MINUTES FOR THE NOVEMBER 13, 2014 STATE AID TO LOCAL LAW ENFORCEMENT COMMITTEE MEETING

A State Aid to Local Law Enforcement/Emergency Illegal Drug Enforcement Committee meeting was held on Thursday, November 13, 2014, in the City of Dover Police Department conference room, 400 South Queen Street, Dover Delaware. Chairman William Bryson called the meeting to order at 12:01 p.m. Attendees included:

I. Approval of October 14, 2014 Minutes of the Meeting

Chairman William Bryson asked if there were any amendments to the October 14, 2014 minutes of the meeting and hearing none, asked for a motion for approval. A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the October 14, 2014 minutes be approved as submitted. Hearing no discussion, the minutes were approved by the Committee members.

1 II. Approval of FY 15 State Aid to Local Law Enforcement Applications

S-08-15 Middletown Police Department $8,029.63

Applicant requests approval to use funds for overtime to conduct proactive investigations ($5029.63) and to purchase nine 9mm handguns to be converted for training/SIMMS use ($3000).

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-09-15 Milford Police Department $8,745.55

Applicant requests approval to use funds for overtime for undercover drug operations and bike and foot patrol investigations in known drug areas.

A motion was made by Chief Paul Bernat and seconded by Chief W. Scott Collins that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-10-15 Felton Police Department $3745.13

Applicant requests approval to use funds for a one time vehicle enhancement.

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-11-15 Smyrna Police Department $7,021.88

Applicant requests approval to use funds to purchase 10 Cop Vu wearable cameras with spring clips and an accessory kit and quick reference guide.

Discussion: Major Jeff Evans stated that the Attorney General Katherine Jennings, at a recent SLEAF meeting, asked that all requests for body cameras be held until such time she could work on the development of a best practices policy. Major Evans asked if this purchase would cause conflict between SLEAF and SALLE/EIDE, and perhaps the Committee should wait until a policy is created.

Chairman Bryson stated that the Committee has approved the cameras for other agencies in the past. Chief Norman Wood stated that his department is already using these cameras and the software for their use is in place. Hearing no other discussion, Chief Bryson asked for a motion.

A motion was made by Chief W. Scott Collins and seconded by Chief Paul Bernat that the application be approved as submitted. Hearing no further discussion, the application was approved by the Committee members. 2 S-12-15 Laurel Police Department $5,872.77

Applicant requests approval to use funds to purchase 2 Motorola APX 6000 portable radios and Tactical 5.11 type apparel.

A motion was made by Chief Paul Bernat and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-13-15 Bridgeville Police Department $4,490.26

Applicant requests approval to use funds to purchase 8 batteries for radios ($984); 1 radio charger adapter ($195); 8 flashlights ($900); and 1 time vehicle enhancement ($2411.26).

S-14-15 Georgetown Police Department $5,421.68

Applicant requests approval to use funds to purchase 1 Access Control System for the Police Department to include: the access control system, ID cards, ID wallets, body camera and shipping costs.

A motion was made by Chief Paul Bernat and seconded by Chief W. Scott Collins that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-15-15 Millsboro Police Department $5,489.74

Applicant requests approval to use funds to purchase 1 firearm range storage shed ($2500); upgrade 14 flashlights ($2100) and 14 traffic vests (upgrade) ($889.74).

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-16-15 Bethany Beach Police Department $4,862.83

Applicant requests approval to use funds for a one time vehicle enhancement.

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

S-17-15 New Castle City Police Department $6,166.81

Applicant requests approval to use funds to purchase 1 audio/video digital recording system.

3 Discussion: Chief Dan Tjaden stated that this recording system would be used in the cells and out front in a soft interview room. Three quarters of the funds used for this system are funded from a SLEAF grant.

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no further discussion, the application was approved by the Committee members.

