STATE BOARD OF MASTER ELECTRICIANS BUSINESS MEETING

DATE: January 22, 2013

TIME: 10:00 a.m.

PLACE: 500 N. Calvert Street 3rd Floor Conference Room Baltimore, Maryland 21202

PRESENT: Michael Berg, Vice Chairman, Industry Member Michael Oles, Secretary, Industry Member Robert Welborne, Industry Member Brett Warner, Industry Member Todd Borz, Industry Member

ABSENT: Frank Mancini, Chairman, Industry Member

STAFF PRESENT: John Papavasiliou, Executive Director Sloane Fried Kinstler, Assistant Attorney General Gae Herzberger, Administrative Aide Steven Smitson, Occupational and Professional Licensing

CALL TO ORDER:

Michael Berg, Vice Chairman, called the business meeting of the State Board of Master Electricians to order at 10:00 a.m.

WELCOME:

Mr. Berg, Vice Chair welcomed John Papavasiliou as the new Executive Director for the State Board of Master Electricians.

MINUTES

The minutes of the Business Meeting held November 27, 2012, were reviewed. Motion (I) was made by Mr. Oles, seconded by Mr. Borz and unanimously carried to approve the minutes as written. Motion (II) was made by Mr. Oles, seconded by Mr. Berg and unanimously carried to approve the minutes of the executive session without corrections.

OLD BUSINESS: Continuing Education

The proposed regulation has been submitted for publication and final action could possibly be In May, 2013.

1 The Board discussed course providers, hours of continuing education, the comparison of other Boards view, and guidelines. The Board is in the process of establishing the correct criteria for continuing education.

Motion (III) was made by Mr. Borz, seconded by Mr. Oles to accept the list of Course Providers presented by Mr. Oles.

Counsel suggested the Board could model the continuing education qualifications after the local jurisdictions that require CEUs.

MUELEC /MELG

The Board discussed the proposed Bill that is in process regarding apprentice licenses, electrician assistants, continuing education, journeyman license, administering the examination, local counties, grandfathering, fees and an apprentice program. It is hopeful that the draft will be presented soon.

NEW BUSINESS:

The Board received an invitation from Mr. Badders to attend the special upcoming International Association of Electrical Inspectors meeting on February 4, 2013, 7225 Windsor Boulevard, Woodlawn, Maryland 21244.

Mr. Welborne and Mr. Warner agreed to attend the meeting on behalf of the State Board of Master Electricians.

CORRESPONDENCE:

Continuing Education course syllabus

The Board received a Course syllabus of continuing education courses presented by a Course Provider for the Board’s review. The information will be discussed at the next meeting.

Incident Report

PSI Examination Services Inc. submitted an incident report which occurred on 11/15/12., for the Board’s review. Motion (IV) was made by Mr. Oles, seconded by Mr. Welborne to table this matter until additional information is received.

Mr. Papavasiliou agreed to contact a PSI representative to request additional information.

The Board reviewed the PSI Exam results for the month of November, 2012:

The Board reviewed the PSI Exam results for the month of December 2012.

Candidates Passed Failed Pass % Tested

Master Electrician 47 11 36 23%

EXECUTIVE SESSION:

Motion (IV) was made by Mr. Oles, seconded by Mr. Borz and unanimously carried by the Board to enter into Executive Session at 11:40 a.m., in the 3rd Floor Conference Room, 500 N. Calvert Street, Baltimore, Maryland 21202. This meeting was permitted to be closed pursuant to State Government Article Annotated Code of Maryland § 10-508 (a) (8). The purpose of the session was to consult with Counsel regarding an applicant for licensure.

Motion (V) was made by Mr. Oles, seconded by Mr. Welborne and unanimously carried to return to the public meeting.

Motion (VI) was made by Mr. Oles, seconded by Mr. Borz and unanimously carried to accept the findings in the Executive Session.

APPLICATIONS SUBMITTED BY PSI;

The Board approved six applications to take the master electrician’s examination.

The Board placed in pending thirteen applications to take the master electrician’s examination, as additional information is needed to fully evaluate the application.

The Board denied three applications to take the master electrician’s examination, as the requirement has not been met.

3 ADJOURNMENT

Motion (VII) was made by Mr. Borz, seconded by Mr. Warner, and unanimously carried to adjourn the meeting at 12:15 a.m.
