14. General Summary of Function/Purpose of Position The purpose of this position is to assist in the daily operations of Muskegon State Park, a heavily used campground and day use facility with 246 modern campsites, a boat launch and picnic area, 2 ½ miles of beach front along Lake Michigan, and 12 miles of hiking trails. The campgrounds remain full throughout the summer and the day-use routinely fills to capacity on weekends and some weekdays. Employee shall function as one of six rangers performing various operational and maintenance duties normally associated with the day to day operation of a Michigan State Park. Employee will provide direction to lower level staff on a daily basis while maintaining the safety of those employees and that of the visiting public. Approximate hours for the two positions in FY15 will be 1140.

Duty 1 General Summary of Duty 1 % of Time 25 LAW/RULE ENFORCEMENT AND EMERGENCY RESPONSE

Individual tasks related to the duty.  Perform routine vehicle and foot patrols in all areas of unit  Respond to complaints  Issue citations and make arrests  Engage in defensive tactics and/or physical restraint of offenders (takedowns, handcuffing, etc.) when necessary  Transport prisoners  Complete various reports  Break up confrontations, including domestic disturbances  Resolve disputes between visitors  Explain rules and policies to unit visitors who may be upset  Maintain working relationship with other agencies and courts  Recertify training in defensive tactics on annual basis  Maintain CPR and first aid certifications  Respond to drowning, medical problems, accidents, or other emergency-type situations  May be called upon to lead and organize search and rescue operations in the unit  Assist in suppression of forest fires

 Applicant must have scheduled and passed the MCOLES physical fitness test within the last six (6) months of applying.

Individual tasks related to the duty.  Prepare and make bank deposits as required.  Train state workers in proper cash handling techniques.  Report overages and shortages to supervisor.  Use the Central Reservation System (CAMIS) to record and track registrations/sales.  Sell and reconcile Recreation Passports purchased by visitors.  Maintain records and prepare reports.  Account for all money collected and unused passports using CAMIS system.  Compile reports on various park and recreation area activities.  Maintain an effective radio communications system.

Duty 4 General Summary of Duty 4 % of Time 10 STEWARDSHIP (Natural and Historical)

Individual tasks related to the duty.  Assure protection of assigned properties to benefit present and future generations.  Work with the Michigan Historical Center when dealing with historic facility maintenance & implementation of the Cultural Resources Management Plan.  Enforce compliance of rules which protect the land and buildings from unauthorized use.  Comply with environmental and/or historical regulations.  Remain cognizant of protected and/or endangered species and historical features within park boundaries.  Assist in natural and historical interpretation and recommend interpretive signage or displays.

Individual tasks related to the duty.  Participate in the training of new employees.  Assist in the development of employee work assignments.  Participate in and oversee the work of subordinate personnel.  May be assigned temporary supervisory responsibilities in the absence of the Unit Supervisor & Park Ranger A.  Ensure compliance with the safety and regulatory authority vested in the Department of Natural Resources.  Direct the safe operation and maintenance of power and hand tools, along with diesel or gasoline powered equipment.

Duty 6 General Summary of Duty 6 % of Time 5 MISCELLANEOUS

Individual tasks related to the duty.  Trap small animals that are nuisances within the recreational area and release them in appropriate areas with direction from the unit supervisor and area conservation officers.  Pick up and deliver supplies and other materials.  Required to obtain and maintain first aid, CPR and AED certifications.  Perform related work as assigned.  Work cooperatively with other State Department/Bureau/Division personnel.

18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? On a daily basis: Outdoor conditions such as heat, cold, sun, snow, rain, insects, poison ivy & other allergies. On a daily basis: Rotating work schedule as assigned. (Days, evenings, nights, weekends and holidays.) On a regular basis: Operation of motorized equipment and vehicles. Use of chain saws, pole saws, weed whips, chippers and stumpers.

25. What is the function of the work area and how does this position fit into that function? The unit park is established and maintained to provide a location for quality outdoor recreation and appreciation by the citizens of Michigan and out-of-state visitors and to protect the park’s natural and historical resources. This position is critical in providing these opportunities.

Page 8 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?

EDUCATION: Education level typically acquired though the completion of high school.

EXPERIENCE: Park and Recreation Ranger 6 No specific type or amount is required. Park and Recreation Ranger 7 One year of experience in a park or recreation setting, or in the construction trades. Park and Recreation Ranger E8 Two years of park and recreation experience, including one year equivalent to a Park and Recreation Ranger 7.

Recognized Alternative: - Completion of at least 8 semester (12 term) college credits in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger E - Completion of at least 15 semester (22 term) college credits in natural resources, park management or outdoor recreation may be substituted for two years or experience as a Park and Recreation Ranger E. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to communicate effectively, resolve disputes and maintain composure in stressful and emergency situations. Knowledge of computer applications and operation. Knowledge of power and hand tools, skilled trades (carpentry, electrical and plumbing) Ability to maintain records and prepare reports. Knowledge of building, equipment and grounds maintenance. CERTIFICATES, LICENSES, REGISTRATIONS: Possession of a valid driver’s license. Possession of current CPR, first aid and AED certifications. (Renewed every 1-3 years as required) Submit to and pass a physical examination, pre-employment drug testing and criminal history check, as well as complete a seven-week DNR training to obtain a DNR Law Enforcement commission. Required for continuance of the commission: successful completion of annual DNR Survival Tactics (ST) training, periodic law update training, random drug testing, etc. Possession of a valid passing MCOLES physical fitness exam score within the past 180 days of application.
