3 Grimsby and District Cricket League Rules
All Senior Divisions (as amended for 2017)
1. Name
The League shall be known as the Marshall Brewson Grimsby and District Cricket League.
2. Officials
The officials shall consist of a President, Chairman, Vice-Chairman, Treasurer, Secretary, Assistant Treasurer, and Assistant Secretaries. These shall be elected at the Annual General Meeting.
3. Committee
The committee to transact the business of the League shall be made up of the officers elected by the members of the League, of which no less than three can make decisions of a financial nature, reporting back to the League at the next meeting. Any capital expenditure or extraordinary expenditure to be brought before the full League for acceptance.
4. Committee Meeting
The Committee shall meet at any time as the business of the League may require. Seven days notice of all meetings shall be sent by post to all officers.
5. Annual General Meeting
The Annual General Meeting shall be held before December 31st each year. The business shall be to elect officers, auditor, Ground Inspection Committee, to receive and consider a report and balance sheet, to consider proposed new rules, or amendments to existing rules and any other matters affecting the League of which due and proper notice has been given (see Rule 27).
6. Membership
6.1. Present Members
A club desiring admission to the League must apply by September 30th each year (a club applying after this date shall be surcharged as per Rule 32) and shall be considered provided its ground, dressing accommodation and appointments are of a satisfactory standard and have been certified to be so by the Grounds Inspection Committee, whose decision must be placed before the Committee for confirmation. Any club in membership allowing its pitch or ground to deteriorate shall be subject to an inspection by the Grounds Inspection Committee, which shall report to the Committee. In the event of an adverse report, the Committee shall warn such club and unless the necessary improvements are effected within a specified period, it will not be allowed to continue membership.
6.2. New Members
Any club applying for membership for the first time or after the lapse of a season or more, shall submit an application by September 30th and be charged as per Rule 32. A club applying after this date shall be charged as per Rule 32, in any year, and such application shall be considered by the League. The decision as to which division of the League any newly elected club shall join shall be decided by the League.
4 7. Voting
Officials of each club shall have one vote only. The Chairman shall have a casting vote. Clubs with two teams in the League will have two votes and so on.
8. Subscriptions
An annual subscription for each team to be fixed at the AGM and to be paid by January 31st, unless notified by the League. Clubs not complying with this rule will be fined as per Rule 32. In case this does not meet the expenses of the League, each team shall contribute equally towards such sums as may be required.
9. Arrangements of Fixtures
Fixtures to be arranged by the League officials. The fixtures for each division will be issued to each club at, or before, the pre-season meeting. Any alterations to fixtures must be made at least three days before the match is due to be played and the League Secretary must be informed by the home club, after agreeing with the away club, otherwise fixtures must be strictly adhered to. Any club not fulfilling such fixtures may be fined as per Rule 32 by the League Committee for the first offence, and expenses incurred shall be reimbursed. For the second offence the club is liable to be expelled from the League.
Fixtures can be changed by the League providing seven days’ notice is given to both teams. It is the home club’s responsibility to ensure the fixture can go ahead at the ground. In the event of it not being able to go ahead without prior notice being given, barring extraordinary circumstances, then the away side should claim maximum points. If one team cannot field a team or fails to turn up before the scheduled start, barring extraordinary circumstances, maximum points should be claimed by the other team. Any re-arranged fixture should be scheduled within the existing season – between the Monday of the first week of fixtures and Thursday of the final week of fixtures, and agreed at the time of the alteration, with venue confirmed.
10. Players
Clubs must register with the League Secretary a list of playing members each year before the commencement of the season. Club secretaries will be expected to hold a copy of the registration form, showing the names of each player, address and date of birth to substantiate League Registration Forms submitted to the League Secretary. (In the case of clubs with both Saturday and Midweek teams, separate forms would be required for each team). Players must be registered with either the 1st team or 2nd team. Players registered for the 2nd team are eligible for five 1st team league matches and such players must be highlighted on the scoresheet submitted to the League. Players must play for the team they are registered for in cup competitions.
Additional registrations can be affected until July 8th. After this date formal application for further registrations will be considered by the League officials but a player will only be allowed to play in one Saturday Division and/or one Midweek Division in one season without the clubs’ secretaries and League Secretary’s permission of transference.
Membership of a Youth section club does not prevent a player registering for a senior League club.
5 11. Registration
11.1 Participation
Members of clubs are ineligible to play in any matches unless their names have been registered or transferred by the League Secretary. Any club playing an unregistered player shall be fined as per Rule 32 and forfeit points gained. The maximum points at stake will be awarded to the opponents. The offending player shall also be fined as per Rule 32.
