127/14 Minutes

The Chairman signed the minutes of the meetings held on 1 & 15 October, 2014 which had been approved at the Full Council meeting.

128/14 Planning

Cllr Rollason said that he was experiencing difficulty in opening planning documents on the Teignbridge District Council and asked if a letter could be sent to District informing them of these problems. Proposed by Cllr Rollason, seconded by Cllr Stevenson and agreed. Cllr Harris abstained.

129/14 Planning Decisions from TDC

The committee was passed a copy of Planning Decisions received from Teignbridge District Council prior to the meeting. Information was noted.

130/14 Adoption of the provisional budgets agreed at the October meeting

Following the updated figures presented to the Finance Committee by Cllr Harris including the Council Tax Support Grant, the committee provisionally adopted the following budgets:

 Revenue - £6000  Capital - £7000

Proposed by Cllr Harris, seconded by Cllr Stevenson and agreed.

131/14 S106 monies – to discuss how S106 monies could be allocated from the Gestridge Road development

Cllr Peart said that the S106 monies of approximately £34,000 were payable on the Gestridge Road development and asked the committee for ideas on

3 how this fund could be allocated within Kingsteignton. The funds have to be spent by 2020. Discussion took place and councillors felt that these funds could be spent on:

 Open Spaces – Clifford Park  The Fountain Area  Kingsteignton Youth Centre  Oakford Lawn – kennel area

It was agreed that the Clerk would contact Teignbridge District Council to find out how the S106 allocation was split on this development and report back to the January Works, Services and Planning meeting on 14 January, 2015.

132/14 Bus Shelter at Five Lanes, update

Cllr Peart said that he has not received any further contact from Ian James, DCC concerning the replacement of the bus shelter. He has a meeting with Anne Marie Morris, MP, together with Cllr Meathrel, on 20 November, 2014 on site to look at the layout of the new road, bus stops and missing bus shelter. Cllr Peart will update councillors on this matter at the next meeting.

133/14 Letters received from residents of Fairwaters, Longford Lane re entrance and exit to Fairwaters.

The committee was passed a copy of a letter that had been received from a number of residents at Fairwaters, Longford Lane highlighting problems they were experiencing on entering and leaving Fairwaters. They have said that some vehicles are travelling at what appears to be excessive speed and obstruction of vision on leaving the site is being caused by vehicles parking on Longford Lane on the entrance to Fairwaters. This is causing difficulties to residents of the complex as drivers and pedestrians.

Following discussion it was agreed that the letters should be forwarded to DCC and PCSO Vanessa Pike to ask if they are able to do anything to help alleviate these problems. Proposed by Cllr Peart, seconded by Cllr Wickham and agreed.

134/14 Snow Warden Scheme

The committee was passed information on the Snow Warden Scheme prior to the meeting, together with information on a heavy duty highway Salt Spreader for use in the Snow Warden Scheme.

Discussion took place and the committee noted the information for future reference. Proposed by Cllr Peart, seconded by Cllr Stevenson and agreed.

135/14 TDC – Street Name Request, New Cross site

An email and map has been received from TDC requesting the council to provide six or seven names for roads at the New Cross Site where building is

4 starting on 162 properties. Discussion took place and it was agreed that Mr Richard Harris, Historian should be asked if he could suggest a theme for street names for this site that were relevant to the area. The Clerk will contact Mr Harris to ask his advice.

It was agreed that this item will be referred back to the December Full Council meeting for consideration.

136/14 Letter from TDC re Tree Preservation Order

A letter has been received from TDC informing the Town Council that a Tree Preservation Order has been placed on trees at Oakford House, Broadway Road, which adjoins Oakford Lawn.
