CONDITIONS OF PENNANT PLAY Updated October 2015

The “Laws of the sport of Bowls-Crystal Mark 3rd Edition” shall govern all games.

1. Pennant Matches All Pennant matches and NYPBA events in this fixtures book are under the control of the NYPBA Executive Committee.

2. Programme The pennant programmes for the ensuing year shall be prepared by the Match and Programme Committee or Committees appointed by the Executive Committee.

3. Number of Pennant Competitions Separate pennant competitions shall be programmed for Saturday Open Bowls (hereunder referred to as Saturday Pennants) and for Thursday Women’s Pennants (hereunder referred to as Thursday Pennants). Wednesday Men’s Pennants (hereunder referred to as Mid-Week Pennants).

4. Divisions: Saturday three divisions named one, two and three. Thursday two divisions names one and two. Wednesday one division called Mid-Week. Saturday and Thursday Pennants shall be four teams of four players to a make a side of sixteen players. Saturday third division side shall be three teams of four to make a side of twelve. Wednesday Pennants shall be three teams of one pair, one triple and one four to make a side of nine players.

5. Eligibility. All players must be registered players with Bowls SA, Region 2 and NYPBA by the start of the season. No player is permitted to play pennant matches, except as a substitute for other than the club with which he/she is registered with Bowls SA unless a Bowls SA approved clearance has been obtained. For Mid-Week competition two clubs may form a composite side.

6. Number of Ends Saturday Pennants - All divisions shall play 25 ends. Thursday Pennants - All divisions shall play 20 ends. Wednesday Pennants - Pairs18, Triples 22, Fours 20.

7. Starting Times of Matches Saturday and Wednesday Pennants – Matches shall commence at 1.30pm. Thursday Pennants – Matches shall commence at 10.00am

7.1. Should a side fail to appear at the appointed time, or within 30 minutes thereof, the opposing side, if ready to commence play, shall be awarded the match with points and shots as applicable to a forfeit.

7.2. A team with an absent player at the starting time shall play as though the second is the missing player.

8. Trial Ends Two trial ends are permitted on the rink drawn and they must be completed prior to the scheduled starting time of the match.

9. Scoring of Match Results

1 Points allocated for 16 a side for both Saturday and Thursday Pennants shall be eight points for a side win. Four points for a draw. Two points each team win. One point for each team draw. Maximum Points for Winning Side sixteen. Points allocated for twelve a side shall be six points for a side win. Three points for a draw. Two points each team win. One point for each team draw. Maximum Points for Winning Side twelve. Points allocated for Midweek Pennants shall be six points for a side win. Three points for a draw. Two points each team win. One point for each team draw. Maximum Points for Winning Side twelve.

10. Forfeits and byes. The programmed opponent receiving the forfeit will be awarded: 4 team side -16 points and 30 shots. 3 team side -12 points and 23 shots. No points will be given for a bye.

11. Appointment of an Umpire/Measurer Each host club shall appoint and name an umpire of the day to officiate and the umpires name to be shown on the host clubs notice board.

12. Result Sheets The host club shall be responsible to send the completed and signed result sheet/s to the Association Recorder the evening of the completion of the match and shall retain the original copy for subsequent perusal.

12.1. Each club to enter results on the IMG web site.

13. Incomplete Sides Clubs shall fill their sides from the highest division downwards. If not enough players are available, the lowest side shall forfeit.

14. Opposite Gender Substitutes In a single gender pennant competition, the following rules apply to opposite gender substitutes. No opposite gender player may be selected if an eligible same gender player is available. In a club’s lowest side, if an eligible same gender player is not available, an opposite gender substitutes from the Club’s lowest side may be used. An opposite gender substitute may only play as lead or second. A four team side shall comprise not more than 7 opposite gender players. Mid-Week side shall comprise not more than 4 opposite gender players. When players are substituting for the opposite gender, they play under the rules of that gender

15. Open Gender Policy In an open gender pennant competition, Bowls SA’s Open Gender Policy must be strictly adhered to.

16. Wet Weather: 16.1. In the case of heavy rain the following shall apply: The home sides greens manager shall inspect the greens 2 hours prior to the starting time. If unsuitable for play he will communicate that decision to the opposing side/s. The home club shall advise the association secretary and recorder of the situation. Abandoned matches shall be counted as a draw and equal points taken.