11.2 Young players
All clubs must recognise that they have a duty of care towards all young players who are representing the club. This duty extends to the League.
The duty of care should be interpreted in two ways;
Not to place a young player in a position that involves an unreasonable risk to that young player, taking account of the circumstances of the match and the relative skills of the player Not to create a situation that places members of the opposing side in a position whereby they cannot play cricket as they normally would do against adult players.
In addition the following specific requirements have been laid down by the ECB and taken on board by the League.
All young players who have not reached their 18th birthday must wear a helmet with a faceguard when batting and when standing up to the stumps when keeping wicket. Parental consent not to wear a helmet should not be accepted in adult matches. A young player acting as a runner must also wear a helmet even if the player he is running for is not doing so. The current ECB fielding regulations must be adhered to and enforced by the umpires/captains. The umpires are empowered by these fielding regulations to stop the game immediately if a young player comes within the restricted distance. The umpires and opposing captain must be notified if the age group of all players participating in an adult match who are in the Under 19 age group or younger even if the player is not a fast bowler. This requirement also covers any young player taking the field as a substitute fielder. Any player in the Under 13 age group and younger must have explicit written consent from a parent or guardian before participating in adult matches. Clubs must ensure that their player registration procedures ensure that consent is obtained. The guidance related to changing and showering (see Safe Hands – Cricket’s Policy for Safeguarding Young People) must be adhered to. It is the League’s view that players in the Under 11 age group should not participate.
12. Transfer of Players
Transfers may take place with or without permission from the player’s present club. Players may be approached or negotiate a transfer to another League club up to and including week 10, after which time no transfers shall be allowed without permission from the League Secretary. The League Secretary must he notified at least four days before the player is due to play for his new team whereupon the League Secretary will contact his present club to ensure that the player has fulfilled his financial obligations. The player shall have the right to appeal to the Committee if permission is withheld without just cause. Transfer Fee as per Rule 32, is payable by cheque to the League Secretary at time of transfer.
6 13. Method of Scoring Points
Points can be scored in two ways
a) From the result of the match b) From collecting batting and bowling points after reaching the thresholds listed below
A tied match shall be defined as a match where two teams finish with equal runs scored. An interrupted match shall be defined as one where because of interruptions by the weather, both teams have not reached their allotted overs and no definite result has emerged. An outright win shall be defined as either ;-
The team batting first scores the most runs and dismisses the team batting second. The team batting second scores most runs and dismisses the team batting first, or the team batting first declares. A win shall be defined as the team scoring the most runs irrespective of wickets lost. A cancelled game shall be defined as when a game has not started.
For an outright win – 20 points For a win – 10 points plus any bonus points achieved The losing team will gain batting / bowling bonus points as described below. For an interrupted match – 5 points for each team plus any bonus points achieved For a cancelled game – 5 points for each team
Bonus points Batting – A team attaining each specified score shall be awarded 1 bonus point. The specified scores shall be 60, 80, 100, 120, 140 runs. The maximum number of batting bonus points available is 5. Bowling – A team attaining each specified number of wickets shall be awarded 1 bonus point. The specified wickets shall be 2, 4, 6, 8, 10. The maximum number of bowling points available is 5 In the event of two or more sides being equal on points in a division then the head to head tool (as set out in the final paragraphs of Rule 25 Promotion and Relegation) will be used to finalise league standings.
14. Cancellation of Matches
No match shall be cancelled due to adverse weather before 11am on the day of the match unless authority is obtained from the League Secretary. For council pitches see rule 29.
15. Hours and Conditions of Play
15.1. Sunday League
Punctuality is essential. All matches shall commence at 11am Clubs wishing to start at any other time may do so by mutual consent, but must notify the Sunday Secretary at least seven days before the match.The time allowed from the start of any match is 4 hours 15 minutes.
Games shall be of a maximum of 25 six ball overs per side and a minimum of 10 six-ball overs per side duration, to be decided by the captains before the match. Failing agreement, the maximum number of overs shall be played.
In case of rain, stumps shall not be drawn before 1hour 30 minutes after the agreed start time without the consent of both captains. The interval between innings shall be 15 minutes duration.
7 In matches in the Sunday League, bowlers shall be limited to a maximum of 5 overs each or 20% of the overs in a reduced game.
15.2. Midweek Divisions
Matches in Midweek Divisions and Knock-out Cup matches shall start at 6.15pm and will be reduced by one over per innings for every 5 minutes that the start is delayed. It is the duty of both sides to uphold the Spirit of the game’ and ensure that a game is not unduly delayed awaiting players.
