THEDDLETHORPE PARISH COUNCIL

Minutes of the monthly meeting held on Thursday, 25th February 2016, 7.34pm in the Village Hall.

Item 16/22 Chairman’s Welcome The Chairman welcomed all Cllrs and Mr Hallet to the Parish Council meeting.

Public Forum Mr Hallet questioned why the meeting in November was cancelled and the displaying of the Minutes on the Notice Board. The Chairman explained that it was decided to move the November meeting to the 10th December, as there was a long period between Christmas and the New Year. The Minutes of the last meeting once approved would be displayed on the notice board. It was agreed that draft minutes would be displayed before the next meeting. Mr Hallet advised that he was attending the meeting on behalf of six other residents. Concerns have previously been made relating to issues on Station Road. There are bins being left out for long periods after the designated collection date, potholes on Station Road have been reported and not repaired, roadside verges are being lost (photos supplied), the gulleys along Station Road are blocked, the parking of various vehicles/caravan is having a detrimental effect on the residents on Station Road, the postman is driving along the verge edge, causing tread marks and churning the verge up the whole length from the first house on Brickyard Lane. Mr Hallet asked how much Community Funding that would be received from the Gayton Le Marsh Wind Farm. The Chairman advised that the annual fund is approx. £12k per annum. A public meeting will be held and the process of the Community Fund will be explained, residents will be asked if they would like to sit on the Charitable Trust, which is being created to represent the people. There will be representatives from the Parish Council involved but the Community Fund is not for the Parish Council and will be part of the Elizabeth Rook Charity Account. There are strict guidelines to adhere to along with specific requirements needed.

The Chairman thanked Mr Hallet for attending the meeting and raising concerns which will be addressed. The Chairman advised Mr Hallet that there are currently two Parish Councillor vacancies on the Parish Council and he would be more than welcome to apply for a position on the Parish Council.

The Public Forum closed at 8.05pm and Mr Hallet left the meeting.

Item 16/23 Apologies for absence Cllr Mr G Marriott-Dodington and District Cllr Mrs S Harrison had given their apologies in advance of the meeting. Cllr Miss C Lister would be arriving late.

Item 16/24 Police Matters No representatives from the local policing team were present. PCSO Billy Spence had sent an email to apologise for previous non-attendance but was expected to attend a Parish Council meeting when possible.

Item 16/25 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011 None.

Item 16/26 Approval of Minutes produced for the Monthly Meeting held on the 21st January 2016 It was proposed by Cllr Mrs B Lister, seconded by Cllr Miss J Sheppard and resolved that the Minutes produced for the Monthly Meeting held on the 10th December 2015 were a true and accurate record. The Chairman duly signed and dated the Minutes.

Item 16/27 District & County Councillor Reports In the absence of both District Cllr Mrs S Harrison and County Cllr Mr D McNally, no reports were made.

Item 16/28 Chairman’s Report The Chairman had recently received information relating to residents that have been bothered by tradesmen. The Chairman will visit the residents and will find out further information. Item 16/29 Councillors Reports Cllr Miss J Sheppard reported on the increased amount of litter around the area. The Chairman added that he had caught two cars parked outside the Freon site on the A1031. The cars and people were not part of the Freon Project but we sat eating burger & chips and putting the rubbish on the roadside. When confronted, verbal abuse was given and they drove off. The Chairman cleared the rubbish that was left. Cllr Mrs J Simpson had also noticed an increase of cans and wrappers. The Parish Council requested that this issue be reported to ELDC for them to look into. It was also suggested that after April (Easter) a litter pick was carried out around the area with Cllrs and residents that can volunteer. A litter pick will be organised on an annual basis.

Item 16/30 Clerk’s Report The Clerk summarised correspondence that had been received during February 2016. The file was passed to Cllr’s for their perusal. Refer to the February 2016 Mailbox list attached for details. The Clerk advised of the next Councillor Code of Conduct and DPI training sessions to be held at ELDC, Tedder Hall, Manby on Thursday 14 th April 2016.

Item 16/31 Financial Matters A) Statement of Accounts – February 2016 The February 2016 Statement was circulated & agreed by Cllrs.

B) The Parish Council had received a donation request from Lincoln & Lindsey Blind Society. It was proposed by Cllr Mrs B Lister, seconded by the Vice-Chairman, Cllr Mr G Handley and resolved to donate £100. The Parish Council would request that the donation is to be used for residents within the East Lindsey District only. The Parish Council would also like confirmation of when the society merged with Lincoln and how many people within the community they assist.

C) Approval of February 2016 Expenditure: A.Taylor Grass-Cutting Services £75.00

It was proposed by Cllr Miss C Lister, seconded by Cllr Mrs B Lister and resolved to pay the expenditure detailed.