16.2. If weather conditions deteriorate during play and the required minimum number of ends has not been completed. The side manager/s will appeal to the umpire of the day who will confer with the greens manager (if present) to decide if play can continue. Play will be cancelled for the day if it is not possible to resume after one hour from the time of the stoppage. If 50% or more of the matches set down for that day are abandoned, then all matches shall be abandoned.

17. Ends Played Saturday pennants it shall be deemed to have been completed with the scores at the time of cancellation if 60 ends have been completed. Thursday it shall be deemed to have been completed with the scores at the time of cancellation if 50 ends have been completed.

2 Mid-Week pennants and twelve a side it shall be deemed to have been completed with the scores at the time of cancellation if 45 ends have been completed.

17.1. For Saturday pennants Matches cannot exceed more than four and a half hours after the scheduled starting time to achieve a result. For Wednesday and Thursday Pennants Matches cannot exceed more than four hours after the scheduled starting time to achieve a result.

17.2. In the case of lightning being a threat to players and officials, the umpire should stop play as per Bowls SA extreme weather policy and remove all players and Officials to a safe location until the potential danger has passed.

18. Emergency Situations If, as a result of more than one player being called away for an emergency (fire, accident, etc.) a recess of 30 minutes shall be called to accommodate the possible early return of the said players. The umpire shall note the aggregate number of ends played at the time the recess is called. If, at the conclusion of the 30 minute recess the players have not returned and insufficient substitutes are available, the match shall be deemed to be completed. If the number of ends required in accordance with Rule 17 has been completed, a result shall be declared. If not, the match shall be deemed to be a draw and scored accordingly.

19. Heat Rule: (www.bom.gov.au) 19.1. If the forecasted maximum temperature at Kadina for Saturday and Wednesday is 38 degrees, as advised by the Bureau of Meteorology at 4.30pm on their website on the preceding day, play shall commence at 9am and continue until the maximum temperature is reached.

19.2. If the forecasted maximum temperature at Kadina for Thursday is 37 degrees, as advised by the Bureau of Meteorology at 4.30pm on their website on the preceding day, play shall commence 9am and continue until the max temperature is reached.

20. Finals. 20.1. To be eligible to play in the finals a player must have played at least 3 matches for that division.

20.2. All players may play in a higher division.

20.3. Where clubs have two sides in the same division, each side shall nominate 12 players, four rounds prior to the finals. Nominated players cannot move sideways.

21. All Pennants At the completion of the minor round, the position on the pennant table for sides with equal match points will be decided by the difference between shots for and against. If still equal, the side with the least shots against will apply. The starting time and number of ends will be the same as the minor rounds. The top four sides in each Division shall play off for the Pennant as follows: First and second sides play each other and third and fourth sides play each other. The loser of the first and second sides plays the winner of the third and fourth sides in the preliminary final. The winner of this game then plays the winner of the first and second sides for the Pennant Grand Final at a venue recommended to the Executive Committee by the Match and Programme Committee.

21.1. The minor premier of each Division shall have the right to select the venues for their own semi finals. All other finals shall be at a venue recommended to the Executive Committee by the Match and Programme Committee.

21.2. Saturday Pennant The 5th to 8th sides in each division play a series of finals to decide the “Pennant Plate” winner. Matches to consist of 2 knockouts and a Grand Final. At the completion of the minor rounds the sides that finish fifth plays the eighth side and sixth and seventh sides play each other. The winners of these games, playoff in the Grand Final for the “Pennant Plate”.

21.3. Any Finals abandoned due to unforeseen circumstances will be played at a time and venue as recommended to the Executive Committee by the Match and Programme Committee.

3 22. Dress Regulations: Bowls SA has adopted the Bowls Australia Dress Regulations and members of Member Clubs are required to comply with these regulations, and any amendments thereto that may be adopted from time to time.

23. Protests: In the event of a club or a player lodging complaints against another player or club then that protest shall be lodged with the association secretary within 24 hours of the event. The protest must be accompanied by a payment of a fee of $110. The association executive committee shall appoint a disputes committee (without a member of either clubs with a party to such a dispute). This committee will make a decision on the dispute within 7 days and such decision shall be binding on all parties.

24. Death: In the event of a player dying during a pennant match, that match shall be halted and if insufficient ends have been played for a decision to be declared the game shall be abandoned and the side points shared between the clubs.
