Satisfactory performance of BSNLEU, WB Circle on both BPMO and three day Dharna programme at New Delhi: Circle Union conveys Red salute to all the comrades for their significant participation in the programme of BPMO and three days Dharna at New Delhi. It is the observation of the circle union that a good number of workers participated in the BPMO programme of ‘Pada Yatra’ throughout the districts of West Bengal. No districts were left out of from this programme. It is significant to note that the workers participated in this programme with enthusiasm. There was a significant participation in the three day Dharna programme held at New Delhi in demand of the twelve point charter of demand. But amidst of good performance of our circle few districts could not participate in this programme. It is our primary duty to find out our weakness in this regard. Signature campaign: Comrades you are well aware of the fact that the Circle Union has decided through a convention (held on 11th October, 2017 at Kolkata) to go for “Mass Signature” campaign for Development of West Bengal Circle, which will be handed over to CMD, BSNL. The Circle Union has so far received “Signed Memorandum” from 50% District Unions till date. It is decided that the programme of signature campaign should be completed and those are to be handed over to Circle Union by 30th November, 2017. Hold District level Convention and Human Chain effectively: As decided in the meeting of Unions and Associations of BSNL, West Bengal Circle that the district level convention to be held in support of the 2 days Strike, on 12th and 13th December, 2017 in BSNL against the formation of Subsidiary Tower Company and immediate to start the 3rd PRC process. “Human chain” will be held on 23rd November, 2017. District Secretaries are requested to discuss these issues with other leaders of Unions and associations to make the strike and the human chain programme a grand success. The state level convention will be held on 22nd November, 2017 at 2- 30PM at Telecom Institute where All India leaders will be present. Accordingly, District level convention is to be held in this regard with intimation to the Circle union. Circle Council: Three Circle council meetings were held during this period in Circle, ETP and ETR. Some action has been taken by the management to settle the burning staff problems. A meeting will be held on 22 nd November, 2017 with BSNLEU in this regard. Casual/Contract labour wage: In the last national Council meeting the item was discussed and Com. P. Abhimanyu, GS, BSNLEU and Com. Animesh Mitra, Circle Secretary, BSNLEU, WB Circle and Secretary General CCWF raised their voice in favour of Rs 18000/- salary or to give IDA pay scale. Director (HR) agreed to review the matter. In the mean time CGMT, WB had sent a letter to Corporate office seeking a clarification on Rs 18000/- pay based on 7th CPC or Rs 7000/- pay scale on 6th CPC pay scale. Circle union is very much serious on the issue. It is also observed that the wages of the casual/contractual workers in BSNL, WB circle is getting very much irregular day by day particularly in case of non listed/unlisted workers for which the worker’s agitation takes place in most of the SSAs. Circle Union told CGM to frame a policy to determine the payment of wages regularly to the workers who are being engaged daily to maintain the telecom net work in our circle. With warm greetings,
