Minutes of the Parish Council Meeting Held on Monday 7th March 2011 in Milton Keynes Village Hall at 7.15pm

Present: Mr Alex Kidd (Chair); Mr Ian Mitchell; Mrs Jenny Brighton; Mr John Cropley; Mrs Kat Deacon; Mr Mark Aengenheister; Mr Pete Simpson; Mr Richard Peters; Mrs Helen Ward (Clerk), and 5 members of the public.

Alex welcomed everyone to the meeting.

1 Apologies for Absence Mr Leslie Tallboy – unauthorised absence (Belated apologies have been received, absence due to work commitments)

2 Public Open Session Ward Cllr Bint gave an update on  The demand for primary school places in Monkston Park/Monkston, he was concerned that residents are being led to believe that there will be places at Middleton Primary School if it is extended.  That he is supporting that Woughton on the Green be included in the catchment for Oakgrove School  Loughborough Drive, Broughton Gate – currently a cul-de-sac but there are plans to join to the A5130 which local residents oppose – PC needs to be aware.  Chasing the works to be started in Tanfield Square

The clerk advised the process for candidate nominations for the elections on 5th May.

3 Declaration of Interests Jenny Brighton declared an interest in item 14 when the meeting reached that item for discussion.

4 To confirm the minutes of the Parish Council Meeting held on 7th February 2011 The minutes were then agreed by the Council and signed by Alex Kidd.

5 Places for People Melvyn Griffiths and Richard Gale presented Brooklands Phase 2 development highlighting the continuation of the city street, and the type of houses being planned for. 214 houses are in Phase 1 and approximately 150 houses will be in Phase 2. Phase 2 will go through the standard planning process so the parish council will have an opportunity to comment.

The two litter bins have now been installed on Tanfield Lane. The clerk has notified AH Contracts to add them to the emptying contract. The invoice for installation is still to be received, the balance from the NAG funding is £120.

b. Freehold land transfer from HCA : Middleton west

Ben Ruston from the Homes & Communities Agency has advised that the transfer has been put back until later this year as the DCLG (Department for Communities & Local Government) need to give approval to pay the Parks Trust the commuted sum. The transfer is now likely to happen late summer.

c. Land swap with owners of Nurses Cottage

Jim Morrison advised that he has been in touch with his solicitor and relevant papers are on their way to the parish council.

d. Middleton Arts Project

Louise Izod, Milton Keynes Council has advised that the project is on their schedule for 2011/12 as a new project but due to staffing levels they are currently unable to start the project.

e. The Glebe, public right of way

Andrew Burton, Rights of Way Officer at Milton Keynes Council, has emailed to say that due to staffing levels work on DMMO (Definitive Map Modification Order) has been delayed.

f. Oakgrove Development

Ian Rhodes from Crest Nicholson has advised that they hope to be on site in the autumn and the first units completed late summer 2012.

g. Broughton notice board

Mr John Neale of Broughton has taken delivery of the new board and erected it on the wall of The Old Rectory in London Road, replacing the old one.

c. Funding request Three documents recently received from the Milton Keynes Council of Voluntary Organisations had been circulated to councillors. John, Kat & Mark attended a meeting on 15 th February with David, Clare and Corrina.

A discussion for the request for a grant of £17,500 for mobilising activities in Broughton took place resulting in 2 proposals.

Ian proposed granting £12,500 which was seconded by Alex however there was not full council support. Kat therefore proposed a working party is set up to meet and discuss further and report back to the next meeting. This was agreed. John, Kat and Pete offered to be the members of the working group. ACTION: Working party

d. Annual increment to clerk’s salary It was agreed to award the clerk with the annual increment from 1 April 2011, as per the local council pay scales. e. Report from job evaluation working party This item was deferred to the next meeting.

8 Asset register annual review

The draft register was emailed to all councillors on 14th February. The litter bins and new notice board have since been installed. Councillors agreed that the review is complete. Ian proposed that the insurance for The Old Forge is probably inadequate. It was agreed that the clerk should seek an insurance valuation. ACTION: Clerk

9 Website The report from the working party was circulated by email on 7th February. Ian agreed that the current website is looking tired and is not always browser compliant.

Richard commented that communication with residents could be improved.

Jenny stated her concerns that the website should be communicating who the parish council are and what they do, not a site for other people to add information to.

It was agreed that the working group consider how best to enhance the existing website and revise their proposal. ACTION: Working group

10 Election communication A quotation for £600 had been received to print and deliver some election notices to all households in the parish however it was felt that this was too expensive. It was agreed that the website and notice boards should be used to post the notice of election from 25th March. ACTION: Clerk

11 Land & Asset management a. Paddock gate post No quotation had been received, so this item was deferred. b. Stump grinding A quotation from Marcus Young Landscapes for £325 plus VAT was approved to remove the tree stumps by the cricket field. ACTION: Clerk c. Tree work

12 The Pond, Walton Road The opportunity has been missed to clear the pond now until September due to the Great Crested Newts breeding season. MK Council are still working on the legal implications of the pond being unregistered.

Alex proposed that the parish council undertake the work in the autumn subject to 3 quotations being received. Ian seconded the proposal and this was agreed. ACTION: Clerk

13 Footpath & Verge parking assessments Communications since the last meeting suggests that double yellow lines may just move the parking problems to another area. It was agreed to ask Milton Keynes Council to proceed with the option of erecting signs. ACTION: Clerk

Broughton Pavilion – 11/00293/MKCOD3 Cllr Bint advised that there is a small group of residents who are opposed to the building’s position and size. A meeting is taking place on 11th March with the residents, MKC officers and Ward Councillors. Cllr Crooks is concerned that the size may not be sustainable. Kat offered to attend the meeting. It was also noted that the planning application will be heard by the Development Control Committee on Thursday 17th March.

a. MK Council parish grants programme 2011/12

Forms have been received by the clerk for the Parish Partnership Fund and Community Parking Fund for 2011/12. It was agreed to discuss at the April meeting any proposals for the funding. Deadline for applications is the 15th April for the Parish Partnership Fund and pre-application advice forms for the Community Parking fund will be accepted until 3rd May 2011.

b. Grant request, City Colts Football club

This will be considered at the April meeting.

c. Broughton Gate allotments

Plans had been received on the day of the meeting. Councillors were asked to pass their comments to the clerk.

The Councillor responsible for reading correspondence in March will be Ian Mitchell.
