface for inspection and test. The charges for such clearing operation at an intermediate stage of undamaged and water tight rock foundation with the least quantity of excavation work unless required by structural considerations.

2-08 Mode of Measurement (a) Excavation in ordinary soil :- This will be measured by the section excavated and as exposed on the side slopes of the canal. (b) Excavation in 100% Moorum :- This will be measured by the section excavated and as exposed on the side slopes of the canal. (c) Excavation in weathered and disintenrated rock. Measurement of this item shall be obtained after deducting the full quantity of item (a) and (c) and 60% of the stack volume of loose stone, soft rock and blasted rock from the total reach of the trench excavated below levels of the stripped ground. (d) Excavation in loose stone and soft rock.- Material of this type can also occur in the zone of item (b) All this material shall be stacked separately from stacks of blasted rock and stacks of other material not fit for being used in embankent. measurement of this item will be taken from stack measurements which will be reduced by 40% for void. If could be done on cross sectional procedure it shall be done as per procedure adopted in item No. (a) and (b)

(e) Blasting of hard or granite rock. This insite volume of the rock shall be paid under this item. This will be workout from stack measurements of blasted stone after dedcuting 40% void.

2-02 Dewatering of foundation

(A) If to be done departmently : Dewatering if necessary shall be done departmently. No claim or compensation shall be entertained on account of failure of dewatering equipment. However appropriate extension of time may be give for the period during which the work remains suspended due to failure of the machine. Decision of the Engineer-in-charge in this matter will be final and binding upon the contractor. The contractor shall take all the precautions for the safety of the dewatering plant and personal doing dewatering work. No concreting masonry work shall be carried out unless the foundation is properly dewatered. 53 OR

(B) If to be done by the contractor as a seperate item Except where otherwise provided herein the contractor shall at his own expense provide and fix up proper and sufficint pumps and shall pump out or otherwise remove any water which may exist or be found at any time in the foundations or trenches and shall make at his own expenses all bunds or other works necessary for keeping the excavation clear of water during the progress of work. Water must on no account be ever allowed to rise above the level of the top of any subsoil drain or the underside of any concrete foundation.

2-10 Excavation in wet soil Excavation below sub soil water level shall be taken under a separate item and shall be carried out in the manner described above.

3. CENTRING & SHUTTERING

3-01 General Forms for placing the concrete shall be provided by the contractor shall be of wood, steel or other approved material. The type, shape, size, quality and strength of all materials of which the forms are made shall be subject to the approval of the Engineer-in- charge. Forme shall be used wherever necessary to confine the concrete to shape it to the required lines or to ensure against contamination of the concrete by materials caving of sloughing in adjecent surface left by excavation. Forms shall have sufficient strength to with stand the presure resulting from placement and vibration of concrete and shall be maintained regidly in correct position. Forms shall be substantial and unyielding so that concrete placed in them confirm to the design demensions and contours. Forms shall be sufficiently tight to prevent leakage of mortar from the concrete. Additional forms ties shall be used as and when necessary. The cost of labour and material for forms and for any necessary treatment or coating of forms shall be included in the unit rate tendered in the schedule of quantities for items for which centring and shuttering is required. After the forms are erected before any concrete is placed, the forms shall be inspected for line, level and grade with repect to the structure, adequency of bracing, free from dirt fixtures, Keyways and openings, etc. 3-02 From - Ties Embeded metal rods used for holding froms shall remain in position and shall terminate not less than 38mm in the concrete clear of the formed surfaces where the maximum size of aggregate in the concrete is 38mm. or not less than 50mm. in the concrete clear of the forms faces of the concrete where the maximum size is 75mm. Embeded fastners on the ends of rods shall be such their removal will leave holes of regular shape. Bolts ties shall be flush with the surface of the concrete after the forms are removed. 3-03 Cleaning and oiling of forms At the time concrete is placed in the forms, the surface of the forms shall be free from encrustation of mortar, grout or other foreign material that would contaminate the concrete of interface with the fulfilment of specification requirements relative to the forms. The forms shall be oiled with a commercial form oil or treated with other form 54 coating material that will effectively prevent sticking and will not stain the concrete surface. 3-04 Removal of form Form shall be left in place until their removal is authorised and shall be removed with care so as to avoid injury to the concrete. The contractor shall not remove any form earlier than the time specified. The form shall be removed with care without shock or vibration and without consequent injury to concrete. 3-05 Scaffolding for Centering and Shuttering Suitable scaffolding for centering and shuttering shall be provided by the contractor whenever necessary and shall strengthen the scaffolding if required by the Engineer-in-charge, but the contractor shall always remain responsible for compensation for any damage or injury which may be caused by the failure of scaffolding. Nothing extra shall be paid on this account. 3-06 Payment The unit rate for centering and shuttering shall include the cost of labour material, T&P and scaffolding etc. The form work shall be measured in square meter on the actual surface in contact with concrete. No deduction shall be made for opening upto 0.4 square meter.

4. REIN FOR CEMENT

4-01 General The contractor shall furnish, cut bend and place steel reinforcement including rods, febrication and structural shpes and as indicated in the drawing or otherwise requred or as directed. The steel for reinforcement will be provided by the Government as per condition of contract. This item will include carrige of all materials shaping, cutting, bending, binding and placing in position of reinforcement steel with the help or spacer blocks and metal chairs including cost of binding wire. The contractor shall quote his rate in per metric tonne cost of steel. 4-02 Quality or Reinforcement All steel used for reinforcement shall be free from oil, grease, dust, mortar, scales kinks rust, shop scale or any rolling defect or bends other those required as per drawing. All bars shall be bent to the shape and dimensions as per drawing and as directed by the Engineer-in- charge. Heating of bars for bending shall not be allowed. The radius of all bends shall not be less than 4 times of the diameter of the bar to hold the reinforcement in position. 4-03 Placing of Reinforcement Before placing the reinforcment in position all bars shall be thoroughly cleaned. All bars shall be of the size and lenth directed and no substitution shall be made, unless approved by the Engineer-in-charge. All reinforcement shall be placed in position well in advance before concreting to permit inspection and checking measurement in accordance with detailed drawing and secured is position such that they are not disturbed during placing and vibrating of concrete. Split bars shall provide sufficient over-lap to transfer stressess by binding or welding. 55 Vertical shear steel stirrups and spacers shall be securely fastened to the longitudinal bars by means of binding wire or welding if approved by the Engineer-in-charge. Whenever possible the contractor shall remove the spacer blocks provided their removal does not disturb the concrete. Exposed reinforcement intended for holding or dowelling between two placements of concrete will be thoroughly cleaned prior to subsquent concerting. 4-04 Joints in Reinforcement Bars The position of joints in reinforcement bars shall be subject to the approval of the Engineer-in-charge. Those shall be suitably staggered to avoid the concertration of joints at any section. The reinforcement bars shall be joined by simple overlap or as directed by the Engineer- in-charge 4-05 Overlap Joints The length of overlap joint shall be specified by Engineer-in-charge and bars shall be securely tied down by 16S.W.G.G.I. wire. 4-06 Measurement and Payment Measurement of steel reinforcement will be made for the tength of steel required to be placed according to the drawing including standard hooks and overlaps and bends and payment for the same will be made at the unit rate per metric tone tendered in the schedule. No payment for additional steel used in the making of stays of chairs etc. or for binding wire will be made. The steel used for the pupose shall however be taken as bonafide consumption. The additional length of bars placed by the contractor without direction of the Engineer-in-charge may be allowed to remain in the structure but will not be measurement for payment. The rate for the item doesnot provide for the cost of welede jointed for which separate rate shall be payable. Left over cut pleces of steel reinforcement 1.5meter and above in length only shall be taken back the department. 4-07 Actual verification of weight of random samples by the Engineer-in-charge in persence of contractor or authorised representative shall be taken as standard for the purpose of computing the total weight of steel used as reinforcement.

5. CEMENT CONCRETE WORK

5-01 General The work covered by this section consists of furnishing all labour, materials and equipment with exception of those to provided by Government in accordance with the provisions of the conditions of contract and performing all work for the manufacture, transporting, placing and curing of concrete in the structure included in these specifications. All structures shall be built in workman like manner to the lines, grades and dimension shown on the drawing of as prescribed by the Engineer-in-charge. The locations of all construction joints shall be subject to the approval of the Engineer-in-charge. The cost of supplying aggregate shall be included in the unit rate tendered in the schedule of bids for the items of work in which the aggregates used. Unit rates shall also 56 all expenses in screening, wahsing classifying blending, storing, handlilng and other necessary operations on the aggregates. The contractor shall be entitiled to no additional compensation for materials discarded by reasons of being over sizes specified fro use. 5-02 Compositions Concrete shall be composed of cement, water fine and coarse aggregates and if considered necessary by the Engineer-in-charge an air entraint admixture and pozzolenic admixture. 5-03 Cement Cement in gunny bags will be supplied by Government in accordance with the provision of the conditions of contract.

FINE AGGREGATE

5-05 Sand Sand to be used for concrete work will have fineness moudulusnot less 2.5if necessary, the contractor would have to partially mix selected grades of sand to obtain specified fineness modulus. The fine aggregate shal be clean, free from excess mica, silt particles, organic chemical impurities and shall consist of hard dense and tought material, Before final use teh fine aggregate shall be approved by the Engineer-in-charge. The maximum deleterious substance in the sand shall not exceed 5%. 5-06 Coarse Aggregates Coarse aggregate shall consists of broken stone ballast, conforming to relevant specification of I.S.I. Coarse aggregate should be free from trash, organic material sand and clay and shall be subject to the approval of the Engineer-in-charge. The coarse aggregate will be unigrade or multi grades depending on the mix design for different lacation of the work and shall comprise 80mm to 10mm size aggregate. The mix design may have any or all of these grades of aggregates. The different constitutents shall be mixed in the proportion specified in the mix design. 5-07 Water Water for mixing concrete shall be clear free from injurious oils, alkalies, organcid matter, salts or other impurities, Water shall be periodically checked for silt or organic impurities. 5-08 Mixing concrete. (a) Cement :- Cement will not be gauged by volume. For the purpose of computation each bag of cement shall be taken to be of 50Kg. having 0.035m3 as its volume. (b) Aggregates :- The coarse and fine aggregates shall be gauged by wooden ‘FARMAS’ of measurement of approved size suitalbel to measure quantity or aggregate for the required mix correctly. When filling ‘Farmars’ the material shall be poured loosly and struck off level. NO compaction shall be allowed. Buling test for sand shall be made on arrival of each new consignment of sand and after any material change in the weather, rain or sunshine. The volume the test results as approved by the Engineer-in-charge. 57 (c) Water :- Exact quantity of water to be added for the precribed mix shall be specified by the Engineer-in-charge in terms of litres of water per 50kg. or one bag cement used in the mix. 5-09 Mixing: Mixing shall be done by mechanical means in concrete mixer. The time for obtaining uniforms mix for a particular type of job shall be initially deter mined by the Engineer-in- charge, and smae time shall there after be adhered to for mixing all subseqent batches of that type of concrete, unless revised by the Engineer-in-charge. For relatively smaller works hand mixing may be allowed as per direction of Engineer-in-charge. 5-10 Conveying: Concrete shall be conveyed from the mixers to forms as repidly as practicable by methods which shall prevent segregation or loos of ingradients. There shall be no vertical drop greater than 1.5 meter except where suitable device in provided to prevent to prevent segregation and were specifically authorised by the Engineer-in-charge. 5-11 Placing : Concrete shall be poured into the conrners and angles of the forms and around all reinforcement and embeded items without permitting the materials to segregate. Concrete shall be deposited as close as possible to its final position in the form so that movement of concrete within the form and consequent segregationare reduced to a minimum concrete within the form and conseqent shall be controlled so that it may be effectively compacted into horizonatal layers not exceeding 500mm, in thickness with a minimum of movement and accompanying tenency for segregation Free water collected in depressions in the form shall be removed by bailing prior to placing of fresh concrete. The mathod shall be subject to the approval of the Engineer-in-charge. Where the concrete is to be laid in layers. the contractor shall make suitalbe arrangement to scrub the of the previous pour. This scrubbing shall be required to be done soon after the placement of concrete. Fresh layers of concrete shall not allowed to be laid unless proper cleaning of the surface of the previous pour has been done. Time interval between mixing and placing :- Concrete shall be placed before intial set has occured and unless otherwise authorised by the Engineer-in-charge within thirty minutes of release from mixers. 5-12 Vibration of Concrete :- The vibrating equipment shall be of the internal type and shall at all times be adequate in number of units and in power of each unit to properly consolidate the concrete. From vibrations shall not be used unless specifically approved by the Engineer-in-charge. The amplitued of vibration shall be sufficient, to produce satisfactory compaction. The duration of vibration shall be limited to that necessary to produce adequeate compaction without causing objectionable segrgatied. While compacting each layer of concrete the vibrating head shall touch the concrete in the upper portion of the underlying layer in the same lift. Subsequent layers of concrete shall not be placed untill the layers previously placed have been worked thoroughtly as specified.