The captains must decide before the match whether the minimum of eight six-ball overs or the maximum of 20 six-ball overs shall be bowled.
In all matches in the Midweek League, bowlers shall be limited to a maximum of 20% of the overs bowled. For example in a 20 over match no bowler shall bowl more than four overs and in a sixteen over match, one bowler could bowl four overs and four bowlers could bowl a maximum of three.
16. Players Crossing
The outgoing batsman must meet the incoming batsman at the boundary rope. Umpires must report any flagrant breach of this rule.
17. Playing Equipment
Each Batting side shall provide the balls for their own innings. It shall not be compulsory to provide a new ball, but the ball provided must be leather covered and approved as fit for play by the opposing club captain or umpires, and must be in their possession before the fielding side takes the field.
When using spring loaded stumps without bails, the whole of the stumps (everything carried out to the crease including the base) constitutes the wickets.
18. Match Result
The Secretary of the home club must advise the appropriate Secretary (see page two) of the results of each match (whether cancelled or not) on the official scoresheet provided, by email or the club pitchero website not later than 48 hours following the match. The scoresheet must be completed in full, listing all 22 players, regardless of whether all have batted. A fine as per Rule 32 will be imposed for non-compliance with this rule.
Both clubs should have an agreed record of the scoring of the game in their scorebooks, and this should be retained until the season is complete. It is essential that this is kept correctly, with batsmen’s scores, score and overs, total score, and individual over breakdowns and bowling figures an absolute minimum. It is recognised good practice that the batting side should cover the scoring of a game when a fielding side has only 11 representatives present. At the end of each innings the scorebooks should be checked and agreed by both captains to avoid disputes arising as a match or season progresses.
19. Umpires
Where possible neutral umpires will officiate in matches. If this is not the case the batting side must provide umpires who must act, as the spirit of the game should be treat. Any breaches should be reported to the League.
20. Payment of Umpires
The neutral umpire's fee shall be shared by both clubs equally. If a match has been cancelled but the umpires have not been informed of such a cancellation and they report to the ground 8 to officiate at the match, the umpires shall be paid half fee plus any expenses incurred. Where there is only one umpire at a match the fee shall be one fee plus half a fee.
21. Umpires Unable To Take Appointments
Should any umpire be unable to take any appointments, he must notify the Hon. Secretary of the Umpires’ Association who will arrange a substitute from the League’s list of official umpires.
22. Umpires’ Association
The Umpires’ Association shall be an integral part of the League and subject to its rules and requirements.
23. Complaints
In the event of any complaint being made against a club, the League Secretary should acquaint the offending club of the exact nature of the complaint at least seven days before the League meeting at which such complaint should come up for consideration. A club shall not be called unless it has received seven days notice as above. The complaint must be made in writing and accompanied by a fee of £2. The fee will be forfeited if the Committee considers the complaint or appeal frivolous and refunded if considered reasonable. Should the complaint be proved the offending club shall be dealt with as the Committee may direct, taking into account Rule 31.
24. Financial Defaulters
No player who has not fulfilled his financial obligations to his club in this League shall be allowed to play for another club in this League.
25. Promotion and relegation
The teams finishing first and second in Division Two and each lower division will be promoted to the next highest division, and any subsequent promotions will be made in the case of teams having withdrawn from the division above. All promotions must be approved by the League.
The bottom two clubs of Division One and all subsequent divisions, excepting the lowest division, will be relegated except where teams have withdrawn from that Division or promotion from that Division has moved a side out of a relegation place. i.e. If one team has withdrawn or three teams have been promoted then only one team will be relegated, and if two or more teams have withdrawn or four or more have been promoted then no teams will be relegated. In no instance shall this rule operate so as to allow one club to field two teams in the same Division.
In the event of two or more teams having equal number of points at the end of the season, the head-to-head record of the teams to be taken into account, i.e. if Team A beat Team B twice then Team A will finish higher.
If the two teams had one win each, the team with the faster run rate in the matches involving the teams will finish higher. If the run rates are equal, then the team losing the fewer number of wickets in the matches involving the teams will have the priority. If still equal, then the team with the fastest run rate over the season in all completed matches will have the priority.
26. Rules Governing Body
All games to be governed by the General Rules as the MCC except where certain rules are not adopted.
9 27. Alteration of Rules
Any suggested alteration of rules by clubs shall be proposed by one club and seconded by another club, both clubs to send suggested alteration to the League Secretary by September 30th each year, and such suggested alterations to be circulated among the clubs to allow at least 14 days notice before the AGM.
