Performance Analyst

Classification Title: Performance Analyst Classification: Non-exempt Reports To: Vice President of Program Operations

GENERAL STATEMENT OF JOB The Performance Analyst position in collaboration with the Vice President of Program Operations and the Leadership team works to ensure that agency programming and practices are in keeping with the agency’s Guiding Principles, Best Practice Models, and standards of programmatic and financial stewardship.

MINIMUM EDUCATION, TRAINING, REQUIREMENTS AND PREREQUISITES  Master’s degree in Social Work or other Human Services field with 3 years’ experience in social service or behavioral health services with at least 1 year of supervisory and at least one year experience with financial and budgetary oversight preferred. Minimum Bachelor’s degree and 5 years combined Human Service experience required.  Demonstrated skill in interpreting regulations and best practice models and evaluating compliance in agency programs and practices.  Demonstrated skill in programmatic financial oversight and management. Ability to interpret budgetary and financial reports.  Maintains a working knowledge of licensing regulations in Virginia Department of Social Services (VDSS), Department of Behavioral Health and Development Services (DBHDS), Department of Education (DOE), and Medicaid.  Maintains a working knowledge of billing practice and reimbursement levels for all service lines in the agency.  Ability to deliver effective, professional presentations  Demonstrates an understanding of agency Vision, Mission, Guiding Principles, and Program Models.  Ability to work independently with minimal supervision and embrace the spirit of teamwork.  Ability to promote a positive and supportive work environment.  Ability to communicate in writing effectively and professionally.  Ability to travel to other sites/locations  Appropriate manner including poise, tact, good judgment, and ability to work effectively with personnel, community representatives, parents, and children  Ability to utilize MS Office and learn a variety of software  Satisfactory driving record based on agency standards and ability to maintain valid Virginia Driver’s License  Ability to observe health and safety regulations

SPECIFIC DUTIES AND RESPONSIBILITIES Essential Functions: May be required to perform any of the following duties:

 Works independently to review and analyze existing programmatic and fiscal performance data to identify areas of needed improvement.  Works to develop new data sources to evaluate programmatic and financial efficiency and reports back to Executive Team via Vice President of Program operations with identified needs and recommended solutions.  Works closely with division directors to determine the most programmatically sound service practices and ratios for each agency program.  Works closely with the finance department to determine the most fiscally efficient and appropriate cost to revenue thresholds for each agency program.  Works closely with the Leadership team during the budgeting process to assist in setting revenue predictions and goals for the upcoming fiscal year.  Works closely with the Leadership team to determine means of ensuring high levels of quality, productivity, and efficient use of resource across all programs and departments within the agency.  Participates in on-sight observation of program areas to identify opportunities for the most efficient use of agency staff and resources.  Reviews proposed changes to policies and procedures with individual directors and makes recommendations for changes as they pertain to best practice, guiding principles, and program efficiency.  Performs other duties as assigned