5-13 Concrete Deposited in Water :- 58 When specifically authorised concrete may be deposited in water. In no case the concrete shall be laid in running water. The method and equipment used shall be subject to the approval of the Engineer-in-charge. 5-14 Curing and protection. Concrete shall be suitalby protected from in jury untill final acceptance, giving particulare care to all permanently exposed corners and edges. all horizontal surfaces shall be continuopaly kept wet till the tine of next pouring. The surface of all construction joints and all other exposed concrete surfaces shall ordinarily be kept moist continuously for atleast two weeks after placing. Curing in an important factor in the strength of the concrete and omission in this regard cannot be rectified again. Therefore, if the contractor fails to employ proper means the Engineer-in-charge may supplement his resources without any notice. The cost so incurred by Engineer-in-charge shall be recovered from contractor,s bills and scurity deposit. 5-15 Finishing of the Concrete Surface :- The rates quoted by the contractor are per cubic meter of concrete laid on the basis of consuuption of cement as per schedule of bids including cost of cement. If the Engineer-in- charge prescribes higer or lower content on the basis of desigen of mix an increased or decrease in the unit rates of concrete shall be made at the rate quoted against item of cement concrete in schedule of bids per bag of cement increased or decreased taking into account handling charges also. The cement consumed in the slurry or cement mortar in constructing and lirt joints will be issued to the contractor as specified in the relevent schedule. The contractor will maintain proper account for the same as directed by the Engineer-in-charge. The proportion of the cement adn sand in the slurry or cement mortar will be the same as per corresponding concrete. No payment shall be made for cement slurry. However the cement consumed in the same be taken as bonafie consumption. 5-17 Measurement and payment of concrete :- Measurement of concrete for payment will be made only to the line of the structure as indicated on the drawing or as established by the Engineer-in-charge. In measuring concrete for payment the volume of all recesses passage, chambers, openings, cavities and depressions, embebed pipes, metal work except reinforcement bars and anchor bolts etc will be deducted. In the event of the foundation having been excavated beyond the required limits as per drawing or as directed by the Engineer-in-charge, the contractor shall fill thesam with the similar, grades of concrete as in the foundations and no payment shall be made on this account. any changes in the proportion of the concrete mixes except in cement content will not entitle the contractor to adjustment in rate.

6. MASONRY WORKS

Materials, 6-01 Stones : 59 The stones to be used must be sound, clean hard durable and tough. They should be free from the decay voins, flaws crack and other defects and must have as possible uniform colour and texture. The dimension of stone i any direction shall not be less than 15cm. 6-02 Sand : The sand shall be according to the provisions of clause 5.05 6-03 Water The water shall comply to the provision of clause 5.07 6-04 Classification: The masonry wherever and shall be of the following type. (a) Random ruble stone masonry in cement moter shall be used in hearting works or as directed by Engineer-in-charge. (b) Coursed stone masonry cement moter shall be used in the face work. 6-05 Placing:- The method of preparing stone, laying mortar and placing stone iJn the different types of masonry shall be as desribed under each type. All stones shall be absolutely free of skin and well cleaned and wetted before being laid. The work shall be built plumb, curve or battered, as may be required by the design and carried out in through workman like manner with the aid of mould, templates centres, scaffolding, hoisting appliances, tools & plants etc, Required or the proper completion of the work. All scaffolding must be double i.e. if must have two sets of upright support. Every effort shall be made to ensure that the joints shall be well filled with mortar. The stone shall be vibrated by hand bar so as to bring out all excess water and locked air from mortar in sides and bed. If it is necessary to move stone after it has been placed in the mortar bed it shall be shifted clear and before setting of the mortar, Attempt shall never be made to slide it over stone already laid and care shall be taken not to disturb joint already laid, when handing or moving stone. The masonry shall proceed regulary all through the length of work and difference of more then 1000mm. in height shall not be allowed. In case masonry of one part is to be detained, the work must be racked back atan angle not exceeding 450 , The stones shall be fairly equal in size and every stone shall be fitted to the adjacenit stone. 6-06 Random Rubble Masonry in 1:4 cement Mortar in hearting:- This type of masonry shall proceed in horizontal course as described in para 6.05 stress being laid on though prodding of the mortar in the joints for completely filling them up and joining up with the mortar spread under the stone. The prodding shall be done with 12mm. dia. 0.6 M long mild steel hand bars and trowels to render the mortar into an integral quaky mass into which spall will be driven vertically. The biggest suitable spell should be driven into the joints by hand or by a hand hammer, thus consolidation the mortar, Surplus mortar thus squeezed up should be trowelled in to adjoining space for avoiding a thick layer of mortar on mortar on top of the course which should present a rough and never surface for proper bond with the next course. there must be a good collection of spalls of various sizes in "Tasllas" within easy reach of each mason to unable easy selection of the right size of spell. Supply of spalls should be constantly replenished. Inadequate supply of spalls would lead to excessive use of mortar and formation of thick and weaker joints. The following main precautions should be taken:- 60 Avoid under pinning a stones after it has been laid on the mortar layer as it creates voi under the stones.

The spalls should not driven too close to each other as they should have a layer of mortar all around them. Avoid filling dry spalls in the joints and covering them with mortar after-wards. Freshly laid masonry should be kept covered with wet gunny bags till the mortar has set. Sufficient and regular watering during hot summer season and in dry windy weather should be ensured. Wire brush the masonry surface the next day i.e. between 24 and 36 hours after laying to remove laitence, adhering pieces of mortar as cleaning after 2 or 3 days becomes difficult and inefficient. Restaring of masonry after long intervals should be treated as if on rock surface described above. 6-07 Coursed stone masonry on face with hammer/chiesel dressed stone. (i) The face work will be built of selected stones, sound and free from cracks or joints, the face work will be built in parallel and horizontal course and all the stones in each course shall be of equal height and all courses shall preferavely be of the same height but where this is not possible no course shall be thicker than any course beneath it. The face of stone shall be accurately squared and all face joints shall be dressed at sight angles toface for a distance of 100mm. (ii) The stones shall break joints by atleast 1/2 the height of the course in which they occur. Stones should be laid on their natural face. The random rubble masonry for hearting shall be berried out simultaneously with the face work. Great shall be taken to exericese proper bond between masonry and face work. (Bond Stones/Sizes of Stones) 6-08 Curing Curing of all masonry work shall be the responsibility of contractor. Mosonry must be kept will watered as it progresses on the sides and top for a period of not less than 10 days from the date building in place. At the close of days work or for other periods of recession orf work, the top of all masonry to be kept well flooded, watering being done carefully so as not to disturb or washout the mortar by using a watering hose or by sprinklers. Caring is an important factor in the strength of the masonry and omission in this regard cannot be srctified again. Therefore, if the contractor fails to employ proper means the Engineer-in-charge may supplement his resource without any notice. The cost so incurred by Engineer-in-charge shall be recovered from the contractor,s bill and security deposit. 6-09 Measurment and payments. Payment for stone shall be made at the unit per cubic meter tendered in schedule, where unit price shall include labour, plant equipment and materials required for finishing. 6-10 Change in design mix. If the Engineer-in-charge prescribes higher or lower contend of cement due to change in design of mix an increase or decarease in the unit rate of repective stone masonry item shall be made stock issue rate or per bag of cement increased or decreased or below the prescribed consumption. Also for working out unit rate of masonry and 61 handling cost of masonry as per schedule of rate of circle. Variation of the quantity of sand shall not be accounted for in working out the rates. 6-11 Joints in Masonry and Concrete Construction joints as per designs approved by the Engineer-in-charge have to be provided where required. The contractor will suitably plan the concrete work or finish the masonry work as per details for construction joints to be subsequently furnished by the Engineer-in-charge. Nothing extra shall be payable to the contractor for construction joints. For rubber and metal seals payment shall be made at the rate quoted in the schedule of bids. 7. PLASTERING AND POINTING

General :- The work of cement plastering shall consist of furnishing all scaffolding, plant, labour, and materials requred preparing the surface as desired by the Engineer-in-charge and all operations covered with in the intent and purpose of this item of work. 7-01 Mortar :- The mortar shall consist of cement and sand mixed by volume in the proporation as specified tin the schedule or as specified by Engineer-in-charge for each item or work the materials of mortar shall be first dry mixed by measuring with boxed to have the required proportion as specified and then added slowly and gradually and mixed thoroughly, mixed should neither be too dry nor too wet, Quantity of water to be mixed shall be fixed by the Engineer-in-charge and it shall not be charged with out his written permission. The mortar once mixed shall be used preferably within 15 minutes but in no case later than 30 minutes. No mortar which has begun to crack or set shall be used and such mortar shall be immediately removed from the site or work. 7-02 Surface prepartion Masonry surface shall be prepeared and cleaned by removing loose particular dust adhering mortar, grease oil and surface shall be wetted for 24 hours before application of plaste but the walls should not be too wet as plastering on wet wall is seldom satisfactory. All joints in the masonry should be raked ont to a depth of at last 12mm with a hooked tool made for the purpose whilst the mortar is still green and not later than 48 hours of the time of laying. Joints should not be raket out with a trowel or a hammer as edges of the bricks or stones get chipped. 7-03 Plastering Plastering may be required to be done along the face of contraction joints and other surface as directed by Engineer-in-charge. When applied over brick masonry the minimum thicness shall be 10mm and when on stone masonry minimum tickness, shaall be 16mm thick. It shall be applied in two coats of equal thickness, or as per direction of Engineer-in-charge. To ensure uniform thickness of plaster and truely plane surface, patches of 15cm × 15cm strips 2m aprat plaster shall be applied to Act as guieds. First mortar shall be dashed and pressed over the surface and brought to a true smooth and uniform surface by means of float and trowel. Wall plastering shall be stareted from top and worked down floor Celling plastering shall be completed before starting of wall plaster Conrners and junctions must be straight lines horizontal vertical or inclined as in plan. Where the plaster is to applied on concrete surface, the thickness of two coats shall be 20mm each cost being 10mm, thick First coat or the scratch coat shall be applied with suffiecint 62 force to from a good key or bond with the surface receiving it. This coat when allowed harden shall be scratched with a suitable tool making shaped scratches approximately 3mm deep and 2.5cm apart. The second final coat or the finesh coat shall not be applied until the scratch coat is thorughly dry. It shall be spread to cover the scratch coat completely and their shall be no noticeable joints or redges. The plastered surface shall be kept wet at least for ten days, and protected from sun, rain, and forst at tne contractors expense and by such means as the Engineer-in-charge, may approve ordinrily to protect the plaster from sum the whole surface shall be covered with wet sacks. Any cracks in the plaster of any part which sound hollow when tapped or are found to be soft or other wise defetive, shall be cut out and replastered at the contractors expense. 7-04 Pointing This item includes labour, material, and all operations involving in the job, are found to be the mortar shall generally consist of one part of cement and two part of sand. To is ratio can be changed as per requirement of different works. This mortar between the joints shall be throughly raked out to adepto of 20mm. When the mortar is green, Before pointing the joints should be throughly cleaned and no dirt or loosely adhering cement is allowed to remain washed out and thoroughly wetted for two days. The Mortar should have enough fresh water so that it will stick together on being moulded in to ball by a slinght pressure of hand and will not need wter, If will be pressed into the joints and chaulked will into the joints by using narraw flat piece of iron. The proportion of water will have to be changed slightly to suit the wather conditions and initial moisture in sand. The joints shall be finished a little convex in the center and width of the pointion will be 20mm uniformaly breath. The surface shall be polished by rubbing with a small 40mm trowell of special shape which will cut the edges to edges exact 20mm width. The depth of pointing shall be 12mm. The joints so the pointing work shall be neatly defined by the pointing and lines shall be of uniform horizotal and vertical joints or by spread over the face of the stone. All pointing shall have truely vertical an horizontal lines. The mix is to be made sufficient for not more than 15 minutes time. After pointing is completed all mortar shall be be washed from the face of the wall. After pointing the surface shall be kept wet for at least 10 days. 7-05 Measurement and payment :- Plaster and pointing work shall be measured in square meters. The payment for these items will be made at the tendered rate per square meter. 63 8. PLANT & EQUIPMENT