Item 16/32 Planning Matters: Planning Applications To Be Considered:

Ref: N/180/00116/16 Applicant: Mr J Forman Proposal: Planning Permission – Erection of 1no. house and detached double garage and construction of a vehicular access. Location: Land adjacent to The Firs, Rotten Row, Theddlethorpe, Mablethorpe, Lincs, LN12 1NX

The Parish Council noted that the photographs supplied to identify the location included in the application received are incorrect. The Parish Council was concerned with the use of agricultural land for residential development and questioned if this development would be outside of the build boundary. The design and materials to be used are not in-keeping with the local area, the development also adds more water run off and flooding could be an issue and concerns whether this development would set a president for future planning applications. The Parish Council voted on the application with four objections and one abstention.

Ref: N/180/00115/16 Applicant: Mrs L Earp Proposal: Planning Permission – Extension to existing double garage. Location: Thorn Lea, Churchill Road, Theddlethorpe, Mablethorpe, Lincolnshire, LN12 1PQ

The Parish Council resolved to support this application with no specific comments to add.

Ref: N/180/00255/16 Applicant: Mr & Mrs M Smith Proposal: Planning Permission – Erection of a house and detached 3 car garage on the site of an existing dwelling, which is to be demolished. Location: Middle Farm Cottage, Rotten Row, Theddlethorpe, Mablethorpe, Lincolnshire, LN12 1NX.

The Parish Council resolved to support the re-development of the property but were concerned that the plans supplied are an over-development of the site and the garage at the front. Item 16/33 Gayton Wind Farm The Chairman had been in communication with Marie Chapman at Lincs CVS and some parts of the Guidance Notes for Applications were altered. Some of the changes that Marie made are unknown as they were not highlighted and additional items were added. The time-line was discussed and it is hoped that everything is in place by the end of March. The outline process for applications and Trust Deeds will be circulated and signed off at the next Parish Council meeting. A Public Meeting will be arranged in April and the Chairman will give a presentation. Decisions of how the panel will be made up will be resolved at the next meeting. A suggestion of a five-panel position is created, two positions to be filled with Parish Councillors and the remaining three positions to be filled with representatives from both Theddlethorpe All Saints and Theddlethorpe St. Helens. There have still been issues with Lloyds TSB Bank and the Elizabeth Rook Charity Account. The Chairman will liase with the Vice-Chairman, Cllr Mr G Handley and complete necessary forms to move the account to Barclays Bank.

Item 16/34 Parish Council Goals For 2016 The Chairman had requested that this item was added to the agenda and suggested that every year the Parish Council sets goals. This would tie into the Annual Review of the Parish Clerk and job description to see if anything needs to be changed or if there is anything additional Cllrs would like the Clerk to do. Parish Councillors agreed and the Chairman asked that all Cllrs think about what they would like the Parish Council to achieve in the next 12 months. Moving into the next financial year, goals need to be set soon and an edition of the Parish Post to be posted in April. The Community Plan is one of the goals to be completed this year.

Item 16/35 Highway Matters Highway defects were covered under the Public Forum for Station Road and the Chairman also reported a pothole from Mill Road onto Station Road, which is very deep.

Item 16/36 Village General Maintenance Works No reports.

Item 16/37 Community Plan Cllr Mrs B Lister reported that the Community Plan had progressed and was nearly at a draft format. Cllr Mrs Lister has been working through the various headings within the community plan. Assistance was required for Communications, Transport & Highways, Flooding, Crime & Personal Safety and Health & Leisure. The Chairman will assist. Cllr Mrs Lister has worked on Education, Housing and will work on Health & Safety. The Vice-Chairman, Cllr Mr G Handley had passed on the information on present facilities. Footpaths, Bridleways and Green Lanes was being completed by Cllr Miss C Lister. The current population was confirmed by ELDC to be 404 for Theddlethorpe St. Helen and 140 for Theddlethorpe All Saints, giving a total population known of 544. Photographs of the village will be taken when the weather improves.

Item 16/38 Reports From Outside Bodies The Clerk reported on the first ELDC Area Forum (North) meeting on Monday 4th April 2016, 7-9pm being held at the Louth Pavilion.

Cllr Miss C Lister reported that she has tried to speak with Jonathan Stockdale at LCC regarding the blocked footpath but he has been on holiday and is back next week so will raise the issue when he is back.

Item 16/39 To Confirm Date of next Monthly Meeting The next Parish Council monthly meeting will be held on Thursday 24th March 2016 at the Village Hall commencing at 7:30pm.

There being no other business; the Chairman closed the meeting at 10.08pm
