JOB TITLE: Human Resources/Office Coordinator STATUS: Exempt, Salary REPORTS TO: General Manager

JOB SUMMARY: This position is responsible for coordinating Human Resources management efforts in all affiliate companies to help these organizations recruit and retain the highest quality employees and to operate in compliance with local, state and federal laws. Also oversees office operations, including the management of office space, supplies, equipment, and processes. ESSENTIAL JOB FUNCTIONS: 1. Provides support to managers of affiliate companies in the recruitment and selection process to ensure quality employee hiring. Activities include working with managers on recruitment, interviewing, background checks, and other hiring practices.

2. Supports strategies for training and retaining highly qualified, motivated personnel in all affiliate companies. This includes the maintenance of all job descriptions, on-boarding program, employee training, and performance evaluations.

3. Assists in the maintenance of benefits and compensation programs for affiliate companies.

4. Ensures compliance with local, state and federal employment laws and regulations specific to the industry. Works with affiliate company management to respond to and address all Human Resource complaints, risks and legal action.

5. Maintains all Human Resources records and reporting systems.

6. Updates and maintains Employee Handbooks for all affiliate companies.

7. Plays an active role in employee relations. Assists supervisors and managers in resolving personnel concerns and provides advice on a wide range of workplace issues. Assists employees in resolving work-related concerns.

8. Manages the Worker’s Compensation Program, including communications with the Department of Labor, coordinating the light-duty/return to work program, OSHA monitoring and reporting.

9. Oversees the maintenance of corporate office space, as well as layout, arrangement and housekeeping of office facilities.

10.Oversees the purchase and maintenance of office supplies, furniture, and equipment within budgetary restrictions.

July 2014 Page 1 11.Maintains records management system for records and documents of Raptor and ensures records are also maintained at affiliate companies.

12.Coordinates with outside expertise to ensure proper working IT systems (hardware and software).

13.Assists with public communications and outside information requests.

14.Coordinates among management team members to ensure optimum communication, including scheduling regular staff meetings.

15.Coordinates company-sponsored events and activities for employees.

OTHER JOB FUNCTIONS 16.Conducts research and collects information on human resource programs and practices as needed. 17.Performs other duties and projects as requested.

WORKING CONDITIONS AND EQUIPMENT USED: Work is performed in an office environment with travel to various Raptor affiliate businesses within Whatcom and Skagit County. Work is divided between Office and Human Resources Management responsibilities. Incumbent must be able to effectively utilize computers and related software, computer printers, photocopier, telephone system (multiple line), and fax. Travel outside local area may be needed to attend seminars or conferences.

QUALIFICATIONS: Knowledge of:  Principles and practices of Human Resources Management.  Federal, state and local laws pertaining to Human Resources management. Ability to:  Be creative and flexible to meet changing business needs.  Develop, implement, and manage sound Human Resource and administrative practices and procedures.  Communicate effectively, both orally and in writing, including writing personnel policies and procedures and making presentations to various groups.  Develop and implement goals, objectives, and budget for Human Resources department.  Work effectively with employees at all levels of the organization, outside agencies, and with the general public.  Ability to collect, compile, and analyze information to increase efficiency.  Demonstrated proficiency in word processing and spreadsheet applications. Proficient in Microsoft Word and Excel.  Physical ability to perform the essential job functions including, but not limited to, sitting, traveling, communicating (verbal and written), and computer keyboard manipulation. The employee is occasionally required to reach with hands and arms, stoop, kneel and lift/move up to 15 pounds. Education and Experience:  Bachelor's Degree in business administration, Human Resources management, or related field.

July 2014 Page 2  Experience in the human resources field including experience in selection, compensation and benefits, records management and worker’s compensation.  Experience in office management.  Direct hands-on Human Resources experience may be substituted for full educational requirements.  Certification as Professional in Human Resources (PHR) preferred. License:  Valid Washington State driver's license at time of hire in order to operate vehicles.