8-01 General :- Govt. Equipment as given in annexure...... if available may be supplied to the contractor from the Govt. godown arrangement for cartage from Government godown to the work site and back after use shall be done by the contractor at his own cost. The rates of hire of the equipment shall be as per table given in Annexure...... 8-02 The Contractor shall submit to the Engineer-in-charge a statement of machinary to be taken on hire in advance mentioning the name or names of the machines and the period for which each machine is required. 8-03 The rent each machine shall be deducted from the bill in the following month. 8-05 In an emergency any machine can withdrawn for carrying out urgent work under the written oreder of the Engineer-in-charge and no claim of compensation from the contractor will be enertainedon this account. 8-06 This Engineer-in-charge shall maintain a long Book of each machine in which the actual hours of working of the machine shall be recorded as the work progrss. The entries shall be signed by the officer authorised by the Engineer-in-charge to record these entries in the log book. These entries in the log book shall be also countersigned by the contractor or his authorised agent at the begining and end of each shift in token of accepance. In case of any dispute, the decision of the Engineer-in-charge shall be final and binding on both the parties. The log book so maintained shall be the only authentic record on the basis of which the monthly/hourly rent shall be assessed. 8-07 The machine will be run in one shift of 8 Hrs. per day (24 hours). If the contractor desires any machines to run two continuous shifts, he shall inform the Engineer-in-charge in writing atleast 24 hours in advance of the shift in which the machine is to be run and it will be arranged if possible. In no case machine will run continuouly in three shifts. Between two shifts the machine will be serviced for 4 hours. 8-08 When the machine is given to contractor on hourly basis, it shall be run by the department. 8-09 When it is taken by the contractor on monthly basis, the machine shall be handed over to the contractor in good condition and shall have to return the same in good condition after use. The P.O.L. charge pay of operators etc. shall be borne by the contractor. The running, operation and repairs shall be done by the contractor under the close supervision of the department officials who will see that requisite grades of P.O.L. and spares are used by the contractor failing which the machine will be with drawn from him and the total cost of damages recovered from his bill. The decision of the Engineer as to the cost of such repairs shall be final and binding on the contractor. The hire-charges in such case shall be reckoned per day for the total number of days the equipment remains with the contractor. 64 SPECIFICATION FOR ROAD WORK 9.00 Granular sub-base This work shall consist of laying and compacting well-graded material on prepared subgrade in accordance with the requirements of these specifications. The material shall be laid in one or more layers as necessary according to line, grades and cross section shown on the drawings or as directed by the Engineer-in-Charge. The material used shall conform to I.D. specification No. 19.3 Vol. I 9.02 Obstruction operations: 9.03 Preparation of sub-grade: Immediately prior to the laying of sub-base, the sub-grade already finished shall be prepared by removing all vegetation and other extraneous matter, lightly sprinkled with water if necessary and rolled with one pass of 8-10 tonne smooth wheeled roller. 9.04 Spreading and compacting : The sub base material of grading specified shall be sread on the prepared sub grade with the help of a drag spreader, motor grader or other approved means. The thickness of loose layers shall be so regulated that the maximum thickness of the layer after consolidation does not exceed 150mm. Moisture content of the losses materials shall be checked in accordance with I.S. 2720 (Part II) and suitably adjusted by sprinkling additional water from a hose line, truck mounted water tank or other approved means so that at the time of compaction it is from 1 percent above to 2 percent below the optimum moisture content corresponding to I.S. 2720 (Part VIII). While adding water, due allowance shall be made for evaporation losses. After water has been added, the material shall be processed by technical or other approved means if so directed by the Engineer-in-charge, until the layer is uniformly wet. Immediately there after, rolling shall be started with 8 to 10 tonnes smooth wheeled rollers or other approved plant. Rolling shall commence at the edge and progress towards the centre longitudinally except that on super elevated protions it shall progress from the lower to the upper edge parallel to the centre line of the pavements. Each pass of the roller shall uniformly overlap not less than one thired of the track made in the preceding pass, During rolling the grade and camber shall be checked and any high spots or depressions which become apparent corrected by removing or adding fresh material. Rolling shall be continued till the density achieved is at least 100% of the maximum dry density for the material determined a per IS : 2720 (Part - VII). The surface of any layer 65 of material on completion of compaction shall be well closed free from movement under compaction plant and from compaction planes, ridges cracks or loose material. All loose segregated or otherwise defective areas shall be made good to the full thickness of layer and recompacted. 9.05 Surface finish and quality control of the work : The surface finish of construction shall conform to the requirements of appendix-I control on the quality of materials and works shall be exercised by the Engineer-in-Charge. 9.06 Arranagement for traffic. During the period of construction flow of trafic shall be maintained in accordance with instruction of Engineer-in-Charge. 9.07 Measurements for payments: Granular sub-base shall be measured as finished work in position in cubic metres. 9.08 Measurements for payments: The contract unit rate for granular sub-base shall be paid in full for carring out the operations including a full compensaion for : (i) Making arrangements for traffic except for initial treatment tos houlders and construction of diversion. (ii) Furnishing all material to be incorporate in the work including all royalties fees, rent where necessary and all lead and lifts. (iii) All labour tools, equipment and incidentals to complete the work to the specifications and (iv) Carrying out the work in part widths of roadway whee directed. 9.09 Lime stablished soil sub-based : 9.10 Description: This work shall consist of laying and compacting a sub base of soil stabilised with lime on prepared subgrade in accordance with the requirements of these specificationa nd in conformity with the ines grade and cross section shown on the drawings or as directed by the Engineer-in-charge. Lime used shall conform to I.D. specification N0. 2.0 Vol. I in percentage specified by Engineer-in-charge. 9.11 Construction operations: 9.12 Weather limitations: Lime soil stablization shall not be done when the air temperature in the shade is less than 100C. 66 9.13 Degree of Pulverization: For lime stablization, the soil before addition of stablizer, shall be pulversied to the extent that passes the requirements set out in table given below. 9.14 Plant for Construction : Stabilised soil sub base shall be constructed by mix in place method of construction or as other wise approved by the Engineer-in-Charge. Manual mixing shall generally be permitted only where the width laying is not adequate for mechanical aperations. The plant used for mix-in-place construction shall be capable of puverising the soil to specified degree the full thickness of the layer being processed and of achieving the desired degree of mixing and uniformity of the stabilised material. If so desired by the Engineer-in-Charge trial runs with the plant shall be carried out to estabili its suitability for work. The thickness of nay layer to be stabilised shall be not less than 100 mm. than 100 mm when compacted. The maximum thickness may be as high as 200mm. provided the plant used is accepted by the Engineer-in-Charge as capable of meeting the specification requirements. 9.15 Mix in Place method of construction: Before deploying the plant, the soil after it is made free of undesirable vegetation or other deleterious matter shall be apread uniformly on the prepared embankment in a quantity sufficient to achieve the desired compacted thickness of the stabilized layer. Where single pass equipment is to be employed the soil shall be lightly rolled to the direction of the Engineer-in-Charge. The plant used shall either be of single pass or multiple-pass type. Themixers shall be equipped with an appropriate device for controlling the depth or processing and the mixing blades shall be maintained or reset periodically so that the correct depth of mixing obtained at all times.

67 With single pass equipment the forward speed of the machine shall be so selected in relation to the moter speed that the requirement degree of mixing pulverization and depth of processing is obtained. In multi-pass processing the soil on the prepared embankment shall be pulverized to the required depth with successive passes of the plant and the moisture content adjusted to be within prescribed limits mentioned herein after. The blending or stabilizing material shall then be spread uniformly and mixing continued with successive passes until the required depth and uniformly of processing has been obtained. The mixing plant shall be so set that it outs slighty in to the edge of the adjoininig lane processed previously so as to ensure that all the material forming a layer has been properly processed for the full width. 9.16 Construction with manual means: Where manual mixing is permitted, the soil from borrow areas shall first be freed of all vegetation and other deleterious matter and placed on the prepared embankment. The soil shall then be pulverized by means of crowbars pick axes or other approved means water in requisite quantities may be sprinlled on the soil for aiding pulverization. On the water in requisite quantities may be sprinkled on the soild for aiding pulverization. On the pulverized soil the blending material (s) in requisitie quantities shall be apread uniformly and mixed thoroughly by working with spades or other similar implement till the wholes and mixed thoroughly by working with spades or other similar implement till the wholes mass is uniform. After adjusting the moisture content to be within the limits mentioned later, the mixed material shall be leveled upto the required thickness so that it is ready to be rolled. 9.17 Addition of lime: Lime may be mixed with the prepared material either in slurry form or dry state. Dry lime shall be prevented from blowing by adding water to the lime or other suitable means. The tops of windrowed material may be flattened or slightly trenched to receige the lime distance to which lime may be spread upon prepared material ahead of the maxing preparation will determined by the Engineer-in-charge. No traffice other than the mixing equipment will be allowed to pass over the spread lime until after completion on mixing.

68 Mixing or remixing operations, regardless of equipment used, shall continuous until the material free of streak of pockets of lime and the mixture is uniform. Non uniformity of colour reaction, when the treated material is tested with the standard phennophthale in alcohol indicatrt, will be considered evidence of inadequate mixing. 9.18 Moisture content for compaction: The moisture content at compaction checked vide IS : 2720 (part II) shall not be less than optimum moisture content corresponding to IS : 2720 (Part VII) nor more than 2% above it. 9.19 Rolling Immediately after spreading grading and leveling of the mixed material, compactions shall be carried out with 8 to 10 tonne smooth wheel rollers or other approved plant preceded by a few passes of light rollers if necessary. Rolling shall commence at edges and progress towards the centre, except at sub elevated portions where it shall commence at the inner edge and progress towards outer. During roller the surface shall be frequently checked for grade and camber and any irregularities corrected by lessen the material and remoging or adding fresh material. Compaction shall continue until the density achieve is at least 100% of the maximum dry density for the material determined in accordance with IS : 2720 (Part VII). Care shall be taken to see that the compaction of lime stabilised material is completed within the hours of its mixing or such shorter period as may be found necessary in dry weather. During roling it shall be ensured that compaction place does not bear directly on hardened partially harened treated material previously laid other htan what may be necessary for achieving specified compaction at the joint. The final surface shall be well closed, free from movement under compaction plant compact planes, ridges cracks or loose material. All loose or sequregated or otherwise defective areas shall made good to the full thickness of the layer and recomputed. 9.20 Curing: The sub base course shall be suitably cured for 7 days or less if so desired by the Engineer-in-Charge soon after which subsequent payment courses shall be laid to prevent the surface from drying out and becoming friable. No traffic of any kind shall ply over the completed sub base unless permitted by the Engineer-in-Charge. 69 9.21 Surface finish and quality control of work : The surface finish of constructon shall conform the frequirements appendix-I Control on the quality of materials and works shall be exercised by the Engineer in charge in accordance with Appendix-2

9.22 Measurements for Payment : Stabilised soil sub base shall be measured as finished work in position in cubic metres. 9.23 Rates: The Contract unit rates for lime stabilized soil sub base shall be paid in full for carrying out the required operations including full compensation for all compaction listed in clause. 9.24 Cement stabilised soil sub base: Description: This work shall consist of laying and compacting a sub base of soil stabilised with cement on prepared subgrade in accordance with the requirements of these specifications and in conformity with the lines, grades and cross-sectyions shown on the drawings or as directed by the Engineer-in-charge. 9.25 Materails: (a) Material to be stabilised : The material used for stabilization shall be soil including sand and gravel, laterite, Kankar, brick aggregate crushed rock or slag or any combination of these. The material shall be well graded with a coefficient of uniformity not less than 5 capable of producing a well closed surface finish to the compacted layer and have a grading finer than the limit shown in table below. If the material passing the 426 micron sieve is plastic it shall have a liquied limit not greater than 45 percent and a plastic limit not greater 25% determined in accordance with IS : 2720 (Part V). (b) Cement : Cement for cement stabilisation shall comply with the recuirements of ID specification No. I Vol. I. 9.26 Quantity of cement in stablised mix : The quantity of cement to be added as percent by weighted of the dry soil shall be specified . 9.27 Construction Operations: 9.28 Weather Limitations: Stablisation shall not be done when the air temperature in the shade is less tan 100C. 9.29 Degree of pulverization: For stablisation, the soil before addition of stabilizer, shall be pulverized where necessary to the extent that it passes the requirements as set out in table below. 9.30 Clauses to shall apply as regards spreading and mixing the stabilizer that cement shall be used as the stabilizing material. 9.31 Moisture content for compaction : The moisture content at compaction checked vide IS : 2720 (Part II) shall not be less than the optimum moisture content corresponding to IS : 2720 (Part VII) and not more than 2% above it. 9.32 Rolling: Immediately after spreading grading and leveling of the mixed material compaction shall be carried out with 8 to 10 tonne smooth wheel rollers or other approved plant proceded by a few pass of lighter rollers if necessary. Rolling shall commence at edges and progress towards the centre, except at super elevated portions where it shall commence at 71 the inner edge and progress towards outer. Duirng rolling the surface shall be frequently checked for grade and camber and any irregularities corrected by lossening the material and removing or adding fresh material. Compaction shall continue until the density achieved is at least 100% of the maximum dry density for the material determined in accordance with IS : 2720 (Part VII). Care shall be taken to see that the compaction of cement stabilised material is completed within two hours of its mixing or such shorter period as may be found necessary in dry weather. During rolling it shall be ensured that compaction plant does not bear directly on hardened or partially hardened treated material previously laid other than what may be necessary for achieving the specified compaction at the joint. The final surface shall be well closed free from movement under compaction plant compaction planes, ridges cracks or loose material. All loose segregated or otherwise defective areas shall be made good to the full thickness of the layer and recompacted. 9.33 Curing : The sub base course shall be suitably cured for 7 days. Subsequent payment courses shall be laid soon after to prevent the surface from drying out and becoming friable. No traffic of any kind shall ply over the completed sub base unless permitted by the Engineer- in-Charge. 9.34 Surface finish and quality control of work : The surface finish of construction shall conform to the requirements of clause Appending – 1. Control on the quality of materials and works shall be exercised by the Engineer-in-Charge in accordance with clause appendix-2. 9.35 Measurements for Payment : Stabilised soil sub base shall be measured as finished work in position in cubic metres. 9.36 Rates : The Contract unit rates for cement stabilized soil sub base shall be payment in full for all component listed in clause. 9.37 Water Bound Macadam sub base course : 9.38 Description : Water bound macadam shall consist of clean crushed aggregates mechanically linter locked by rolling and bonded together with screenings binding material where necessary 72 and water laid on a prepared subgrade sub base or existing payment as the case may be and finished in accordance with the requirements of the specifications and in conformity with the lines, grade and cross sections shown on the drawings or otherwise directed by the Engineer-in-Charge. The materials used shall conform to I.D. specifications No. 1.90 Vol. 1. 9.39 Construction Operations : 9.40 Preparation of Base : The subgrade/sub base base to receive the water bound macadam coarse shall be prepared to the specificed grade and camber and made free of dust and other extraneous material. Any ruts of soft yielding places shall be corrected in an approved mannerand rolled until frm. Where water bound macadam is to be laid over an existingt black topped surface 50 mm x 50mm furrows shall be cut at an angle of 45 degrees to the centre line of the road at 1 meter intervla sin the latter before laying the coarse aggregate. 9.41 Inverted Choke: If the water bound macadam is to be laid directly over the subgrade without any other intervening payment course a 25mm course of screenigns (grading B) shall be spread on the prepared sub grade before application of the coarse aggregates is taken up. 9.42 Spreading coarse Aggregate : The coarse aggregates shall be spread uniformly upon the prepared base in such quantities that the thickness of the compacted layer is 100mm. for grading 1 and 75-100 mm for gradings 2 and 3 as specified. The spreading shall be done from stock piles along the side of the roadway or directly from vehicles. I no case shall aggregate be dumped in heaps directly on the surface prepared to receive the aggregate nor shal hauling over uncompacted or partially compacted base be permitted. The surface of the aggregates spread shall be carefully checked with templa teand at high or low spots remedied by removing or adding aggregate as may be required. No segregation of larg eor fine particles shall be allowed and the coarse aggregate as spread shall be of uniform gradation with no pockets of fine material. The coarse aggregate shall not normally be spread more than 3 days in advance of the subsequent construction seperation. 9.43 Rolling :