S-18-15 Selbyville Police Department $4,117.70

Applicant requests approval to use funds to purchase 4 Smith and Wesson M&P15T patrols rifles ($2,800) and 6 Whelen LED low-profile lights ($1,317.70).

A motion was made by Chief Paul Bernat and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members with Chief W. Scott Collins abstaining from the vote.

III. Approval of FY 15 Emergency Illegal Drug Enforcement Applications

D-08-15 Middletown Police Department $5,575.60

Applicant requests approval to use funds for overtime for drug enforcement ($4825.60) and undercover motor vehicle rental ($750).

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

D-09-15 Milford Police Department $5,861.78

Applicant requests approval to use funds for overtime for undercover drug operations and bike and foot patrol investigations in known drug areas.

Applicant requests approval to use funds for overtime for drug enforcement ($3003.24), buy informant funds ($1000), and undercover motor vehicle rental ($1000).

A motion was made by Chief Paul Bernat and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

A motion was made by Chief Paul Bernat and seconded by Chief W. Scott Collins that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

D-12-15 Laurel Police Department $4,430.89

Applicant requests approval to use funds for overtime for drug enforcement.

A motion was made by Chief W. Scott Collins and seconded by Robert Irwin that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

D-13-15 Bridgeville Police Department $3,763.14

Applicant requests approval to use funds for overtime for drug enforcement ($3263.14), and buy informant funds ($500). A motion was made by Robert Irwin and seconded by Chief Paul Bernat that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

D-14-15 Georgetown Police Department $4,240.10

Applicant requests approval to use funds to purchase 14 Glock 22 handguns ($2296); overtime for drug enforcement ($1000); and buy/informant funds ($944.10).

Discussion: Chief William Topping stated that his department is upgrading from Glock 23 to Glock 22s.

A motion was made by Chief Paul Bernat and seconded by Chief W. Scott Collins that the application be approved as submitted. Hearing no further discussion, the application was approved by the Committee members.

D-15-15 Bethany Beach Police Department $3,953.93

Applicant requests approval to use funds to purchase 4 Trek Police Bicycles.

A motion was made by Chief Paul Bernat and seconded by Chief W. Scott Collins that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

D-16-15 New Castle City Police Department $4,621.67

Applicant requests approval to use funds for overtime for drug enforcement ($4121.67), and to purchase drug field testing kits, packaging tubes and ID labels ($500).

D-17-15 Selbyville Police Department

A motion was made by Chief W. Scott Collins and seconded by Major Marvin Mailey that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members.

A motion was made by Chief Paul Bernat and seconded by Captain James Gestwicki that the application be approved as submitted. Hearing no discussion, the application was approved by the Committee members with Chief W. Scott Collins abstaining from the vote.

IV. Other Business

A. Grant Adjustments

S-21-14 Felton Police Department

Requests approval to amend grant as follows:

A motion was made by Robert Irwin and seconded by Chief Paul Bernat that the adjustment request be approved as submitted. Hearing no discussion, the adjustment was approved by the Committee members.

D-21-14 Felton Police Department

Requests approval to amend grant as follows:

6 D-15-14 New Castle City Police Department

Requests approval to transfer the remaining $240 buy/informant funds and $527.93 in the remaining overtime line in the existing D-15-14 to the same lines of the FY15 EIDE grant D-16-15 (application approved at this meeting).

A motion was made by Chief Paul Bernat and seconded by Chief W. Scott Collins that the adjustment request be approved as submitted. Hearing no discussion, the adjustment was approved by the Committee members.

D-40-14 New Castle City Police Department

Requests approval to transfer the remaining overtime funds in the amount of $1,000 from D-40-14 to the FY15 EIDE grant D-16-15 (application approved at this meeting). The amendment to D-16-15 would be as follows:

V. Adjournment

Chairman William Bryson called for any other discussion and hearing none called for a motion for adjournment. A motion for adjournment was made by Chief W. Scott Collins and seconded by Robert Irwin. The Committee members approved the motion and the meeting adjourned at 12:22 p.m.
