Job Title: Chief Executive
Responsible to: Board members through the Chair
Key Purpose: To encourage the adequate training of those employed or intending to be employed within the construction industry in Northern Ireland through the formulation and execution of strategic and business plans with the board of CITB.
Salary: £60,000 per annum

Main Duties / Responsibilities:
1. Work with the Chair and Board to develop, implement and monitor the strategic plan and annual business plans.
2. Ensure CITB’s statutory requirements are met and ensure that robust budgetary control systems are in place.
3. Act as Accounting Officer for the Board.
4. Lead effective partnerships, working at senior levels with key partner organisations including the Department for Employment and Learning, relevant Sector Skills Councils, professional and employer bodies, trade unions, Further and Higher Education sectors and the private training network.
5. Provide effective leadership to staff to create a workplace culture consistent with CITB’s overall values and aims
6. Manage a programme of change through consensus with stakeholders
7. Effective communication with stakeholders regarding the objectives and policies of CITB.
8. Keep abreast of developments in education, training and skills development relating to the construction industry and their impacts upon the activities of the Board. 9. Take the lead in establishing an effective risk management process involving identifying, evaluating and prioritising potential risks and taking appropriate action in relation to these risks.
10. Leading the overall approach to Health and Safety management within CITB.
11. Promoting equality of opportunity and diversity and leading actions under CITB’s equality duties in relation to Section 75. Accounting Officer
Appointment as Chief Executive of the Construction Industry Training Board carries with it the responsibility of being the Accounting Officer of the Board. This responsibility will be a separate appointment made by the Permanent Secretary of the Department for Employment and Learning. It will be a condition of appointment to the role of Chief Executive that DEL is able to make this appointment as Accounting Officer.
The Accounting Officer:
1. Is responsible for safeguarding the funds of the Board and for ensuring that they are applied to the purposes for which they have been made available and more generally for the efficient and economical administration of the Board.
2. Represents the Board at formal meetings with the Department for Employment and Learning and any other government departments and agencies. Additionally the Accounting Officer represents the Board at any meetings with the Northern Ireland Audit Office or its representatives and at any relevant sessions of the Public Accounts Committee for Northern Ireland.
3. Is also expected to oversee the production and completion of annual budgets and the accounts of the Board and to ensure that these are presented to the Board within agreed timetables and in accordance with relevant accounting principles. PERSONNEL SPECIFICATION

Essential criteria
1. A relevant primary degree or other third level qualification.
2. At least three years experience gained within the last five years of an effective leadership role at senior management level in a private, public or third sector organisation, involving significant personal accountability for team or organisational performance, reporting at Board level.
3. Sound knowledge and understanding of the construction industry.
4. Excellent communications skills, with the ability to communicate complex matters to all levels within and outside the organisation e.g. employers within an industry sector, stakeholder groups and Government departments.
5. Experience of leading the successful development and delivery of business strategy in conjunction with a Board, which meets the needs of key stakeholders.
6. A track record of effective, successful leadership and strong people management skills.
7. A successful record of assessing and building organisational capacity to deliver objectives, including the effective procurement of external advice and services and the maintenance of effective business processes.
8. Experience of building corporate reputation, including influencing of key stakeholders and partners through effective communication and public relations management.
9. Proven track record in successfully leading and implementing complex change programmes.
10. Experience of effectively safeguarding organisational resources, particularly financial resources and for efficient and economical administration at a senior management/director level.
11. Understanding the role of training in developing skills and productivity in industry. Desirable criteria
1. Experience and understanding of the importance of delivering value for public money.
2. Experience, knowledge and understanding of the skills needs and training in the construction industry within Northern Ireland.
3. Experience of dealing with the media.