73 Immediately following the spreading of the coarse aggregate rolling shall be started with three wheeled power rollers of 5 to 10 tonne capacity or tanden or vibratory rollers of approved type. The weight of the roller shall depend upon the type of the aggregate and indicated by the Engineer-in-Charge. Except on superlevated portions where the rolling shall begin from the edges gradually progressing towards the centre. First the edge/edges shall be compacted with roller running forward and backward. The roller shall then move in wards parallel to the centre line of the road in successive passes Uniformly lappling preceding tracks by at least one half width. Rolling shall be discontinued when the aggregates are partially compacted with sufficient void space in them to permit application of screening. How ever, where screening are not to be applieds in the case of crushed aggregates are thoroughly keyed. During rolling slight sprinkling of water may be done, if necessary. Rolling shall not be done when the subgrade is soft or yielding or when it cause a wave like motion in the sub grade or sub base course. The rolled surface shall be checked transversely and longitudinally with templates and may irregularities found shall be corrected by loosening the surface adding or removing necessary amount of aggregate and rerolling until the entire surface conforms to desired camber and grade. In no case shall the use of screening be permitted to make up depressions. 9.44 Applications of screenings: After the course aggregate has been rolled to clause screenigns to complete fill the interistis shall be applied gradually over the surface. These shall not be damp or wet at the time of application. Dry rolling shall be done while the screenings are being spread. So that vibrations of the roller cause them to settle in to the voids of the coarse aggregate. The screenings shall not be dumped in pilen but spread uniformly in successive thin layers either by the spreading motion of hand shovels or by mechanical spreaders or directly from trucks. Trucks operating for spreading the screening shall be so driven as not to disturb the coarse aggregate. The screenigns shall be applied at a slow and uniform rate (in three or more applications) so as to ensure filling of all voids. This shall be accompanied by dry rolling and bromming with mechanical brooms handbrooms or both. In no case shall the screenings be applied so fast and thick as to ferm cakes or ridges non the surface in cuh a prevent 74 filling of voids or prevent the direct bearing of the roller on the these operations shall continue until no more screenings can be forced into the voids of the coarse aggregate. The spreading rollinga nd brooming of screenings shall be carried out in only such lengtsh of the road which could be completed within one day’s operation. 9.45 Sprinkling and grouting: After the screenings have been applied, the surface shall be copiously sprinkled with water swept and rolled. Hand brooms shall be used to sweep the wet screenings into voids and to distribute them evenly. The sprinkling sweeping applied as necessary until the coarse aggregate has been thoroughly keyed, well bonded and firmly set in its full depth and a grout has been formed of screenings. Care shall be taken to see that the base or sub grade does not get damaged due to the addition excessive quantities of water during construction. 9.46 Application of binding material : After the application of screenigns in accordance with clause and the binding materials where it is required to be used shall be applied successively in two or more thin layers at a slow and uniform rate. After each application the surface shall be copiously sprinkled with water, the resulting slurry swept in with Hand brooms, or mechanical brooms to fill the voids properly and rolled during which water shall be applied to the wheels of the rollers if necessary to wash down the binding material sticking to them. These operations shall continue until the resulting slurry after filling of voids froms a wave ahead of the wheels of the moving roller. 9.47 Setting and drying : After the final compaction of water bound macadam course, the road shall be allowed to dry overnight Next morning hurry spots shall be filled with screenings of binding material as directed lightly sprinkled with water if necessary and rolled. No traffic shall be allowed on the road until the macadam has set. The Engineer-in-charge shall have the discretion to stop hauling traffic from using the completed water bound macadam course if in his opinion it would cause excessive damage to the surface. 9.48 Surface Finish and quality control of work : The surface finish of construction shall conform to the requirements of clause appendix-1 Control on the quality of materials and works shall be exercised by the Engineer-in- Charge in accordance with appendix-2. 9.49 Measurements for Payment : 75 Water bond macadam shall be measured as finished work position in cubic metres. 9.50 Rate The contract unit rate for water bound macadam sub base/base course shall be payment in full for carrying out the required operations including full compansation for all components listed in clause. 9.51 Crushed cement concrete base/sub base course : 9.52 Description : This work shall consist of breaking and crushing the damaged cement concrete slabs and recompacting the same as base/sub base course in one or more layers. Where specified it shall also includes treating the surface of the top layer with a penetration coat of bitumen. The work shall be performed on such widths and lengths as may be specifeid in accordance with the requirements of the specifications and in conformity with the lines, grades and cross-sections shown on the drawings or otherwise directed by the Engineer-in-Charge. 9.53 Materials: 9.54 Coarse Aggregate: Coarse aggregate for this work shall be broken cement concrete slabs crushed to a size not exceeding 75mm. and so far as ossible conforming to one of the gradings given in table of specification No. 7.19 Volume-I. 9.55 Key Aggregate: Key aggregate for the penetration coat shall consist of crushed stone, crushed gravel (shinlge) or other stones, it shall be clean strong, durable of fairly cubical shape and free of disintegrated pieces, organic or other deleterious matter and adherent conatings. The aggregate shall be hydrophobic and of low porosity. The aggregate shall be of 10 mm. size defined as 100% passing through 12.5 mm sievef and retained on 6.3 mm sieve. 9.56 Binder: Binder for the penetration coat for the top layer shall be bitumen of a suitable grade as directed by the Engineer-in-Charge and satisfying the requirements of IS : 73, 217, or 454 as applicable or any other approved cub back. 9.57 Construction Operations: 9.58 General : Crushed cement concrete base sub base course may be constructed in one or two layers, depending upon the thickness of the concrete slabs dismantled and crushed. The thickness of each layer shall however, not exceed 100 mm. 76 The course shall be constructed as water bound macadam to clause 15.4 using crushed cement concrete as coarse aggregate except that no screening or binding material need be applied. Where specified the top layer shall be treated with a penetration coat of binder described in clause. 9.59 Application of penetration coat the top layer : Before the applciation of the penetration coat, the surface shall be cleaned of dust dirt and other foreingn matter, as directed. The binder shall be heated to the temperature appropriate in the grade of bitumen used and sprayed on the dry surface in a uniform manner with the help of sprayers at the rate of 25Kg per 10 square metre area in terms of the resident bitument. Excessive deposits of binder caused by stopping of starting of the sprayer or through leakage or any other reason shall be suitably corrected. Immediately after the application of the key aggregate, aggregates in a clean and dry stae shall be spread uniformly on the surface at the rate of 0.13 cubic metre per 10 square metre area, preferably by means of a mechanical gritter, or otherwise manually, so as to cover the surface completely. If necessary the surface shall be broomed to ensure uniform spread of chippings. Immediately after the application of the key aggregates, the entire surface shall be rolled to clause. 9.60 Surface finish and quality control of work : Surface finish of construction shall conform to the requirement of appendix-1 Control on the quality of material and works shall be excerised by the Engineer-in- Charge in accordance with appendix-2. 9.61 Measurements for payment: Breaking the existing cement concrete payment slabs, crushing and recompacting the slab material as base/sub-base course shall be measured as single item in terms of the volume of base/sub base laid in position in cubic metres. Penetration coat shall be measured as finished work in square metres. 9.62 Rates : The contract unit rate for crushed cement concrete base/sub base course shall be payment in full for carrying out the required operations including full compensation for : (i) Making arrangement for traffice except for initial treatment to sholders and construction of divisions. 77 (ii) Breaking the cement concrete slabs, crushing sieving and recompacting the slab material as base/sub base course. (iii) all labour, tools, equipment and incidentals to complete t he work to the specifications, and (iv) Carrying out the work in part widths of roadway where directed. 9.63 The contract unit rate for penetration coat shall be payment in full for carrying out the required operations including full compensation for all components. 9.64 Shoulder construction : 9.65 Description: The work shall consist of constructing shoulders on either side of the payment, in accordance with the requirement of these specification and in confirmity with the line, grades and cross section show on the drawings or as directed by the Engineer in charges. 9.66 Materials: Shoulders may be of selected earth or granula material. The actual material to be used shall be specified. 9.67 Construction operations: Except in the case of bituminous constructions, shoulders shall be constructed in advance of the laying of payment course. The compacted thickness of each layer of shoulder shall correspond to the compacted layer of the pavement course to be laid adjacent to it. After compaction, the inside edges of shoulders shall be trimmed vertical and included area cleaned of all spilled material before proceeding with the pavement layer. In the case of bituminous courses, shouldering opera tions shall start only after the pavement course has been laid and compacted. Regardless of the method of laying, all shoulders construction, material shall be placed directed the shoulder. Any spilled material dragged on to the pavement surface shall be immediately removed, without damage to the pavement and the area so affected thoroughly cleaned. During all stages of shoulder construction, the required cross fall shall be maintained do drain off surface water. 9.68 Measurement for payment : Shoulder construction shall be measurement as finished work in position in cubic metres. 9.69 Rate : 78 The contract unit rate for shoulder construction shall be payment in full for carrying out the required operation including full compensation for all componnet listed in clause- 15.1.1.6. 9.70 Preparation of Base for laying Bituminous course : Description : This work shall consist of preparing an existing water bound macadam course or black topped surface to specified lines, grades and cross sections in advance of laying a bituminous course. The work shall be performed on such widths and lengths as may be directed by the Engineer-in-charge and may consist of scarifying and relaying the water bound macadam course, filling of potholes, and/or application of a leveling course as necessary. 9.71 Materials : 9.72 For scarifying and relaying the water bound macadam base course : The materials used shall be course aggregates salvaged from sacarification of the existing base course to be renewed, supplemented by fresh course aggregates and screenigns to clause 15.4. 9.73 For pitching potholes : For pitching potholes, the materials used shall be course aggregate, screenings, stone chippings, bitumen or a combination there of as specified conforming to the quality requirement of these materials given else where in these specification. 9.74 For leveling course : The leveling course, where specified, shall consists of either of the two types mentioned below depending on the type and thickness of irregularities to be made up in each case, the actual type to be adopted shall be as per directions by the Engineer-in- Charge. Type A : Premixed bituminous material coreresponding to clause 15.13 Type B : Premixed bituminous material conforming to clause 15.10 except that binder content shall be 2.5% by weight of the total mix. The aggregate may conform to any of the gradings 1 and 2 set up in table appendix-A Type A mix shall be used normally where the irregularities to be made up are of non uniform character and of lower average thickness making the use of type B mix impracticable. Provided however a separate leveling course like this need no tless than

79 about 20 mm and the overlying course consists of a plant laid material of sufficient thickness bituminous macadam to appendix 5. 9.75 Construction operation: 9.76 Scarifying and renewing aggregate base course : The surface shallbe scarified by means of pickaxes, or other means approved by the Engineer-in-charge. After removing the black top surface if existing the aggregate base shall be loosened to a depth of 50-75 mm. The resulting material shall be removed from the road bed and screened to solvage coarse aggregate for use in the renewal course. High spots on the exposed surface shall be corrected so the surface broadly conforms to the specified and camber. The salvaged coarse aggregated mixed with requisite quantities of fresh aggregates shall be spread on the prepared bed and compacted as water bond macadam to a thickness of 75 mm of more as directed, in accordance with clause. 9.77 Patching of Potholes: Potholes shall be drained of water and cut to regular shape with vertical sides. All loose and disintegrated material shall be removed. The pothole shall then the filled either with (i) coarse aggregate and screenings conforming to clause 15.4 and compacted with heavy hand rammers/approved mechanical tampers or (ii) premixed to clause 15.13 compacted with roller or other approved means after painting the sides and bottom of the holes with a thin applications of bitumen, or a combination of both, as directed by the Engineer-in-Charge. 9.78 Laying of leveling course: After filling the potholes to clause the base which the leveling course is to be laid shall be thoroughly swept and scraped clean of dust and any other extraneous material. The leveling course of the types specified shall be laid and compacted to the repuirements of the respective specifications, and to the desired levels, grade and camber after applying a tack coat conforming to clause 15.8. The top levels of the course shall be determined from the final road levels after accounting for the thickness of the bituminous wearing course (s) to be superimposed subsequently. Work on leveling course shall be so planned that it is covered over by the subsequent wearing course at the earliest before opening to traffic. 9.79 The work of filling potholes shall be considered incidental to the construction of bituminous courses for which the base is prepared.