28. Arrears
A club in arrears at the time of the AGM of the league shall have no voice or vote on any matter. The league shall hold members of such club responsible for the debt and no member of the club will be allowed to (a) transfer to any other league club (b) play for any other League club until he can prove to the League Committee that he has paid his liabilities to the club arrears. Furthermore the club in debt at the time of the AGM will not be permitted to play in the League until the debt is paid.
29. Teams Using Council Grounds
Teams must pay all dues for use of the ground to the League within 28 days of the account, or be fined as per Rule 23. The council groundsman shall be the sole judge of the fitness of the Council Recreation Grounds for play.

If a game has to be cancelled after 330pm but prior to the official start time for any other reason than weather related a full fee will be charged and levied to the team responsible for the cancelation.
If there are any other issues ie state of the pitch / playing area, in the first instance Bradley are to be informed and the league notified, if a game is played a fee will still be charged.
For NELC pitches(all other public pitches)
If a game needs to be cancelled the home team must contact NELC 01472 313131 or Parks Attendant 077300143111 and email Phil Hewitt [email protected] at latest by 330pm on a midweek match day or at weekends by 1230pm
With respect to the weather a game can be cancelled up to the first bowl being bowled, again use the contact details as above.
If a game has to be cancelled after 330pm but prior to the official start time for any other reason than weather related a full fee will be charged and levied to the team responsible for the cancelation.
If there are any other issues ie state of the pitch / playing area in the first instance NELC are to be informed and the league notified, if a game is played a fee will still be charged.

30. Extra Rules
The Committee shall have the power to deal with any matter that may not arise affecting the League which is not provided for in these rules.
31. Disciplinary Code
31.1.1. For any player in the course or in connection with a match to misconduct himself or act at any time in a manner calculated to prejudice the good name or interests of the League, and
31.1.2. For any club to fail to properly to control or discipline its players to act in a manner calculated to prejudice the good name of the League, and the player and club committing an offence shall be liable to penalties in the manner and as described hereafter.
31.2. For the purpose of these rules the expression "the player" shall throughout these rules be deemed to mean and include not only any player, whether a professional or otherwise, but also any member or official of any club or if appropriate any person involved in any incident of possible misconduct occurring on the field of play, or on the premises of the club, as may he appropriate in the particular circumstances.
31.3. Before any penalty is imposed there shall be a disciplinary hearing before the Disciplinary Subcommittee of the League. At least seven days notice shall be given to the player, or in the case of a club, its secretary, in writing. The club or player shall be entitled to attend the hearing (in case of a club by its secretary or other official), to legally or otherwise represent and to call witness.
31.4. If at the hearing the Disciplinary Subcommittee find the offence alleged proved it shall have the power to impose one of the following penalties:
In the case of a player
31.4.1. expulsion from the League
31.4.2. suspension for one or more matches
31.4.3. a fine of not more than £100
31.4.4. reprimand; save that a player may be for the same offence both suspended and fined.
In the case of a club
31.4.5. expulsion from the League
31.4.6. suspension from any cup or competition of the League
31.4.7. deduction of points in the League
31.4.8. a fine of not more than £100
31.4.9. reprimand; save that a club for the same offence may be subject to both deduction of points and a fine.
31.5. A player or club found by the Disciplinary Subcommittee to have committed an offence or upon whom the Disciplinary Subcommittee has imposed a penalty shall have the right to appeal to the Appeals Subcommittee. Notice of appeal setting out the grounds must he given in writing to the League Secretary within seven days of the decision of the Disciplinary
11 Subcommittee, together with a deposit of £20. Upon giving Notice of Appeal the penalty shall not take effect pending the hearing of the Appeal.
31.6. The Appeal shall be by way of re-hearing. The player or club shall have the same rights of attendance and representation and to call witnesses as they had before the Disciplinary Subcommittee.

32. Fees and Fines
The amount of each fee and fine shall be decided annually at the Annual General Meeting, and shall come into effect from the date of that meeting. Failure to pay a fine by due date will result in it automatically doubling.
Failure to attend League meeting without explanation: £10.

Failure to fulfil a fixture: £15.

IBWEST Cup & Marshall Brewson Plate
1. Entry
Compulsory for all Midweek teams.
2. Fee
£3, thanks to IBWEST & Marshall Brewson sponsorship.
3. Handicap
There will be a handicap of 10 runs per division. In the event of a match reduced in overs, the runs of the lower division team are to be reduced proportionately.
