Minutes of the 16 th meeting of State Level Environmental Impact Assessment Authority (SEIAA) held on 27.02.2012 at 3.00 pm in the Conference Room of Department of Environment, Delhi Secretariat

The 16th meeting of the State Level Environmental Impact Assessment Authority (SEIAA) was held on 27-02-2012 in the conference room of Department of Environment. The meeting was held under the Chairmanship of Sh. Kaushal Kumar Mathur. The following members of the SEIAA were present in the meeting:

With due permission from the Chairman, cases were considered as per the placed agenda:

Case No. 82 Project Name : Proposed Development of Institutional Buildings: Chemistry Laboratory, Arts & Social Science, Examination Building and Botany Building at North Campus, Delhi University, Delhi. The members took account of the discussions and environmental conditions imposed during the consideration of the project in SEAC meetings held on 14.05.2010, 29.07.2010, 03.09.2010, 29.09.2010, 20.04.2011, 30.06.2011, 31.10.2011, 20.12.2011, 22.12.2011 and 11.01.2012. Apart from conditions imposed by the SEAC, the Authority also suggested that the condition of installation of three types of fire extinguishers, viz. Foam based, Dry powder based and CO2 based, should be included with respect to the Chemistry Laboratory Building. The SEIAA approved and granted Environmental Clearance to the project on this basis.

The members took account of the discussions held during the consideration of the amendments proposed in the already accorded Environmental Clearance issued vide no. 21-275/2008-IA.III dated 19.01.2009 followed by the corrigendum issued vide no. 21-275/2008-IA.III dated 13.05.2009 by the Ministry of

2 Environment and Forests, GOI. The proposal for modification was considered in SEAC meetings held on 20.05.2011, 31.10.2011, 22.11.2011 and 20.12.2011. The SEIAA approved and accorded the necessary amendments proposed in the already issued Environmental Clearance to the project.

The Member Secretary informed the Authority about the recommendation of the SEAC in its meeting held on 11.01.2012 to delist the project from the agenda items of the future meetings in view of the fact that there was no response from the project proponent despite the project being put up for consideration by the SEAC in its 34th, 35th and 37th SEAC meetings held on 22.11.2011, 20.12.2011 and 11.01.2012 respectively, after being deferred in its 33rd meeting held on 31.10.2011 due to time constraint, and to further consider the project as and

3 when an application regarding it is submitted afresh to the SEAC-NCT Delhi. The recommendation of the SEAC to delist the project was accordingly approved by the Authority.

The Chairman suggested that for facilitating consideration of projects and ensuring that no essential condition is left out while according Environmental Clearance, a standard proforma should be prepared in consultation with the SEAC for General Conditions applicable to all projects and project specific conditions may be imposed in addition as and when required.