80 9.80 Scarifying and relaying the aggregates base course shall be measured in square metres. Fresh coarse aggregates and screenings used in the work shall be measured in stacks. 9.81 Scarifying and relaying the aggregates base course shall be measured in square metres. Fresh coarse aggregates and screenings used in the work shall be measured in stacks. 9.82 Levelling course type A of B shall measured as volume compacted in position in cubic metres. The volume shall be worked out through measurement of layer thickness. 9.83 Rates: 9.84 The contract unit rate for scarifying and relaying the aggregate base course shall be payment in full for carrying out the required operations including full compensation for the components listed in except that the fresh coarse aggregate and screening to be incorporated in the work shall be paid for separately. 9.85 The contract unit rates for leveling course shall be payment in full for carrying out the required operations including full compensation for : (i) Making arragnements for traffic except for initial treatment to shoulders and construction of diversion. (ii) Providing all materials to be incorporated in the work including any royalties fees rents where applicable and all leads and lifts unless the contract specifically excluding any item of material required for the work for provides for separate payment. (iii) Preparation of base including filling of pathole all cleaning operations and application of tack coat. (iv) All labour, tools, equipment and incidentals necessary to complete the work to the specifications and: (v) Carrying out the work in part widths of roadway where directed. 9.86 Tack coat : 9.87 Description : The work shall consist of application of a single coat of low viscosity liquid bituminous material to an existing road surface preparatory to another bituminous construction. 9.88 Materials:

81 Binder : The binder used for tack coat shall be bitumen of a suitable grade directed by the Engineer-in-chargeand conforming to IS : 73, 217 or 454 as applicable, or any other approved out back. 9.89 Construction operations: 9.90 Preparation of base : The surface of which the tack coat is to be applied shall be thoroughly swept and scraped clean of dust and any other extraneous material before the application of the binder. 9.91 Application of binder: Binder shall be heated to the temperature appropriate to the grade of bitumen used and approved by the Engineer-in-charge and sprayed on the base at the rate speicified below. The rate of spread in terms of straight run bitument shall be 5 Kg per 10 square metre area for an untreated water macadam surface. The binder shall be applied uniformly with the aid of sprayers. The tack coat shall be applied just ahead of the oncoming bituminous contruction. 9.92 Quality Constrol of work : Control on the quality of materials and works shall be exercised by the Engineer-in- Charge in accordance with appendix-2 9.93 Measurements for payment: Tack coat shall be measured in terms of surface area of application in square metres depending upon the rate of spread specified. 9.94 Rate : The contract unit rates for tack coat shall be payment in full for carrying out the required operations including full compensdation for : (i) Making arrangement for traffic for initial treatment to shoulders and Construction of diversions. (ii) Providing all materials to be incorporated in the work including all royalties, fees rents where necessary and all leads and lifts. (iii) All labour tools equipment and incidentals necessary to complete the work to the specifications and (iv) Carrying out the work in part widths of roadway as directed. 9.95 Bituminous Macadam Base/Binder Course: 9.96 Description:

82 The work shall consist of construction in a single course of 50 mm/75mm thickness of compacted crushed aggregates premixed with a bituminous binder laid immediately after mixing on a base prepared previously in accordance with the requirements of these specifications, and in conformity with the lines, grades and cross sections shown on the drawings or directed by the Engineer-in-charge. 9.97 Materials: 9.98 Binder: The binder shall be straight run bitumen of a suitable grade as directed by the Engineer-in-Charge coplying with IS : 73 9.99 Aggregates: The aggregates shall consist of crushed stone crushed gravel (shingle) or other stones. They shall be clean strong durable of faily cubical shape and free of disintegrated pieces, organic and other deleterious matter and adherent coatings. The aggregates shall preferably be hydrophobic and of low porosity. The aggregates shall satisfy the physical requirements set forth in appendix-3 10.00 Proportioning of materials: The binder content for premixing shall be 3.5 and 4.0 percent by weight of the total mix for aggregate No. A and B respectively except when otherwise directed by the Engineer-in-Charge. The quantities of aggregates to be used shall be sufficient to yield the specified thickness after compaction. 10.01 Variation in proportioning of materials: The contractor shall have the responsibility for ensuring proper proportioning of material and producing a uniform mix. A variation in binder content of + 0.3 percent by weight of total mix shall however be permissible for individual specimen taken for quality control tests vide appendix-I. 10.02 Construction operations: 10.03 Weather and seasonal limitations: Bituminous macadam shall not be laid during rainy weather or when the base course is damp or wet. 10.04 Preparation of base: The base on which bituminous macadam is to laid shall be prepared shaped and conditioned to the specified lines grade and cross sections in accordance with clause 15.7 or 83 directed by the Engineer-in-charge. The surface shall be thoroughly swept and scraped clean and free from dust and foreign matter. 10.05 Tack coat: A tack coat to clause 15.8 shall be applied over the base except when the laying of bituminous macadam is being preceded by a bituminous leveling course. 10.06 Preparation and transport of mix. Hot mix plant of adequate capacity shall be used for preparing the mix. The temperature of binder at the time of mixing shall be in the range 150 0C C and that of aggregates in the range 1250-1500C C, provided that the difference in temperature between the binder and aggregates at no time exceeds 250C. Mixing shall be thorough to ensure that a homogenous mixture is obtained in which all particles of the aggregates are coated uniformly. The mixture shall be transported from the mixing plant to the point of use in suitable vehicles. The vehicles employed for transport shall be clean and be covered over in transit if so directed by the Engineer-in-charge.

10.07 Spreading: The mix shall be spread immediately after mixing by means of a self propelled mechanical paver with suitable screeds capable of spreading tamping and finishing the mixture to the specified lines grade and cross sections. However in restricated locations and in narrow widths where the available plants can not operate in the opinion of the Engineer- in-Charge he may permit manual laying of the mix. The temperature of mix at the time of laying shall be in the ragen 1100C-1350C. In multilayer construction the longitudinal joint in one layer shall off set that in the layer below by about 150 mm. However the joint in the top most layer shall be at the centre lines of the payment. Longitudinal joints and edges shall be constructed true to the delineating lines parallel to the centre lines of the road. All Joints shall be cut vertical to the full thickness of the previously laid mix and the surface painted with hot bitumen before placing fresh material. 10.08 Rolling: After the spreading of mix, rolling shall be done by 8 to 10 tonne power rollers of other approved plant. Rolling should start as soon as possible after the material has been 84 spread. Rolling shall be done with care to keep from unduly roughening the payment surface. Rolling of the longitudinal joints shall be done immediately behind the paving operation. After this, the rolling shall commence at the edges and progress to wards the centre longitudinally except that on super elevated portions it shall progress from the lower to the upper edge parallel to the center line of the payment.

The initial of break down rolling shall be done as soona s it is possible to roll the mixture without cracking the surface of having the mix pick up on the roller wheels. The second or intermediate rolling shall follow the breakdown rolling as closely as possible and be done while the paving mix is still at a temperature that will result in maximum density. The final rolling shall be done while the materials is still workable enough for removal of roller marks. When the roller has passed over the whole area once, any high spots or depressions which become apparent shall be corrected by removing or adding fresh material. The rolling shall then be continued till the entire surface ahs been rolled to compaction there is no crushing marks Each pass of the roller shall uniformly overlaps not less than one third of the track made in the preceding pass. The roller wheels shall be kept damp if necessary to avoid the bituminous material from sticking to the wheels and being picked up in case shall fuel lubricating oil be used for this purpose. Rolling operations shall be completed in every respect before the temperature of the mix falls below 800C. Rollers shall not stand on newly laid material while there is a risk that it will be deformed thereby. The edges along and transverse of the bituminous macadam laid and compacted earlier shall be cut to their full depth so as to expose fresh surface which shall be painted with a thin surface coat of appropriate binder before the new mix in placed against it. 10.09 Surface finish and quality control of work : The surface finish of construction shall conform to the requirements of clause appendix-I. Control on the quality of materials and works shall be excercised by the Engineer-in- charge in accordance with appendix-2.

85 10.10 The bituminous macadam shall be provided with final surfacing without any delay if there is to be may delay the course shall be covered by a seal coat to the requiements of clause 15.17 before allowing any traffic over it. 10.11 Measurements for payment: Bituminous macadam shall be measured as finished work in cubic metres. 10.12 Rate: The contract unit rate for bituminous macadam shall be payment in full for carrying out the required operation including full compensation for : (i) Making arrangements for traffic except for initial treatment to shoulders and Construction of diversions: (ii) Preparation of base except for laying of level course but including filling of potholes. (iii) Providing all materials to be incorporated in the work, including all royalties, fees, rent where necessary and all leads and lifts. (iv) All labour tools equipments and incidental to complete the work to the specification and (v) Carrying out the work in part widths where directed. 10.13 Bituminous Penetration Macadam Base/Binder course 10.14 Description: This work shall consist of the construction of one more layers of compacted crushed coarse aggregates with alternate applications of bituminous binder and key aggregates in accordance with the requirements of these specifications and in conformity with the lines grades and cross sections shown on the drawings an directed by the Engineer-in-charge. Thickness of an individual course shall not exceed 75 mm. 10.15 Materials: 10.16 Binder: The binder shall be of a suitable grade such as straight run bitumen 80/100, 60/70, 30/40 road tar grade RT-4/RT-5 or approved cut backs, as directed by the Engineer-in- charge satisfying the requirements of IS : 73, 215, 217 or 456. 10.17 Aggregates: The aggregates shall consist of crushed stone, crushed graval (shingle) or other stones as specified by the Engineer-in-charge. They shall be clean strong durable of fairly cubical shape and free from disintegrated pieces, salt, alkali, vegetable matter, dust or other

86 deleterious matter and adherent coatings. The aggregates shall preferably be hydrophobls and of low porosity. The aggregates shall satisfy the physical requirements set forth in appendix-3. 10.19 Construction operations: 10.20 Weather and seasonal limitation :

87 The bituminous penetration macadam course shall not be constructed during foggy or rainy weather when the underlying corse is damp or wet or during dust storm or when the atmospheric temperature in shade is 160C or below. 10.21 Preparation of the underlying course: The underlying course on which the penetration macadam course is to laid shall be prepared shaped and conditioned to the specified lines, grades and sections and directed by the Engineer-in-charge. Any depressions or potholes shall be properly made up and thoroughly compacted sufficantly in advance. The surface shall be thoroughly swept and scrapped clean of dust and other foreign matter. Any priming, if needed may be applied in accordance with the I.R.C. Tentative specification for priming of base course with bituminous primers. 10.22 Spreading and compacting coarse aggregates: The coarse aggregate in a dry and clean from shall be spread uniformly and evenly at the rate specified in table 15.1.0.2.3. The surface of the layer shall be carefully checked with camber templates and all high and low spots remedied by removing or adding aggregates as may be required. The spreading shall be carried no further in advance of the rolling and penetrating operations than can be completed in one Av. days work. Segregated aggregates or aggregates mixed with earth or other foreign substances shall be removed and replaed with graded aggregaes.