Example 1: 1st Division v 3rd Division Over 20 x 6 ball overs = 20 runs start Example 2: 1st Division v 3rd Division Over 15 x 6 ball overs = 3/4 of 20= 15runs Example 3: 1st Division v 3rd Division Over 10 x 6 ball overs = 1/2 of 20= 10runs start
4. Cancellation
At any stage of the competition, if bad weather/light intervenes and re-arrangement of a tie proves impossible, a bowl-out shall be undertaken, in preference to the toss of a coin. The bowl-out shall take place at three stumps – on the square, the outfield, or in the nets (if available), as agreed by the captains. Five players shall be nominated from each side, bowling in turn. If a definite result has still to be achieved after these five have bowled, “sudden death” shall apply with the remaining team members bowling in turn until a result is achieved. If things still remain level, the above procedure shall be repeated until a winner emerges.
A fully completed result sheet must be submitted as follows and the “cup-tied” rule will apply to the players named on the results sheet.
5. Players
No player shall play for more than one team or club. If a club has two teams then the player must play for the team he is registered to. All players should be registered by July 8th, in line with league rules.
6. Result Sheets
The winning team must phone the result to the Cup Secretary within 24 hours of each tie. This call need only state which team won and the respective team scores. The winning team shall post or email a completed scoresheet to arrive with the Cup Secretary within 72 hours of the tie. Fines shall apply for non-compliance.
7. Disputes
Any disputes will be adjudicated by the Cup Secretary. If his decision does not give satisfaction, an appeal shall be made within 24 hours. The matter will then be dealt with by the League Chairman and/or other Committee members, whose decision shall be binding.
13 8. Date of Matches
Dates and venues for first round matches will be set by League officials. Deadlines for the completion of each subsequent round shall to be decided by the League ahead of the season and strictly adhered to. Home and away teams shall be equally responsible for arranging ties to comply with the deadlines for rounds and of informing the League of any delays or difficulties being experienced. The League shall then investigate and rule accordingly. Semi-finals and the final will be played on dates and at neutral venues arranged by the League, unless otherwise directed. Neutral umpires shall be invited to officiate in semi-finals and the final.
9. Rules
General midweek rules will apply. In the case of the team batting first, their total after eight overs must be noted to allow for any subsequent agreement to reduce to eight overs on account of the weather pertaining at the time. This may be done even if the first team has batted out their full innings.
10. Overs
In the event of a weather-affected match, (as above), bowlers shall be limited to a maximum of 20% of the agreed overs to be bowled prior to the start of the match. For example in a 20 over match no bowler shall bowl more than four overs and in a sixteen over match, one bowler could bowl four overs and four bowlers could bowl a maximum of three.
11. Ties
In the event of matches ending with the score of both teams being level, the team losing the least number of wickets shall be deemed the winner. If both teams have lost the same number of wickets, then the overall result shall be decided by calculating which team has the highest overall scoring rate after 16 six-ball overs, or if still equal, after eight six-ball overs.
12. Draw
The draw for the first round matches will take place following the Annual General Meeting. The Chairman (or his deputy) will draw the home team, and the League Secretary or other Committee member will draw the away team. The losers of the preliminary round and first round will compete for the Marshall Brewson Plate which will be drawn after the first round results of the main cup.
13. Fixtures
There will be no provision for the re-arranging of fixtures once the draw has been made.
There will be No cancellation of league games to accommodate a cup game.
However, changes of venue will be allowed, providing 48 hours notice is given to the Cup Secretary. (Weekends not included).
14. Ground fees
Ground fees for pitches will be shared by both teams.
14 Hints to Secretaries
Make yourself fully aware of the rules of the league and observe them. Have a copy of the handbook with you at matches, and any meetings you may organise for your team.
Be sure that all your players complete and sign a Registration Form. These forms will help you to complete the League Registration Form and can be used as evidence in case of disputes. Before signing a player be sure that they have fulfilled their financial obligations to their previous club.
Reply to all correspondence at the earliest opportunity. The job has only to be done once.
Notify any changes of secretary, address or contact details to the League Secretary immediately, and attend all meetings, or make sure your club is represented.
Instruct your team captain to ensure that umpires are treated courteously, and bring to the notice of your committee any conduct likely to bring your club, or the game, into disrepute.
You must advise the League Secretary the result of each home match in the League (whether played or not) and any winning cup ties, either by the Scoresheet form / text / email or via the pitchero website not later than 48 hours following a match. Make sure the match is filled out in full on whichever medium is used.
At the season’s close submit your best averages to the League Secretary, or his Assistant if directed, before September 1st.. Performances in the IBWEST Cup should not be included in divisional tallies. Failure to submit could lead to one of your players missing out on a trophy.
All trophies should be returned to Gradley Sports, Corporation Road, Grimsby,and Season Averages submitted to the League Secretary / League Email before September 1st. Failure to do this will result in a fine, as set out in Rule 32.