10.23 Rolling: After the spreading of coarse aggregates, dry rolling shall be done by 10 tonnes smooth wheeled steel roller. Rolling shall start as noon as possible after the material has been spread. The rolling shall commence at the edges, overlapping the shoulder at least 30 cm. and progress towards the centre longitudinally except on super elevated portions where it shall progress from the lower to the upper edge after the edges have been rolled. For super elevated portions, the overlapping should be approximately one third of the widht of the rear wheel on each trip. 88 After the initial dry rolling the surface shall be checked with a crown template and 3 meter straight edge. The surface shall not vary more than 12 mm. from the template or straight edge. All surface irregularities exceeding the above limit shall be corrected by removing or adding aggregates as required. The rolling shall be done until the compacted coarse aggregate has a firm surface ture to the cross sections shown the plans and that it has a texture that will allow free and uniform penetration of the aspartic materials. 10.24 Application of bituminous material: After the coarse aggregates has been rolled and checked the bituminous binder shall be applied at specified temperatures as directed by the Engineer-in-charge. The rate of application shall be as specified in table 15.10.2.3 the time of applying the binder the aggregates shall be surface dry for full depth of the layer. The bituminous materials shall preferably be applied by a pressure distributor uniformly over the surface at the specified rate over small areas, where the use of a spray bar is impracticable the material shall be applied by the nozzle attachment. Only when permitted pouring pots may be used according to the directed of the Engineer-in-charge. 10.25 Application of key aggregates: Immediately after the first penetration of bitumen, the key aggregates in a clean and dry state shall be spread uniformly over the surface by means of an approved mechanical spreader or by approved manual methods at the rate specified in table 15.10.2.3. If necessary the surface shall be broomed to ensure uniform application of the key aggregates. The entire surface shall then the rolled with a 8-10 tonne smooth steel roller (along with vibratory roller if available) to the specification conforming to clause 15.10.3.4. 10.26 Surface finish and quality control : The surface finish of construction shall conform to the requirements of appendix-I Control on the quality of materials and works shall be excerised by the Engineer-in- charge in accordance with relevant sub paras clause appendix-2. 10.27 The penetration macadam shall be provided with final surfacing without any delay if there is to be any delay, the course shall be covered by a seal coat to the requirements of clause 15.17 before allowing any traffic over it. 10.28 Measurements for payment: Penetration macadam base/binder course shall be measured as finished work in square metres. 89 10.29 Rate : The contract unit rate for penetration macadam course shall be payment in full for carrying out the requried operations including full compensation for all components in clause 15.9.7. 10.30 Built up spray Grout Base Course: 10.31 Description: This work shall consist of a two layer composite construction of compacted crushed coarse aggregates with applications of bituminous binder after each layer and key aggregates on the top of the second layer, in accordance with requirements of these specification and in conformity with the lines grades and cross sections shown on the drawings directed by the Engineer-in-charge. 10.32 Materials: 10.33 Binder: The binder shall be straight run bitumen of a suitable grade as directed by the Engineer-in-charge satisfying the requirements of IS: 73 or an approved cut back. 10.34 Aggregates: The aggregates shall consist of crushed stone, crushed gravel (shingle) or other stones. They shall be clean strong durable of fairly cubical shape and free of disintegrated pieces, organic or other deleterious matter and adherent coatings. The aggregates shall preferably be hydrophobic and of low porosity. The aggregates shall satisfy the physical requirements set forth in appendix-3 except that the upper limit for los Angles abrasion value and aggregate impact value shall be 50 and 40 respectively. The coarse and key aggregates for built up spray grout shall conform to the grading given in table 15.11.2.2.

90 10.36 Construction operations: 10.37 Weather and seasonal limitation: Buitl up spray grout shall not be constructed during rainy weather, when the base is damp or wet when the atmospheric temperature in shade is 160C of below. 10.38 Preparation of base: The base on which built up spray grout is to be constructed shall be prepared shaped and conditioned to the specified lines, grades and cross section in accordance with clause 15.7 as directed by the Engineer-in-charge. The surface shall be thoroughly swept and scrapped clean of dust and other foreign matter. 10.39 Tack coat: A tack coat complying with clause 15.8 shall be applied over the base preparatory to construction of the spray grout course. 10.40 Spreading and rolling coarse aggregates for the first layer: Immediately after the applicatin of tack coat the coarse aggregates in a dry and clean from shall be apread uniformly and evenly at the rate of 0.5 rum per 10 scm area. The surface of the layer shall be carefully checked with templates and all high and low spots remedied by removing or adding aggregates as may be required. Immediately after spreading of the aggregates, the entire surface shall be rolled with a 8-10 tonne smooth wheeled roller. Rolling shall commence at the edge and progress towards the centre excpet in superelevated portions wher eit shall proceed from the inner edge to the outer. Each pass of the roller shall uniformly overlap not less than one third of the track made in the preceding pass. After initial rolling the surface shall be checked transversely and longitudinally with templates and any irregularities corrected by loosening the surface adding or removing necessary amounts of aggregates followed by rolling. Rolling shall be stopped before voids in the aggregates layer are closed to such an extent as to prevent free and uniform penetration of the binder. 10.41 application of binder first spray: The binder shall be heated to the temperature appropriate to grade of bitumen approved by the Engineer-in-charge and sprayed on aggregate layer at the rate of 15 Kg 10 scm (in terms of straight run bitumen) in a uniform manner with the help of mechanical sprayers. Excessive deposits of binder caused by stopping or starting of the sprayers or through leakage or any other reason shall be corrected promptly. 91 10.42 Spreading and rolling of coarse aggregate for the second layer: Immediately after the first application of binder the second layer of coarse aggregates shall be spread and rolled to clause 15.11.3.4. 10.43 Application of binder second spray: The second aggregate layer shall then be given a binder spray at the rate of 15 Kg/10 scm (in term of straight run bitumen) to clause 15.11.3.5. 10.44 Application of key aggregate: Immediately after second applicaton of the binder key aggregates in a clean and dry state shall be spread uniformly at the rate of 0.13 cum/10 scm so as to cover the surface completely. If necessary the surface shall be broomed to ensure uniform application of the key aggregates. The entire surface shall then be rolled with a 8-10 tonne smooth wheeled roller to clause 15.11.3.4 while rolling is in the progress additional key aggregates where required shall be spread by hand. Rolling shall continue until the entire course is thoroughly compacted and the key aggregates are firmly in position. 10.45 Surface finish and quality control : The surface finish to construction shall conform to the requirements of clause appendix-I. Control on the quality of materials and works shall be exercised by the Engineer-in- charge in accordance with clause appendix-2. 2.3.4 The built up spray grout shal be provided with final surfacing without any delay if there is to be any delay, the course shall be covered be a seal coat to the requirements of clause 15.17 before allowing any traffic over it. Built up spray grout shall be measured as finished work in square meter. 10.46 Rate : The contract unit rate for built up spray grout shall be payment in full for carrying out the required operations including full compensation for all components listed in clause 15.9.7. 10.47 Surface Dressing: 10.48 Description: This work shall consists of the application of one or two coats of surface dressing each coat consisting of a layer of bituminous binder sprayed on a base prepared previously, followed by a cover of stone chippings properly rolled to form a wearing course to the requirements of these specifications. 92 10.49 Materials: 10.50 Binder: The Binder shall be straight run bitumen of a suitable grade as directed by the Engineer-in-charge and conforming to IS : 73. 10.51 Stone chippings: The stone chipping shall consist of fairly cubical fragments of clean, hard tough and durable rock of uniform quality throughout. These shall be obtained by crushing stone river gravel (shingle) or other approved materials. Rounded gravel shall be used only if specifically permitted by the Engineer-in-charge. The Chippings shall be free of elongated of flaky pieces, soft or disintegrated stone salt alkali vegetable matter dust and adherent coatings. They shall conform to the quality requirements of table appendix-3. Except that the flakiness index shall be limited to a maximum of 30. The base on which surface dressing is to be laid shall be prepared, shaped and conditioned to the specified lines grade and cross section in accordance with clause. 15.7 As directed by the Engineer-in-charge. Where the existing surface shows signs of fatting up this shall be rectified. 10.55 The surface shall be thoroughly swept and scraped clean of dust and any other extraneous matter before the spraying of binder, As necessary the cleaning shall be done first with hard brushes then with softer brushes and finally by blowing with sacks or gunny bags. 10.56 Application of binder: Binder shall be heated to 1630C to 1770C and sprayed on the dry surface in a uniform manner preferably with the help of mechanical sprayers. Excessive deposits of binder caused by stopping or starging of the sprayer or through leakage or by other reason shall be suitably corrected before the stone chipping are spread. 10.57 Application and stone chippings: Immediately after the application of binder, stone chippings in dry and clean state shall be spread uniformly on the surface preferably by means of a mechanical gritter other wise manualy so as to cover the surface completely. If necessary the surface shall be broomed to ensure uniform spread of chippings. 10.58 Rolling: Immediately after the application of the cover material the entire surface shall be rolled with a 8-10 tone smoth wheeled roller. Rolling shall commence at the edge and progress towards the centre except in superelevated portions where it shall proceed from the inner edge to the outer. Each pass of the roller shall uniformly overlap not less than one third of the track made in the preceding pass. While rolling is in progress additional chipping shall be spread by hand in what ever quantities required to make up irregularities. Rolling shall continue until all aggregate paritcles are firmly bedded in the binder and present a uniform closed surface. 94 10.59 Application of second coat of surface dressing: Where surace dressing in two coats is specified the second coat shall be applied immediately after laying of the first coat. The construction operations for the second coat shall be the same as decribed in clause 15.12.3.3 to 15.12.3.5 10.60 Opening to traffic: Traffice shall not be permitted to run on any newly surface dressed area until the following day. In special circumstances however the Engineer-in-charge may open the road of traffic immediately after rolling but in such cases its speed shall be limited to 16 Km. per hour till the following day. 10.61 Surface finish and quality control of work : The surfaces finish of construction shall conform to the requirements of appendix I. Control on the quality of materials and work shall be exercised by the Engineer-in- charge in accordance with appendix-2. 10.62 Measurement for Payment: Each coat of surface dressing shall be measured as finished work in square metres. 10.63 Rates : The contract unit rate for each coat of surface dressing shall be payment in full for carrying out the required operations including full compensation for all components listed in clause 15.9.7 10.64 Open Graded premix Carpet: 10.65 Description: This work shall consist of laying compacting an open graded carpet of 2 cm. thickness in a single course composed of suitable small sizes aggregates premixed with a bituminous binder and previously prepared base in accordance with the requirements of these specifications. 10.66 Materials: 10.67 Binder: The binder shall be bitumen of a suitable grade as directed by the Engineer-in-charge and satisfying the requirements of IS : 73, 217,454 or other approved cut back as. 10.68 Aggregates: The aggregates shall consist of angular fragment of clean hard tough and durable rock of uniform quality throughout. They shall be obtained by crushing rock gravel or river

95 shingle and be free of elongated and flaky piece, soft and disintegrated materials and vegetables or other deleterious matter. They shall preferably be hydrophobic type. The aggregates shall satisfy the quality requirement set forth in table appendix-3 except that the flakiness index shall be limited of 30. 10.69 Proportioning of Materials: The materials shall be proportional as per quantities given in table 15.13.2.3. 10.70 Construction operations: 10.71 Weather and seasonal limitations: Open graded premix carpet shall not be laid during rainy weather or when the base course is damp or wet or when the atmospheric temperature in shade is 160C or below.

10.72 Preparation of base: The underlying base on which the bituminous carpet is to be laid shall be prepared shapped and conditioned to the specified lines grade and cross section in accordance with clause Appendix -3 as directed by the Engineer-in-charge. The surface shall be well cleaned by removing caked earth and other foreign matter with wire brushed seeping with brooms and finally with sacks as necessary. 10.73 Tack coat:

96 A tack coat complying with Appendix-4 shal be applied over the base preparatory to laying of the carpet, Application of tack coat shall however not be necessary when the laying of carpet follows soon after the provision of a bituminous base/leveling course. 10.74 Preparation of premix: Mixers of approved type shall be employed for mixing the aggregates with the bituminous binder. The binder shall be heated to the temperature appropriate to the grade of bitumen approved by the Engineer-in-charge in boilers of suitable design avoiding local overheating and ensuring a continuous supply. The aggregate shall be dry and suitably heated to a temperature directed by the Engineer-in-charge before these are placed in the mixer. After about 15 second of dry mixing the heated binder shall be distributed over the aggregates at the rate specified. The mixing of binder with chippings shall be continued until the chipppings are thoroughly coated with the binder. The mix shall be immediately transported from the mixer to the point of use in suitable vehicles or wheel barrows. The vehicles employed for transport shall be clean and be covered over in transit if so directed. 10.75 Spreading and rolling: the premixed material shall be spread on the road surface with takes to the required thickness and camber or distributed evenly with the help of a drag spreader with out any undue loss of time. The camber shall be checked by means of camber boards and inequalities evened out. As soon as sufficient length of bituminous material hasbeen laid, rolling shall commence with 6 to 9 tonne power rollers preferably of smooth whell tandem type or other approved plant. Rolling shall begin at the edges and progress toward the centre longitudinally except that on the superalevated potions it shall progress from the lower to upper edge parallel to the centre line of the payment. When the roller has passed over the whole area once high spots or depressions which become apparent shall be corrected by removing or adding premixed materials rolling shall then be continued until the entire the surface has been rolled to compaction and all the roller marks eliminated. In each pass of the roller preceding track shall be over lapped uniformly by at least 1/3 width. The roller wheels shall be kept damp to prevent the premix from adhering to the wheels and being picked up. In no case shall fuel lubricating oil be used for ths purpose.

97 Rollers shall not stand on newly laid material while there is a risk that it will be deformed there by depth so as to expose fresh surface which shall be painted with a thin surface coar of appropriate binder befor ethe new mix is placed against it. 10.76 Seal coat: A seal coat conforming to clause 15.16 shall be applied to the surface immediately after laying the carpet. No traffic shall be allowed on the road till the seal coat has been placed. 10.77 Surface finish and quality control of work : The surface finish of construction shall conform to the requirements of appendix-I. Control on the quality of materials and works shall be exercised by the Engineer-in- charge in accordance with appendix-2 10.78 Measurement for payment: Open graded premix capret shall be measured as finished work in square metres. 10.79 Rate : The contract unit rate for open graded premix carpet shallbe payment in full for carrying out the required operation including full compensation for all components listed in clause 15.9.7. 10.80 Mix seal surfacing: 10.81 Description: this work shall consist of laying and compacting mix seal surfacting in a single course composed of suitable aggregates premixed with a bituminous binder on a previously prepared base in accordance with the requirements of these specifications. Mix seal surfacing shall be of type A or Type B as specified. 10.82 Materials 10.83 Binder: Clause 15.13.2.1 shall supply. 10.84 Coarse Aggregate : Clause 15.15.2.3. shall apply. 10.85 Fine aggregate : Clause 15.15.2.3 shall apply

10.87 Proportioning of materials: The total quantity of aggregates used for type A or B mix seal surfacing shall be 0.27 cubic metre per 10 sqm. area. The quantity of binder used for premixing in terms of straight run bitumen shall be 22.0 Kg and 19.00 Kg per 10 sqm. area for type A and type B surfacing respectively. Before starting the work the contractor shall get the job-mix formula for the mix approved by the Engineer-in-charge. 10.88 Construction operations: Clause 15.13.3.1 to 15.13.3.5 shall apply 10.89 Surface finish and quality control of work: The surface finish of construction shall conform to the requirements of appendix-I Control on the quality of materials and works shall be exercised by the Engineer-in- charge in accordance with appendix-2. 10.90 Measurements for payment: Mix seal surfacing type A or B shall be measured as finished work in square metres. 10.91 Rate The contract unit rate for mix seal surfacting type A or B payment inf ull for carrying out the required operation full compensation for all components listed in clause 15.9.7.

10.92 Semi Dense Carpet: 10.93 Description: 99 This work shall consist of construction in a single course of 20/25 mm thick semidense carpet as wearing course on a previously prepared base, to the requirements of these specification. 10.94 Materials: 10.95 Binder: The coarse aggregates shall consist of crushed stone crushed gravel (shingle) or other stones. These shall be clean strong durable or fairly cubical shape free of disintegrated pieces organic or other deleterious matter and adherent coatings. The aggregates shall prefgerably be hydrophobic and of low porosity and shall satisfy the physical requirements set forth in appendix-3. 10.96 Fine aggregates: The fine aggregates shall consist of crusher run screenigns natural sand or a smixture of both. These shall be clean hard durable uncoated dry and free from injurious soft or flaky pieces and organic or deleterious substances. 10.97 Filter: The filter where required shall be an inert material the whole of which passes 600 micron sieve at least 90% passing 150 micron sieve and not less than 70% passing 75 micron sieve. 100 10.99 Proportioning of materials: The binder content for premixing shall be 5.5% by weight of the total mix unless otherwise specified. The quantities of aggregates shall be sufficient to yield the specified thickness after compaction. The Contractor shall get the job mix formula for the mix approved by the Engineer- in-charge before starting the work. 11.00 Variation in proportioning of materials: The contractor shall have the responsibility of ensuring proportioning of materials in accordance with the approved job-mix formul and producing a uniform mix. A variation in binder content of + 0.3 percent by weight of total mix shall however by permissible in individual specimen taken for quality control tests. 11.01 Construction operations: 11.02 Weather and seasonal limitation: Semi-dense carpet shall not be laid during rainy weather or when the base course is damp or wet. 11.03 Preparation of base: The base on which semi-dense carpet is to be laid shall be prepared shaped and conditioned to the specified lines grade and cross section in accordance with appendix-3 as directed by the Engineer in charge. The surface shall be thoroughly swept and scraped clean and free of dust and foreign matter. 11.04 Tack coat: A tack coat complying with appendix-4 shall be applied over the base. Application of tack coat shall however not be necessary when the laying of carpet follows soon after the provision of a bituminous base/leveling course. 11.05 Preparation of the mix: Hot mix plant of adequate capacity and capable of producing a proper and uniform quality shall be used for preparing the mix. The plant may be either a batch type or a continuous one having a co-ordinated set of essential nuits such as dryer for heating the aggregates, device for batching/feeding by weight or volume the required quantities aggregate a binder heating and control unit for matering out the correct quantity of heated binder together with a paddle mixder for intimate mixing of the binder and aggregate.

101 The temperature of binder at the time of mixing shall be in the range of 1500C-1770C and of aggregates in the range of 1550C-1630C. Provided also that at no time shall the difference in temperature between the aggregates and the binder exceed 140C. Mixing shall be thorough to ensure that a homogeneous mixture is obtained which all the particles of the mineral aggregate are coated uniformly. The mix shall be transported from the mixing plant for the point of use in suitable vehicles. The vehicles employed for transport shall be clean and be covered over in transit if so directed by the Engineer-in-charge. 11.06 Spreading: The mix transported from the hot mix plant to the site shall be spread by means of a self propelled mechanical pavers with suitable screeds capable of spreading tamping and finishing the mix ture to specified grade lines and cross sections. The temperature of mix at the time of laying shall be in the range 1210C-1630C. Longitudinal joints and edges shall be constructed true to the delineating lines parallel to the centre line of the road. Longitudinal joints shall be offset by at least 150 mm. from those in all the binder course. All joints shall be cut vertical to the full thickness of the previously laid mix and the surface painted with hot bitumen before placing fresh. 11.07 Rolling: Immediately after the spreading of mixit shall be thoroughly compacted by rolling with a set of roller moving at a speed not exceeding 5 Km. per hours. The initial of break down rolling shall be with 8-12 tonne three wheel rollers and the surface finished by final rolling with 8-10 tonne tandem rollers or suitable pneumatic rollers. The roller wheels shall be kept damp to prevent the mix from adhering to them but in no case shall fuel lubricating oil be used for this purpose. Rolling shall commence longitudinally from the edge and upper edge parallel to the centre line of the payment. The roller should proceed on the fresh material with uniformly overlap not less than one third of the track made in the preceding pass. Rolling shall continue untl the entire surface ha sbeen rolled to compaction and all the roller marks eliminated. 11.08 Opening to traffic Traffice may be allowed immediately after completion of the final rolling when the mix has cooled down to the surrounding temperature. 102 11.09 Surface finish and quality control of work: The surface finish of construction shall conform to the requirements to clause appendix-I, control on the quality of material & works shall be exercised by Engineer-in- charge in accordance will appendix-2. 11.10 Measurements for payment:’ Semi – dense carpet shall be measured as finished work in square metres. 11.11 Rate : The contract unit rate for semi dense carpet shall be payment in full for carrying out the required operation including full compensation for all components listed in clause 15.9.7. 11.12 Asphalted Concrete: 11.13 Description: This work shall consist of constructing a single layer of 50 to 25 mm thick asphaltic concrete wearing course to the following specification on a previously prepared base. 11.14 Materials: 11.15 Binder: The binder shall be straight run bitumen of a suitable grade satisfying the requirements of IS : 73. The actual grade of the binder to be used shall be decided by the Engineer-in-charge. 11.16 Coarse Aggregates: The coarse aggregates shall consist of crushed stone, crushed gravel (shingle) or the stones. These shall be clean strong durable of fairly cubical shape free of disintegrated pieces, organic or other deleterious matter and adherent coating. The aggregated shall pre ferably be hydrophobic and of low porosity and shall satisfy the physical requirements set forth in appendix-3. 11.17 Fine aggregates: The fine aggregates shall be the fraction passing passing 2.36 mm sieve and retained on 75 micron sieve consisting of crush or run screenings. Natural sand or a mixture of both. These shall be clean hard durable uncoated dry and free from any injurious soft or flaky pieces and organic or deleterious substances. 11.18 Filler: The filer shall be an inert material the whole of which passes 600 mciron sieve at least 90 percent passing 150 micron sieve and not less than 70 percent passing 75 micron 103 sieve. The filer shall be stone dust, cement, hydrated lime, fly ash of other non plastic mineral matter approved by the Engineer-in-charge. 11.19 Aggregates gradation: The mineral aggregates including mineral filler shall be so graded or combined as to conform to the grading set forth in table 15.16.2.5. Unless directed for compacted layer thickness of 25-40 mm any of the two grading No. 2 shall be used. 11.20 Mix design: 11.21 Requirement of Mix: Apart from conformity with the grading and quality requirements of individual ingredients the mix shall meet the requirement set forth in table 15.16.3.3. 11.22 Binder content: The binder content shall be so fixed as to achieved the requirements of the mix set forth in table 15.16.3.3 and shall be in the range of 5 to 7.5 percent by weight of total mix. 11.23 Job mix formula: The contractor shall intimate to the Engineer-in-charge in writing at least 20 days before the start of the work due job mix formula proposed to be used by him for the and shall give the following details:- (i) The source and location of all materials: (ii) Proportions of all materials expressed as follows where each is aplicable: Binder : As percentage by weight of total mix: 104 Coarse aggregated (i) Coarse aggregated (ii) Fine aggregated (i) As percentage by weight of total aggregate Fine aggregate (ii) including mineral filler Mineral filler. (iii) A single definite percentage passing each sieve for the mixed aggregate. (iv) The results of test enumerated in table 15.16.3.3 as obtained by the contractor. While working out the job formula the contractor shall ensure that it is base don a correct and truly representative sample of the materials that will actually be used in the work and that the mix and its different ingredients satisfy the physical and strength requirement of the specification. Approval of the job mix formula shall be based on independent testing by the Engineer-in-charge for which samples of all ingredients of the mix shall be furnished by the contractor as required by the former. The approved job mix formula shall remain effective unless and until modified by the Engineer-in-charge charge. Should a change in the source of materials be proposed a new job mix formula shall be established and got approved from the Engineer-in-charge before actually using these materials. 11.24 Permissible: Variations from the job mix formula: It shall be the responsibility of contractor to produce a uniform mix conforming to the approved job mix formula subject to the permissible varia tions indicated in table 15.16.3.4 These variation are intended to apply to individual specimens taken for quality control tests vide appendix. 105 Table No. 15.16.3.4 : Permissible variations from the job mix Formula S. 11.25 Construction operations: 11.26 Weather and seasonal limitations: Asphaltic concrete shall not be laid during rainy weather or when the base course is damp or wet. 11.27 Preparation of base: The base on which asphaltic concrete is to be laid shall be prepared shaped and conditioned to the specified levels, grade and camber in accordance with appendix-3 as directe dby the Engineer-in-charge. The surface shall be thoroughly swept and scrapped clean and free of dust and other foreign matter. 11.28 Tack coat: A tack coat complying with appendix-4 shall be applied over the base. Application of tack coat shall however no tbe necessary when the laying of asphaltic concrete follows soon after the provision of a bitumnous base/leveling course. 11.29 Preparation of mix: Hot mix plant of adequate capacity and capable of producing a proper and uniform quality shall be used for preparing the mix. The plant may either be of batch type or continuous one having co-ordinated set of essential untis such as dryer for heating the aggregates, devices for grading and batching/feeding by weight or volume the required quantities of aggregates a binder heating and contorl unit for metering out the correct quantity of heated binder together with a paddle mixer for intimate mixing of the binder and aggregates. A fines for incorporation of the correct quantity of filler is also a necessary quxiliary. 106 The temperature of binder at the time of mixing shall be in the ragen 1500-1770C and of aggregates in the range 1550C-1630C. Provided also that at no time shall the difference in temperature between the aggregates and binder exceed 140C. Mixing shall be thorough to ensure that ahomogenous mixture is obtained in which all particles of the mineral aggregates are coated uniformly. The mix shall be transported from the mixing plant- to the point of use in suitable vehicles. The vehicles employed for transport shall be cleand and be covered over in transport if so directed by the Engineer-in-charge. 11.30 preading: The mix transported from the hot mix plant to the site shall be spread by means of a self propelled mechanical paver with suitable screeds capable of spreading tamping of finishing the mixture to specified grade, lines and cross sections. The temperature of the mix at the time of laying shall be in the range 1210C-1630C. Longitudinal joints and edges shall be constructed true to the delineating lines parallel to the centre line of the road. Longitudinal joints shall be offset by at least 150 mm. from those in the binder course. All joints shall be cut vertical to the full thickness of the previously laid mix and the surface painted with hot surface painted with hot bitumen before placing fresh material. 11.31 Rolling: After the spreading of mix by paver it shall be thoroughly compacted by rolling with a set of rollers moving at speed not exceeding 5 Km. per hour. Initial or breakdown rolling shall be with 8-12 tonne three wheel roller and the surface finished by final rolling with 8- 10 tonne tandem rollers or suitable pneumatic rollers. The wheels of roller shall be kept moist to prevent the mix from adhering to them but in no case shall fuel lubricating oil be used for this purpose. Rolling shall commence longitudinally from the edges and progress towards the centre except that on supelevated portions it shall progress from the lower to upper edge parallel to the centre line of the payment. The roller shall proceed on the fresh material with road or fixed wheel leading so as to minimize the pushing to the mix and each pass of the roller shall uniformly overlap not less than one third of the track made in the preceding pass. Rolling shall be continued till the density achieved is at least 95% of that of the laboratory mar shall specimen and roller marks are eliminated. Rolling operations shall be completed in every respect the temperatures of the mix falls below 1000C. 107 11.32 Opening of traffic: Traffice may be allowed immediately after completion of the final rolling when the mix has colled down to the surrounding temperature. 11.33 Surface finish and quality control of works: The surface finish of construction shall conform to the requirements of appendix-I. Control on the quality of materials and works shall be exercised the Engineer-in- charge in accordance with appendix-2. 11.34 Measurement for payment: Asphaltic concrete shall be measured as finished work in cubic metres. 11.35 Rate : Clause 15.9.7 shall apply. 11.36 eal Coat: 11.37 Description: This work shall consist of application of seal coat for sealing the voids in a bituminous surface laid to the specified levels, grade and camber. Seal coat shall be of either of the two types below as specified. Type A-Liquid seal coat comprising of an application of bitumeneous binder followed by a cover of stone chippings. Table B- Premixed seal coat comprising of a thin application of fine aggregate premixed with bituminous binder. 11.38 Materials: 11.39 Binder: The binder shall be bitumen of a suitable grade as directed by the Engineer-in-charge and conforming to the requirements of IS : 73, 217 of 454 as applicable or any othger approved cutback. The quantity of binder to be utilized in terms of straight run bitumen shall be 9.8 Kg and 6.8 Kg. per 10 square meter area for type A and B seal coat respectively. 11.40 Stone chippings for type A seal coat: The stone chippings shall consist of angular fragments of clean hard toug hand durable rock or uniform quality throughout. They should be free of elongated or flaky piece soft or disintegrated stone vegetable or other deleterious matter, stone chippings shall be of 6 mm. size defined as 100 percent passing through 10mm. sieve and retained on 2.36 mm. sieve. The quantity used for spreading shall be 0.09 cubic metre per 10 square metre area. 108 The chippings shall satisfy the quality requirements spelled out in appendix-3 except that the upper litmi for flakiness index shall be 30. 11.41 Fine aggregate for type B seal coat: The fine aggregate shall be sand or fine grit and shall consist of clean hard durable uncoated dry particles and shall be free from dust soft or flaky material, organic or othger deleterious substances. The aggregate shall pass 1.7 mm. sieve and be retained on 180 micron sieve. The quantity used for premixing shall be 0.06 cubic meter per 10 sqm. area. 11.42 Construction operations: 11.43 Preparation of base: The seal coat shall be applied immediately after the laying of bituminous course which is required to be sealed. Before application of seal coat materials the surface shall be cleaned free of any dust or other extraneous matter. 11.44 Construction of type A seal coat: The binder shall be heated in boilers of suitable design to the temperature apporpriate to the grade of bitumen approved by the Engineer-in-charge and the seal coat applied in accordance with the construction operations described in clause 15.12.3.3 through 15.12.3.5. 11.45 Construction of type B seal coat: Mixers of approved type shall be employed for mixing the aggregates with the bituminous binder. The binder shall be heated in boilers of suitable design to the temperature appropriate to the grade of bitumen approved by the Engineer-in-charge. Also the aggregates shall dry and suitable heated to a temperature directed by the Engineer-in-charge before the same are placed in the mixer. Mixing of binder with aggregates to the specified proportions shal be continued till the latter are thoroughly coated with the former. The mix shall be immediately transported from the mixing plant to the point of use and spread uniformly on the bituminous surface to be sealed. As soon as sufficient length has been covered with the premixed material, the surface shall be rolled with 6-9 tonne smooth wheeled power rollers. Rolling shall be continued till the premixed material completely seals the voids in the bituminous course and a smooth uniform surface is obtained. 11.46 Opening to traffic:

109 In the case of type B seal coat, traffic may be allowed soon after final rolling when the premixed materials has cooled dwn to the surrounding temperature. However as regards type A seal coat clause 15.12.4 shall apply. 11.47 Surface finish and quality control of work: The surface finish of construction shall conform to the requirements of appendix-I. Control on the quantity of materials and works shall be exercised by the Engineer-in- charge in accordance with appendix-2 11.48 Measurements for Payment: Seal coat type A or B shall be measured as finished work in square meters. 11.49 Rate: The contract unit rate for seal coat, type A or B shall be payment in full for carrying out the required operations including full compensation for all components listed in caluse 15.9.7. 11.50 SUPPLY MINERAL AGGREGATES FOR PAYMENT COURSES: 11.51 General: These specifications shall apply to works where it is inteded only to collect transport and stack the mineral aggregates and mineral filler for use in payment course. The actual work of laying the courses shall however be governed by the specifications for the same given else where in this specification. The size and quantities of the aggregates to be supplied shall be so selected by the Engineer-in-charge such that the grading requirements set forth in these specification for the courses for which the supply is intended are satisfied. All the materials shall be procured from approved soure and shall conform the physical requirements specified in the respective specifications for the individual items given else where in this specification. The mineral aggregates shall be designated by their standard sizes in the contract and shall conform to requirements set forth in table 15.18.2. 1.67 Table No. 15.18.2 Size Requirements for Mineral Aggregates S. Fine Aggregate As given in relevant specification 11.52 Stacking: Only the aggregates satisfying the specification requirements shall be conveyed to the road side and stacked. Each size of aggregate shall be stacked separately. Like wise materials obtained from different quarry sources shall be stacked seprately. The aggregate shall be stacked entirely clear of the roadway on even ground or platform prepared in advance for the purpose by the contractor at his own cost and in manner that permits of correct and ready measurement. Materials shall not be stacked in locations liable to inundation or floods. The dimension of the stacks and their location shall be as approved by the Engineer- in-charge. Where the material is improperly stack, the Engineer-in-charge shall have the irhgt to order complete restacking of the materials to specification at the cost of contractor. 11.53 Quality control of materials: The Engineer-in-charge shall exercise control over the quality of the materials so as to ascertain their conformity with the specification requirements, by carrying out tests for the specified properties. Testing shall be to the following frequencies and the Engineer-in- charge shall have the right tomodify these according to the needs. Coarse and fine aggregates: One test for each specified property per 50 cum of material. Mineral filler One test for each specified property for every five tonne subject to a minimum of one test for each consignment. Materials not conforming to the specification requirements shall not be brought to the work site. 11.54 Measurements for payment : Coarse and fine aggregate supplied at site of works shall be paid for in cubic meters. The actual volume of the aggregates to be paid for shall be computed after deducting the following percentages from the volume computed by stack measurements. 111 Standard size of aggregates: Percentage reduction in volume computed by stack measurement to arrive at the volume to be paid for: (1) 75 mm and 63 mm 10% (2) 40 mm and 25 mm Nil (3) 20 mm, 12mm, 10mm, and 6 mm Nil (4) Fine Aggregate Nil

Unless otherwise directed, measurement shall not be taken until sufficient materials for use on the road have been collected and stacked. Immediately after measurement the stacks shall be marked by whitewash or other means as directed by the Engineer-in-charge. Minerals filler as delivered at site of works shall be meausred in tones. 11.55 Rates: The contract unit rates for different sizes of coarse aggregate fine aggregate and mineral filler shall be payment in full for collecting conveying and stacking or storing at site of works including full conpensation for. (1) All royalties, fess rents where necessary. (2) All lead and lifts, and (3) All labour, tools, equipments and incidentals to complete the work to the specifications. APPENDIX-1 CONTROL OF ALIGNMENT AND SURFACE REGULARITS 1. General: All works performed shall conform to the lines, grades cross sections and dimensions shown on the drawings or as directed by the Engineer-in-charge subject to the permitted tolerance described hereinafter. 2. Horizontal alignment: Horizontal alignments shall be reckoned with respect to the centre line of the carriage way as shown on the drawings. The edges of the carriage way as constructed shall be correct within a tolerance of +25 mm. there from. The corresponding tolerance for edges of the roadway and lower layers of payment shall be + 45mm. 3. Longitudinal profile: The levels of the subgrade and different payment course as constructed shall not wary from those calculated with reference to the longitudinal and cross profile of the road 112 shown on the drawings or as directed by the Engineer-in-charge, beyond the tolerance mentioned below. Sub grade + 25 mm. Sub base + 20 mm Base course + 15 mm Wearing course + 10 mm Provided however that the negative tolerance for wearing course shall not be permited in conjunction with the positive tolerance for base course if the thickness of the former is there by reduced by more than 6 mm. 4. Surface regularity of sub grade & payment courses: The surface regularity of completed sub bases base and wearing surfaces in the longitudinal and transverse direction shall be within the tolerance indicated a appendix -1. The longitudinal profile shall be checked with a 3 meter long straight edge, at the middle of each traffic lane along a line parallel to the centre line of the road. Rectification : Where the surface irregularity of subgrade and the various payment courses fall outside the specified tolerance, the contractor shall be liable to rectify these in the manner described below and to the satisfaction of the Engineer-in-charge. 1.1 Subgrade: Where the surface is high it shall be trimmed and suitably compacted where the same is slow the deficiency shall be corrected by adding fresh material. 1.2 Granular/sub base: Same as at (1.1) above. 1.3 Lime/cement stabilized soil sub base: For lime/cement treated materials where th surface is high. The same shall be suitably trimmed while taking care that the material below is not disturbed due to this operation. However where the surface is low the same shall be corrected as described here in below. For cement treated material, when the time elapsed between detection of irregularity and the time of mixing of the material is less than 2 hours, the surface shall be scarified to a depth of 50 mm. supplemented with freshly mixed material as necessary and recompacted to the relevant specification. When this time is more than 2 hours the full dpeth of the layer shall be removed from the payment and replaced with fresh material to specification. In either case the area treated shall not eb less than 5 meters long by 2 meters wide. This shall also apply to lime treated material except that the time criterion shall be 3 hours instead of 2 hours. 1.4 Water bound macadam base: Where the surface is high or low, the top 75 mm shall be scarified reshaped with added material as necessary and recompacted. The area treated at a place shall not be less than 5 meters long and 2 meters wide. 1.5 Bituminous Construction : For bituminous otherthan wearing course where the surface is low the deficiency shall be corrected by adding fresh material and recompactring to specifications. Where the surface is high, the full depth of the layer shall be removed and replaced with fresh material and compacted to specifications. 115 For wearing course where the surface is high or low, the full depth layer shall be removed and replaced with fresh material and compacted to specification. In all cases where the removal and replacement of a bituminous layer is involved the area treated shall not be less than 5 meter long and not less than 1 lane wide. APPENDIX-2 QUALITY CONTROL TESTS DURING CONSTRUCTION 1. General: The materials supplied and the works carried out by the contractor shall conform to the specifications prescribed in the preceding clause. For ensuring the requisite quality of construction the materials and works shall be subjected to quality control tests, as described here in after by the Engineer in charge. The testing frequencies set forth are the desirable minimum and the Engineer-in-charge shall have the full authority to carry out tests as frequently as he may deem necessary to satisfy himself that the materials and works comply with the appropriate specifications. Test procedures for the various quality control tests are indicated in the respective section, where no specific testing procedure is mentioned the tests shall be carried out as per the prevalent accepted Engineer practice to the directions for the Enginer-in-charge. 2. Tests on earth work for embankment construction: 2. Borrow material: (a) Sand content (IS 2726) Part IV One to two tests per 8000 cu meters of soil. (b) Plasticity test (IS : 2720) (Part –V) Eaem type to be tested, 1-2 tests per 8000 cu meters of soil. (c) Density test (IS : 2720) (Part-VII) Each soil type to be tested 1-2 tests, per 8000 cu meters of soil. Compaction control: Control shall be exercised by taking at least one measurement of density for each 1000 square meters of compacted area, or required to yield the minimum number of test result for evaluating a days, work in statistical basis. The determination of density shall be in accordance with IS : 2720 (Part-XXVIII). Test locations shall be chosen only through random sampling technique. Control shall not be based on the result of any one test but on the mean value of a set of 5-10 density determinations. The number of tests in one set of measurements shall be 5 as long as it is felt that sufficient control over borrow material and the method of compaction is being exercised. If considerable variations are observed between individual density results. The minimum number of tests in one set of measurement shall be increased to 10. The acceptance of work shall be subject to the condition that the mean dry density equals or exceeds the specified density and the standard deviation of any set of result is below 0.08 gm/cc.
